Steam vs. GOG vs. Microsoft Store: Where to Buy Bethesda PC Games

There is no single best storefront for every Bethesda PC game. Choose the store that lists the exact game and edition you want in your region, then verify how that title handles saves, account linking, add-ons, older versions and in-game currency. Steam, GOG and the Microsoft Store can offer different editions or entitlements, even when the product name looks identical.

The short answer: decide by game, edition and account requirements

Steam is a sensible choice when the edition you want is listed there or when you are using a documented Bethesda.net Launcher migration entitlement from 2022. GOG is particularly relevant when you want an original release that Bethesda makes available through a GOG collection. The Microsoft Store or Xbox app for PC can be the right choice when the product page includes Xbox Play Anywhere, Xbox cloud saves, or an edition and add-ons you specifically need.

As an Amazon Associate I earn from qualifying purchases.

Those are practical starting points, not universal rankings. Bethesda’s support documentation treats ownership, save files, account-linked progression, Creation Credits and add-ons as separate issues. A purchase on one storefront should not be assumed to become a license on another.

Storefront What the available evidence supports What you must verify before buying
Steam Some Bethesda.net Launcher titles could be migrated to Steam during the 2022 launcher shutdown. For DOOM and DOOM II, Steam users can access an original version or the 2019 prior re-release through the Beta Participation option. The exact edition, whether a historical migration entitlement applies, save-copy requirements, and the contents of any add-on bundle.
GOG Bethesda’s DOOM and DOOM II instructions let GOG users install original versions from their GOG collection and launch them from the installed Windows folder, a shortcut or GOG Galaxy. Whether your chosen Bethesda title is currently listed, which version is included, the regional price, and the current GOG terms for that product.
Microsoft Store/Xbox app for PC Individual listings can advertise PC play, Xbox Play Anywhere, Xbox cloud saves, specific editions and add-ons. The Starfield listing is an example. Whether those capabilities and entitlements apply to the exact title, edition and region you are buying.

Why the same Bethesda game can differ by storefront

Availability is title-specific

Bethesda does not publish one rule that makes every game, edition and bonus identical on all three stores. A storefront may carry a standard edition, a remaster or enhanced release, an older release, a bundle, or no current listing at all. Search by the exact game name and inspect the product page rather than relying on a general Bethesda catalog list.

  • Start your journey by customizing your appearance and deciding your Background and Traits
  • Venture through the stars and explore more than 1000 planets
  • Pilot and command the ship of your dreams.

Edition names also need careful reading. “Deluxe,” “Premium,” a season pass, and a bundle of downloadable content can represent different entitlements on different stores. Compare the included game, expansions, bonus items and supported platforms line by line. If an item is not explicitly shown in the listing, treat it as unconfirmed.

Version access can be different

DOOM and DOOM II demonstrate why version access matters. Bethesda’s instructions distinguish original versions, the 2019 prior re-release and the enhanced edition. Steam users can use the game’s Beta Participation option to reach the original version or the 2019 prior re-release. GOG users can install original versions from their GOG collection. People who owned the original Microsoft Store versions before Bethesda’s change retain access through the Windows Xbox app library, while new Microsoft Store purchasers receive the enhanced edition.

This is a documented rule for those DOOM titles. It is not evidence that every Bethesda game on Steam has a legacy branch, that every GOG release includes an original build, or that the Microsoft Store preserves an older version for new buyers.

Buying Bethesda games on Steam

When Steam is the practical choice

Use Steam when its product page lists the edition you want, when your friends or existing library make Steam the most convenient platform, or when you qualify for a specific Bethesda.net Launcher migration entitlement. The important qualification is that the migration was a historical transition connected to the 2022 Bethesda.net Launcher shutdown.

What the 2022 launcher migration did and did not do

Bethesda said eligible launcher titles could be migrated to Steam at no charge during that transition. Some save files needed to be copied manually. The migration did not create a general license-transfer system between stores.

