Steam Turbine vs. Gas Turbine: Efficiency, Cost, and Best Uses

Choose a gas turbine when you need dispatchable electricity without an existing steam system. Choose a steam turbine when dependable high-pressure steam is already available or when process heat is central to the project. For sustained electricity production, a combined-cycle gas plant usually uses fuel more efficiently than a simple-cycle gas turbine or a natural-gas steam plant because it turns exhaust heat into additional power.

There is no defensible universal cost winner. A fair decision compares complete systems—fuel supply, boiler or heat-recovery steam generator, generator, cooling, emissions equipment, installation, and useful-heat equipment—at the same capacity and operating duty.

What is the difference between a steam turbine and a gas turbine?

The machines differ mainly in the working fluid that expands through the turbine and in where the heat enters the system.

How a gas turbine works

A gas turbine draws in air and compresses it. Fuel is injected into the compressed air and burned in a combustor. The hot, high-pressure gases expand through turbine stages, turning a shaft connected to a generator. In a simple-cycle arrangement, the exhaust leaves after expansion, so much of its remaining heat is rejected rather than converted into more electricity.

A heat-recovery steam generator (HRSG) can capture part of that exhaust energy. The HRSG produces steam, and a steam turbine expands that steam to generate additional electricity. The gas turbine, HRSG, and steam turbine together form a combined-cycle gas-turbine plant. The combined-cycle efficiency figure therefore includes both the topping gas cycle and the steam bottoming cycle; it is not a rating for the gas turbine hardware by itself.

How a steam turbine works

A steam turbine expands high-pressure steam through stationary and rotating blades. The pressure and temperature drop across the stages produce shaft power, which drives a generator or mechanical equipment. The turbine does not create its own steam. Steam must come from a boiler, an HRSG, a geothermal or nuclear heat source, or another dependable source.

That distinction makes a hardware-only comparison misleading. A new steam-turbine project normally includes the boiler and fuel system that make the steam, while a gas-turbine project includes its combustor and fuel system. Compare the complete plant boundary and fuel input, not only the turbine casing, rotor, or generator.

The plant boundary that makes comparisons fair

Define the boundary before looking at efficiency or cost. At minimum, identify whether the figures include:

  • Fuel delivery, conditioning, and pressure regulation
  • A boiler, HRSG, or other heat source
  • The turbine, generator, transformer, and electrical interconnection
  • Cooling equipment and water-treatment systems
  • Emissions controls and monitoring
  • Steam piping, condensate return, and process-heat equipment
  • Construction, commissioning, spare parts, and required site work

A gas turbine quoted on a generator-only basis can appear inexpensive beside a steam system quoted with a boiler and complete balance of plant. Conversely, a steam turbine added to an existing boiler may require far less new equipment than a greenfield gas plant. The scope must be identical before a price or efficiency ranking means anything.

Which is more efficient: a steam turbine or a gas turbine?

The answer depends on the cycle and the metric. For electricity-only generation, EIA heat-rate comparisons show a clear advantage for modern combined-cycle gas plants over simple-cycle gas turbines and natural-gas steam plants. For a facility that needs process steam, total useful energy—not electrical efficiency alone—can change the preferred design.

Heat rate: the fuel-use metric

The U.S. Energy Information Administration defines heat rate as the ratio of fuel consumed to electricity produced, expressed in British thermal units per kilowatthour (Btu/kWh). A lower heat rate means less fuel is required for each kilowatthour.

Technology or fleet category Published heat-rate comparison How to interpret it
Modern combined-cycle natural-gas plants entering service in 2014–2023 Typically below 7,000 Btu/kWh EIA technology and fleet comparison published in 2024; includes electricity from the gas turbine and steam bottoming cycle, not a guaranteed rating for every plant.
Simple-cycle gas turbines Typically above 10,000 Btu/kWh EIA comparison published in 2024; actual heat rate varies by unit, ambient conditions, load, and maintenance.
Natural-gas steam plants Typically above 10,000 Btu/kWh EIA comparison published in 2024; this is a fleet-level technology comparison, not a universal limit for every steam plant.

