Stranger Than Heaven brings players to fictionalized versions of two Japanese cities: Kure, standing in for Hiroshima in 1929, and Osaka’s Minami district in 1943. These are settings in SEGA’s game—not reports of a real-world visit or events taking place in either city. The publisher draws on real places and historical periods to portray an imagined Japan; its descriptions do not independently establish historical accuracy.
Which Hiroshima and Osaka locations appear in Stranger Than Heaven?
Hiroshima is represented by Kure in 1929, while Osaka is represented by Minami in 1943. SEGA introduced the locations as successive stops in a story spanning five eras and cities over 50 years. The earlier setting is Kokura in 1915; Kure follows, then Minami.

SEGA’s May 7, 2026 overview describes the settings as real Japanese cities used as motifs for an imagined Japan. The more specific city portrayals below come from the publisher’s September 17, 2026 announcement, rather than an independent historical assessment. Read them as the game’s versions of Kure and Minami.

Kure, Hiroshima: a port city in 1929
SEGA presents Kure as a naval port shaped by shipbuilding. Its announced streetscape includes steep slopes and waterways, with naval culture and entertainment sharing space in a city marked by period change and energy.

The publisher also points to fashion as a sign of overseas cultural influence: it describes more Western-style clothing among residents and modern fashions among women. These are elements of SEGA’s presentation, not a claim that the game has been verified as a historically exact reconstruction.
Activities from the earlier Kokura setting carry forward into Kure. SEGA specifically names public baths and tehonbiki—a traditional card game—as additions for this setting.

Minami, Osaka: entertainment amid wartime strain in 1943
SEGA portrays Minami as a major entertainment district under wartime pressure. The announcement sets theaters and public entertainment against scarcity and controls, and describes shadowed backstreets lined with row houses and wooden shops, including market-like areas.
In the story, Daido grows into a larger impresario in Minami. The setting connects to the game’s show-business system: players promote performances, choose songs and singers, stage shows, and aim to meet revenue targets. That contrast belongs to the announced game setting; it should not be generalized to every person or neighborhood in historical Osaka.

How the towns connect to gameplay
SEGA says that everyday activities—including walking, eating, and recreation—affect Daido’s growth and skill unlocks. It also says each era and setting has its own seasonal presentation. The September 17 announcement gives examples across the game, not a list of activities exclusive to Kure or Minami.
- Kokura: SEGA names arm wrestling, menko, beigoma, fishing, and streetcar travel in the earlier 1915 section.
- Kure: Public baths and tehonbiki are specifically identified as additions.
- Minami: Theaters connect to the show-business system for developing and staging performances.
SEGA’s announcement describes the seasonal approach this way: “The seasons are set differently for each era and setting, so players can experience each town’s own presentation.”

How to distinguish the game settings from the demo tour
RGG Studio’s September 30, 2026 announcement describes a separate pre-release hands-on demo tour at 10 Japanese cities and 12 venues. It begins at Yodobashi Camera Multimedia Kyoto on October 11. Attendees can play the Tokyo Game Show 2026 demo; a new demo is planned from the November 14 Ikebukuro stop onward.