Bethesda’s purchase-transfer support page states: “Steam and Bethesda.net are separate platforms for purchasing the game.” A purchase or pre-order made directly on Bethesda.net therefore should not be treated as a Steam purchase, and a Steam purchase should not be assumed to unlock a GOG or Microsoft Store copy. The former Bethesda.net Launcher is historical context, not a fourth storefront you can choose for a new purchase today.

Steam-specific checks

  • Open the game’s Steam page and confirm the exact edition, included downloadable content and supported operating system.
  • For a migrated title, confirm that the migration window and eligibility still apply to your account; do not assume a new buyer receives the old entitlement.
  • For a title with legacy builds, check the game’s properties and Beta Participation options after installation. DOOM and DOOM II are the documented examples.
  • Back up existing saves before moving files between installations. A launcher migration may require manual copying, and a save file is not the same thing as a transferable license.

Buying Bethesda games on GOG

When GOG is the practical choice

GOG deserves attention when the listing includes the original release you want. Bethesda’s DOOM and DOOM II guidance says GOG users can install the original versions from their GOG collection and launch them from the installed Windows folder, a desktop or Start-menu shortcut, or GOG Galaxy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That makes GOG a concrete option for a reader who wants those original DOOM builds rather than the enhanced Microsoft Store release. It does not establish that every Bethesda title on GOG has the same version history or launch behavior.

Checks to make on a GOG listing

  • Read the product description for the included executable or release generation, especially when a modern and an original version have similar names.
  • Confirm that the listing is available in your country and currency at the time of purchase.
  • Check whether the edition includes the expansions or bonus content you need instead of assuming a similarly named bundle does.
  • Follow Bethesda’s installation instructions for the specific game. For DOOM and DOOM II, the original executable may be launched directly from the installed Windows folder or through GOG Galaxy.

The available Bethesda guidance does not establish a complete current catalog, a universal policy for every game’s offline behavior, or identical add-on arrangements across all GOG listings. Those are product-level questions and should be answered from the live listing and its current terms.

Buying Bethesda games through the Microsoft Store or Xbox app for PC

Read the product detail page, not just the title

The Microsoft Store and Xbox app can expose platform capabilities that are easy to miss in a search result. The Xbox listing for Starfield identifies a Bethesda Softworks publication, Bethesda Game Studios development, PC play, Xbox Play Anywhere, Xbox cloud saves, a Premium Edition and add-ons. Those statements describe that Starfield listing; they do not prove that a Steam or GOG copy carries the same entitlements.

Xbox Play Anywhere and cloud-save labels are therefore decision factors only when they appear on the exact product page you are considering. Check the edition selector, included content, supported devices and current regional offer before paying.

Older Microsoft Store ownership can matter

For DOOM and DOOM II, Bethesda says people who owned the original Microsoft Store versions before the change retain access through the Windows Xbox app library. New buyers receive the enhanced edition. If you are trying to preserve an older release, your existing ownership date and account library matter more than the current store search result.

  • TELL YOUR STORY - In Starfield the most important story is the one you tell with your character. Start your journey by customizing your appearance and deciding your Background and Traits. Will you be an experienced explorer, a charming diplomat, a stealthy cyber runner, or something else entirely? The choice is yours. Decide who you will be and what you will become.
  • EXPLORE OUTER SPACE - Venture through the stars and explore more than 1000 planets. Navigate bustling cities, explore dangerous bases, and traverse wild landscapes. Meet and recruit a memorable cast of characters, join in the adventures of various factions, and embark on quests across the Settled Systems. A new story or experience is always waiting to be discovered.
  • CAPTAIN THE SHIP OF YOUR DREAMS - Pilot and command the ship of your dreams. Personalize the look of your ship, modify critical systems including weapons and shields, and assign crew members to provide unique bonuses. In deep space you will engage in high-stakes dogfights, encounter random missions, dock at star stations, and even board and commandeer enemy ships to add to your collection.
  • DISCOVER, COLLECT, BUILD - Explore planets and discover the fauna, flora, and resources needed to craft everything from medicine and food to equipment and weapons. Build outposts and hire a crew to passively extract materials and establish cargo links to transfer resources between them. Invest these raw materials into research projects to unlock unique crafting recipes.
  • LOCK AND LOAD - Space can be a dangerous place. A refined combat system gives you the tools to deal with any situation. Whether you prefer long-range rifles, laser weapons, or demolitions, each weapon type can be modified to complement your playstyle. Zero G environments add a chaotic spectacle to combat, while boost packs give players freedom to maneuver like never before.