These figures do not mean every combined-cycle unit beats every steam turbine under every condition. They show why recovering gas-turbine exhaust heat is powerful when a plant runs enough hours to justify the added equipment and operating complexity.

Simple-cycle gas-turbine efficiency

The U.S. Department of Energy explains that a simple-cycle gas turbine can achieve energy-conversion efficiency of roughly 20% to 35%. That is a technology-level range from a 2013 DOE explanation, not a guaranteed performance value for a particular machine. Output and efficiency change with ambient temperature, elevation, fuel, part-load operation, inlet and exhaust conditions, and the unit’s condition.

Simple-cycle machines reject their exhaust heat, so their electrical efficiency is generally lower than that of a combined-cycle plant. Their value often comes from availability, rapid response, and relatively simple integration rather than minimum fuel consumption during long, steady operation.

Why combined-cycle plants use less fuel

In a combined-cycle plant, the gas turbine first extracts work from combustion gases. The HRSG then transfers useful exhaust heat to water, producing steam without burning a second full charge of fuel. The steam turbine extracts additional work before the steam is condensed or sent to a process load.

The extra equipment adds capital cost, controls, maintenance requirements, and start-up coordination. It also makes the most sense when the plant can operate for enough hours to recover those costs through lower fuel use and greater electrical output. A short-run peaker may not benefit from the same configuration as a base-load or intermediate-duty plant.

Steam-cycle efficiency depends on the heat source

A steam turbine’s electrical efficiency cannot be separated from the boiler or other heat source. Boiler pressure and temperature, reheat arrangements, condenser vacuum, feedwater heating, cooling conditions, and part-load operation all affect the result. A steam turbine supplied by waste heat has a different fuel and emissions profile from one supplied by a new natural-gas boiler.

When the steam already exists as a by-product or is required for manufacturing, the turbine can produce valuable electricity from energy that the facility would otherwise reject or use only for pressure reduction. If a new boiler must be built solely to feed the turbine, its fuel use and balance-of-plant requirements belong in the comparison.

Electric efficiency versus total CHP efficiency

Combined heat and power (CHP) systems produce electricity and useful heat or process steam. A steam turbine, a combined-cycle gas plant, or another configuration may be attractive because heat that would be rejected in an electricity-only plant serves a dependable thermal load.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Report electrical efficiency and total useful-energy efficiency separately. An overall CHP percentage includes useful steam or heat, so it cannot be compared directly with an electricity-only efficiency percentage. The value depends on the quantity, temperature, pressure, timing, and reliability of the site’s thermal demand. A CHP design with no credible year-round heat load can lose the advantage that motivated it.

Which costs less to build and operate?

Available evidence does not establish a current, matched installed-cost winner between gas-turbine and steam-turbine plants. Costs vary with plant size, duty, fuel, steam conditions, site, emissions requirements, cooling method, and the amount of existing infrastructure that can be reused.

What the historical steam-cost figures show

An older DOE boiler-owner CHP guide gives historical installation estimates of $800–$1,000 per kW for a new steam-turbine-and-boiler system. The same guide gives approximately $200–$800 per kW for adding a steam turbine to an existing boiler or combined-cycle plant. These are historical guide values, not current quotations and not a matched comparison with a new gas-turbine plant.

Cost case Published figure Qualification
New steam turbine plus boiler $800–$1,000/kW Historical DOE CHP-guide estimate; not a current bid.
Incremental steam turbine added to an existing boiler or combined-cycle plant Approximately $200–$800/kW Historical DOE CHP-guide estimate; assumes valuable existing infrastructure.
New gas-turbine plant on a comparable installed basis Not stated No current, matched estimate was established for the same capacity, scope, and site conditions.

The wide steam ranges reflect differences in unit size, inlet and exit steam conditions, rotational speed, construction standardization, and required steam-system modifications. Reusing a boiler, fuel system, cooling equipment, or site connection can materially change the project economics.

