Steam vs. Chemical Fumigants for Farm Soil: Effectiveness, Cost and Trade-Offs

Neither soil steaming nor chemical fumigation is a universal winner. Steam can suppress weeds, pathogens and nematodes where soil reaches an effective temperature, and some crop trials report control comparable to fumigation. But treatment depth, uneven heating, field speed and equipment costs limit its usefulness. In a California strawberry cost analysis, steam was estimated to cost more than twice as much as 1,3-dichloropropene plus chloropicrin. That result is specific to the study—not a general price rule. The right comparison depends on the target pest, crop, soil, treatment depth, acreage, local rules and full operating cost.

How do steam and chemical fumigants work?

Steam treatment heats soil, delivering thermal energy through soil pores or a surface or injection system. Its effectiveness depends on reaching a sufficient temperature throughout the soil where the target pest is present. A hot reading at one probe location does not show that the whole bed—or the full root zone—received an effective, even treatment.

Chemical fumigants use registered active ingredients with different pest-control profiles and application methods. Delivery and coverage depend on the product, application system and label. The U.S. Environmental Protection Agency maintains registration-review and regulatory information for soil fumigants; that federal information does not replace current product-label requirements or state and local rules.

How effective is steam against soil pests?

The California Council on Science & Technology (CCST) review reports that steam can strongly suppress fungi, weeds and plant-parasitic nematodes in soil that is adequately heated. Field trials in some crops found control comparable to, and in some cases better than, methyl bromide, chloropicrin or 1,3-D. Results depend on the pest, crop, site and treatment depth; suppression of a target in treated soil does not establish control throughout an untreated or deeper part of the root zone. See the CCST 2025 report.

Exquimac 18L Steam Autoclave Sterilizer, 110V, Dual Temperature Modes
  • NO DRYING FUNCTION: This steam autoclave completes high-temperature steam cycles but does not dry items. Residual surface moisture may remain after treatment. Use compatible self-sealing sterilization pouches when a drier finish and protected storage are needed.
  • TWO TEMPERATURE CYCLES: Select between 121°C for 25 minutes and 134°C for 5 minutes according to the material and applicable processing requirements of the reusable tools or glassware being treated.
  • CLEAR STATUS MONITORING: A combined temperature and pressure gauge, LED digital display, and temperature selector allow users to monitor operating conditions throughout the cycle.
  • MULTIPLE SAFETY COMPONENTS: Equipped with a manual pressure relief valve, automatic pressure adjustment, overheat protection, and a safety door switch. Always follow the operating manual before opening or servicing the unit.
  • 18L CAPACITY WITH ACCESSORIES: The chamber supports batch processing and includes a tray rack, sterilization trays, drainage tube, and power cord. Allow at least 50 cm of suitable installation space around the unit.

Depth and uniformity are the key uncertainties

For many crops, maximum steam penetration and heating across the whole root zone have not been characterized. Studies commonly monitored temperatures at depths of 5–25 cm, which can cover only part of the root zone for crops that rely on fumigation. A farm should identify where its target pest occurs and whether the proposed system can heat that depth uniformly—not treat a single temperature measurement as proof of field-wide control.

Control duration and yield depend on the trial

The CCST review found one study documenting pest suppression for at least seven weeks, the longest follow-up noted in that study; it did not identify other data establishing how long suppression lasts. Yield results also vary. In strawberry field trials summarized by CCST, marketable yields were 18–214% higher than untreated controls and were comparable to 1,3-D plus chloropicrin. That range reflects multiple trials, not a forecast for an individual farm. Other reviewed work found no significant yield improvement for spinach or carrots.

Older trials reinforce why results should be read in context. In an ornamental production study in Argentina, soil temperatures of 50–90°C were tested in the top 15 cm; the report found no significant treatment differences for Fusarium control or flower production, while dazomet and metam sodium performed better than steam in that particular comparison. The study also notes that temperature, distribution, penetration, application time and soil preparation affect results. It is a historical, regional finding, not a general ranking of methods. Which method costs less?

The clearest recent cost example in the reviewed material is a California Central Coast strawberry analysis. CCST’s 2025 report, summarizing Xu et al. (2017), estimated steam treatment at $3,720 per acre. Propane accounted for more than 80% of the modeled cost, and steam cost more than twice as much as 1,3-D plus chloropicrin in that analysis. The estimate included fuel, labor and annualized applicator cost; it is not a current quote or a transferable price for another crop or region. Fuel prices, wages, equipment, acreage and treatment design can change the result. CCST report and cost analysis.

An older FAO tomato comparison in Morocco points in a different direction: its 1999 table estimated steam at $2,275 and methyl bromide at $2,975. But the steam total included fuel and labor while excluding the steamer and negative-pressure soil equipment investment. Because the place, year, crop and included costs differ, those figures cannot establish that steam is now cheaper than fumigation. FAO Morocco report (1999).

For a farm-level comparison, include fuel, labor, equipment purchase or annualization, application costs, consumables, downtime and possible yield effects. Published estimates can omit capital equipment or reflect older local prices, so compare like with like.

How does field speed affect the choice?

Steam can be slow at commercial scale. CCST cites one applicator covering a 1.6-metre-wide area at 150 metres per hour, which the report calculates as about 16.86 hours per acre. It contrasts that rate with a California Department of Pesticide Regulation allowance of up to 80 acres treated with 1,3-D in 24 hours. These are not matched work-rate trials: one is the rate of a cited applicator, the other a regulatory maximum. Actual field throughput and permissions depend on equipment, product, location and operating conditions. CCST report.

Steam also requires specialized equipment. In the context reviewed by CCST, field-scale applicator availability and access to contracted services were limited or unclear. Farmers should verify current local availability and whether the treatment schedule fits the planting calendar rather than assuming equipment can be obtained when needed.

Are steam and fumigants interchangeable?

No. Each method must be matched to the target and the production system. A 2026 California DPR summary of the final CCST assessment says none of the evaluated alternatives was a one-for-one replacement for methyl bromide or MITC generators, including dazomet, metam sodium and metam potassium. It calls for more crop- and region-specific evidence. The release also describes methyl bromide as largely phased out of routine agricultural use because of ozone depletion and identifies California restricted-material status for methyl bromide and MITC generators. Those are California-specific statements, not rules for every jurisdiction or every fumigant. California DPR, July 21, 2026.

For any chemical option, check the current product label, registration status and applicable national, state or local requirements before use. Steam avoids choosing a chemical fumigant, but the reviewed sources do not establish that steaming is free of worker, equipment or operational hazards; follow equipment instructions and workplace safety guidance.

How to compare options for a particular farm

  1. Name the target. Identify the weed, pathogen or nematode driving the decision. Efficacy is pest-specific, and a method that controls one target may not address another.
  2. Define the crop and site. Consider crop, soil texture, climate and local production practices. Evidence from California strawberries or historical trials elsewhere should not be assumed to predict another system.
  3. Establish the required depth. Determine where the pest occurs and whether steam can deliver sufficiently uniform heat there. For fumigants, assess the product and delivery method rather than assuming equivalent coverage across products.
  4. Check acreage and timing. Compare the field’s treatment window and area with available steam equipment and realistic throughput, then assess the permitted and practical schedule for any fumigant.
  5. Calculate full cost. Include fuel, labor, equipment, application, consumables and downtime; account for yield only where evidence applies to the same crop and comparison.
  6. Verify rules and safety requirements. For fumigants, consult the current label and local authorities. For either method, follow applicable equipment and worker-safety guidance.