Cross-network disclosure

Microsoft Store policy requires a title that needs cross-network play to disclose that requirement on its Product Detail Page, including the Microsoft Store on Windows. This is a useful reason to inspect the product page for network requirements. It does not mean that a particular Bethesda game requires cross-network play.

Ownership, saves, progression and currency are different things

“Cross-platform” is too vague for a purchase decision. A game can share characters but not currency, share a save file but not a license, or share PC progression while keeping console progression separate. Use the following distinctions.

What you are checking Question to ask Why it matters
License ownership Does buying on this store unlock the game on another store? Normally no. Bethesda specifically describes Steam and Bethesda.net as separate purchasing platforms.
Save files Can an existing local save be copied or read by the new installation? Some migrations require manual copying, and save compatibility is title-specific.
Account progression Does the same Bethesda.net account expose characters, progress or items on both PC storefronts? Fallout 76 has a documented PC exception with important limits.
Currency and memberships Do purchased balances and subscriptions follow the account? Fallout 76 Atoms, Season Tickets and Fallout 1st membership balance remain store-specific between Steam and the Xbox app for PC.
Add-ons and creations Is the downloadable content tied to the platform or linked account? Creations and Creation Credits follow separate rules from the base game.

Fallout 76: the important Steam–Xbox app exception

Fallout 76 has its own cross-store rules. Bethesda says that, with the same Bethesda.net account, characters, progress and in-game items are available on Steam or the Xbox app for PC. That does not mean every entitlement transfers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Atoms do not transfer between the Steam and Xbox app versions for PC.
  • Season Tickets do not transfer between those PC storefronts.
  • Fallout 1st membership balance does not transfer between those PC storefronts.
  • PC progress is separate from console progress.

If you are changing Fallout 76 PC storefronts, sign in with the same Bethesda.net account and spend or otherwise account for store-specific balances before treating the move as complete. Do not buy a second copy expecting console characters or currency to appear on PC.

Creations and Creation Credits

Bethesda distinguishes PC Creations from platform-specific Creation Credits. Its official guidance says: “Creation Credits are only available on the platform they were originally purchased on.” Credits bought through one PC storefront therefore should not be expected to appear in another storefront’s wallet.

Some PC Creations are available across supported PC platforms when you use the same linked Bethesda.net account. Xbox-console purchases have narrower availability. The practical rule is to check whether the item is identified as a supported PC Creation and to confirm the linked account before buying credits or content.

A shared Bethesda.net login can make content available without making the payment balance portable. Treat the base game, a Creation, and Creation Credits as three separate entitlements.

How to choose the right store: a decision process

  1. Name the exact game and edition. Write down whether you want a standard release, an enhanced release, a Premium or Deluxe edition, an expansion bundle, or an original version.
  2. Open the regional listing on each relevant store. Record the current price, currency, platform label, edition contents, language information and any add-ons shown on the page.
  3. Check version history. If the game has original, prior re-release and enhanced builds, confirm which build the listing supplies and whether an alternate build is installed separately.
  4. Identify the account that owns progression. Determine whether the title uses a Bethesda.net account, a Microsoft account, a Steam account, or a combination. Use the same linked Bethesda.net account when the support rules require it.
  5. Separate saves from ownership. Find out whether saves are cloud-based, local, manually copied, or unsupported across storefronts. A copied save does not grant a second-store license.
  6. Audit currencies and memberships. For games with virtual currency, season passes or memberships, check whether balances are platform-specific before switching stores.
  7. Compare add-ons line by line. Verify that the expansion, season pass, Creation or bonus item is included in the edition you selected, not merely sold separately on the product page.
  8. Save evidence of the purchase. Keep the receipt, order number and account used. These details are useful if an entitlement does not appear in the expected library.