Capital items that must be included

Request bids on one consistent basis. A useful capital-cost schedule separates:

  • Turbine and generator package
  • Boiler or HRSG and associated ductwork
  • Fuel connection and treatment
  • Condenser, cooling tower, or air-cooled condenser
  • Water treatment, feedwater, and condensate systems
  • Emissions controls, stack, and monitoring
  • Electrical interconnection and protection
  • Civil works, buildings, installation, commissioning, and contingency
  • Process-steam headers and heat-recovery equipment

Ask each supplier to identify exclusions, escalation assumptions, performance guarantees, taxes, owner-furnished equipment, and outage-related work. Without that detail, two apparently similar dollars-per-kilowatt figures may describe very different projects.

Operating economics

Annual economics depend on delivered fuel price, expected run hours, minimum load, start frequency, maintenance intervals, water and chemicals, emissions compliance, electricity prices, and the value of process heat. A high-efficiency plant that operates only a few dozen peak hours may spend too much capital for its fuel savings. A less efficient configuration can be rational when fast starts or an existing steam system carry more value.

Evaluate lifecycle cost rather than purchase price alone. Include fixed and variable operations and maintenance, planned overhauls, major-component replacement, fuel-price sensitivity, carbon or emissions costs where applicable, and the cost of outages or backup supply.

What are gas turbines and steam turbines best used for?

Simple-cycle gas turbine: peaking and backup

Simple-cycle gas turbines are commonly used for peak-demand and backup service. Their strengths are dispatchability, rapid start and ramping capability, and a relatively compact plant compared with a full steam system. They are a logical choice when electricity is needed during short, high-value periods, when the grid requires flexible capacity, or when a site lacks a dependable steam source.

The trade-off is higher fuel use per kilowatthour than a modern combined-cycle plant during sustained operation. If the project expects high annual utilization and fuel cost dominates, compare a combined-cycle design rather than assuming a simple cycle is the default gas option.

Combined-cycle gas turbine: sustained generation

A combined-cycle gas plant fits base-load or intermediate-duty service where recovered exhaust heat can produce additional electricity and the plant will run enough hours to justify its added equipment. It is particularly suitable when natural gas is available, electrical output is the primary product, and the owner values lower heat rate over the fastest possible start.

Combined-cycle plants can also support CHP when the steam produced by the HRSG serves a reliable industrial load. The design then has two products—electricity and useful steam—and should be evaluated against the site’s hourly thermal demand rather than an electricity-only benchmark.

Steam turbine: existing steam and industrial CHP

A steam turbine is a strong fit when a facility already has dependable high-pressure steam from a boiler, process, HRSG, or another heat source. Industrial plants can expand electrical output by extracting work before steam reaches a process header, or by using pressure-reduction stations more effectively.

Steam turbines also suit power stations built around a steam cycle. Their economics improve when the boiler, fuel system, water treatment, and steam distribution already exist or are required for the industrial process regardless of the turbine.

Process heat can outweigh electrical efficiency

For a refinery, chemical plant, paper mill, food processor, or other heat-intensive site, the question is not simply which turbine produces the most electricity from fuel. The useful steam pressure and temperature, thermal-load profile, condensate recovery, and consequences of a steam interruption may dominate the decision.

Map the site’s hourly steam demand before sizing any turbine. A turbine that produces electricity while maintaining the required process pressure may create more value than a higher-efficiency electricity-only unit that cannot satisfy the thermal load.

How do operating profile and dispatch change the answer?

Historical U.S. fleet data illustrates that both simple-cycle gas and natural-gas steam plants have often served relatively infrequent duty. EIA reported approximate 2022 capacity factors of 13% for simple-cycle gas turbines and 16% for natural-gas steam plants.

Fleet category Approximate 2022 U.S. capacity factor What the figure does and does not mean
Simple-cycle gas turbines 13% Historical fleet utilization, not a technical operating limit or a forecast for a new project.
Natural-gas steam plants 16% Historical U.S. fleet utilization; does not describe every steam turbine, fuel, or industrial CHP application.

Use the expected annual run hours and dispatch pattern in the financial model. Specify minimum stable load, start time, ramp rate, planned starts per year, hot and cold start behavior, and whether the unit must follow a process-steam load. A peaker, an intermediate plant, and an industrial CHP unit should not be compared with the same utilization assumptions.