Three examples of applying the decision process

Example: you want the original DOOM experience

Start by deciding whether “original” means the classic executable, the 2019 prior re-release or the enhanced edition. On Steam, Bethesda documents access to the original version or the 2019 prior re-release through Beta Participation. On GOG, Bethesda documents installation of original versions from the GOG collection. On Microsoft Store, a person who owned the original version before the change keeps access through the Windows Xbox app library, while a new purchaser receives the enhanced edition. Choose based on that version distinction, not on a general belief that one storefront is always better.

Example: you are moving Fallout 76 from Steam to the Xbox app

Use the same Bethesda.net account so characters, progress and in-game items can be available on both PC storefronts. Before switching, account for Atoms, Season Tickets and Fallout 1st membership balance because those balances do not transfer between the two PC storefronts. Do not expect console characters to merge with the PC account.

Example: you want Starfield with Xbox ecosystem features

Inspect the Microsoft Store listing for the exact edition and region. The cited Starfield listing advertises PC play, Xbox Play Anywhere, Xbox cloud saves, a Premium Edition and add-ons. Those labels may make the Microsoft Store the appropriate purchase for someone who needs those Xbox entitlements. They do not establish that a Steam or GOG purchase includes them, so compare the other stores’ listings separately.

Common mistakes and how to avoid them

Assuming a Bethesda.net purchase transfers to Steam

The 2022 launcher migration and ordinary store purchases are different events. A migration entitlement for an eligible launcher library does not turn every Bethesda.net purchase or pre-order into a transferable Steam license.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming a linked account moves every balance

Account linking can expose Fallout 76 characters and items or supported PC Creations while leaving Atoms, Season Tickets, memberships and Creation Credits tied to the original platform.

Buying by franchise name instead of edition

“DOOM,” “DOOM II” and “Starfield” can each have multiple editions or release generations. Confirm the included build and downloadable content in the listing before checkout.

Using a store-wide reputation as a technical guarantee

Statements such as “Steam always has better mods,” “GOG always has every Bethesda game DRM-free,” or “Xbox saves always work everywhere” are broader than the documented evidence here. Evaluate the exact title and current product page.

Ignoring region and date

Prices, promotions, edition availability and platform labels change. A listing in one country may not match another, and a historical entitlement may not be offered to new buyers. Recheck the page immediately before purchase.

Troubleshooting after a purchase or storefront switch

The game is missing from the expected library

  • Sign out and back in to the store account used for the transaction.
  • Confirm that the receipt names the same edition and region shown in the library.
  • Check whether you are looking in Steam, the Xbox app for PC or the Windows Xbox app library; a purchase on one platform does not automatically populate another.
  • For a historical Bethesda.net Launcher migration, verify that the account was eligible and that the migration process was completed.

The save is not visible

  • Confirm that you signed in with the same linked Bethesda.net account where the title uses account linking.
  • Look for the game’s documented save location and follow any manual-copy instructions.
  • Keep the original save folder intact before testing a conversion or new installation.
  • Do not interpret a missing save as proof that the purchase license transferred or failed; saves and ownership are separate systems.

Currency or a membership balance is missing

First identify whether the missing item is a store-specific balance. Fallout 76 Atoms, Season Tickets and Fallout 1st membership balance do not transfer between the Steam and Xbox app versions for PC. Creation Credits likewise remain on the platform where they were purchased. Contact support with the receipt and account details if a platform-specific balance is missing from the original store.

What cannot be concluded from a storefront comparison

The documented examples do not establish a complete, current catalog of every Bethesda game on Steam, GOG and the Microsoft Store. They also do not provide a synchronized price table for every region, a universal language matrix, a universal mod policy, or a cross-save guarantee for the entire Bethesda catalog. Those details must be checked on the chosen game’s live product page and, where necessary, Bethesda’s title-specific support article.

The safest buying habit is therefore simple: select the title and edition first, inspect the regional listing, then verify the exact ownership, save, progression, currency and add-on rules that apply to that game.