How to choose between the technologies: a project decision process

  1. Define the products. State whether the project sells electricity, supplies on-site power, delivers process steam, or does all three. Record required electrical output and each steam header’s pressure, temperature, flow, and operating hours.
  2. Set the plant boundary. Include the gas turbine and fuel system, or the steam turbine plus boiler or HRSG and steam systems. List every balance-of-plant item included in each option.
  3. Characterize the heat source. Confirm natural-gas availability and pressure for a gas plant. For a steam plant, document boiler capacity, fuel, steam conditions, redundancy, pressure-reduction requirements, and whether the steam is available before the project.
  4. Build the operating profile. Estimate annual run hours, seasonal demand, start frequency, ramp requirements, minimum load, planned outages, and the cost of unavailable capacity. Separate peak, intermediate, and continuous operating periods.
  5. Calculate comparable efficiency. Use heat rate for electricity-only cases and report the boundary and test conditions. For CHP, show electrical output, useful thermal output, fuel input, and the method used to calculate total useful-energy efficiency.
  6. Normalize the capital quotes. Request current bids for the same net electrical capacity, site conditions, interconnection scope, emissions requirements, cooling method, and commissioning standard. Keep owner-furnished items visible rather than burying them in exclusions.
  7. Test sensitivities. Recalculate net present value or levelized cost under different fuel prices, capacity factors, electricity prices, carbon costs, maintenance intervals, and process-steam demand. A project that wins only under one optimistic case needs risk treatment.
  8. Check resilience and compliance. Evaluate fuel security, water availability, backup steam, black-start or islanding requirements, emissions permits, noise, exhaust treatment, and the consequence of a turbine or boiler outage.

What to request in a turbine comparison proposal

Require each proposal to provide the same information at the same operating points. The following worksheet prevents common apples-to-oranges comparisons.

Item to request Why it matters
Net electrical output at design and ambient conditions Gross generator output can overstate power available after pumps, fans, cooling, and controls.
Heat rate or fuel input State whether the figure is net or gross, the fuel composition, ambient conditions, and load point.
Steam flow and conditions Shows whether the system can meet process headers and how much steam remains available after power production.
Start, ramp, and minimum-load performance Determines suitability for peaking, load following, or steady industrial service.
Availability and planned maintenance Connects nameplate capacity to dependable annual production and outage planning.
Water, cooling, and emissions requirements May control site feasibility and operating cost.
Installed cost and exclusions Reveals whether boiler, HRSG, interconnection, civil works, and owner-furnished equipment are included.
Performance guarantees and test method Creates a measurable basis for acceptance and liquidated damages.

For a steam-turbine addition, ask for the effect on boiler capacity, backpressure, extraction flow, condensate return, and process-header stability. For a combined-cycle plant, ask how HRSG steam production changes at part load and during starts, and whether the proposed operating mode can follow the site’s thermal demand.

Common mistakes and how to avoid them

Comparing a turbine package with a complete plant

A turbine-generator price omits the equipment that makes fuel or steam usable. Correct the mistake by comparing complete installed systems with identical capacity and scope.

Calling combined-cycle efficiency a gas-turbine rating

The combined-cycle heat rate includes the HRSG and steam turbine. Label the cycle clearly and do not apply the plant figure to a simple-cycle machine.

Using a historical cost as a current quote

The DOE steam figures are older CHP-guide estimates. Treat them as historical context only; obtain current site-specific bids and document escalation, exchange rates, taxes, and exclusions.

Ignoring the steam load

A CHP system needs a dependable thermal customer. Model hourly steam demand, not just an annual average, and account for periods when the process is shut down.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choosing on nameplate efficiency alone

Efficiency at full load may not represent the expected operating point. Include part-load heat rate, starts, ambient conditions, maintenance, and the value of rapid dispatch.

Assuming fleet statistics predict one project

The 2022 capacity factors are historical U.S. fleet averages. They do not impose a limit on a new unit and do not describe every fuel, region, or industrial application.

Bottom-line decision rule

Select a simple-cycle gas turbine for flexible peak or backup power, a combined-cycle gas turbine for sustained electricity production where exhaust-heat recovery earns its capital cost, and a steam turbine when high-pressure steam already exists or process heat is a primary product. Make the final choice only after comparing complete systems, matched costs, actual operating hours, and the site’s dependable thermal and electrical loads.
