Because the message covers several failure modes, the “right” fix depends on where the break happens: account authorization, Steam cache state, permissions, or a library folder mismatch.

What the Steam Shared Library Locked Error Means
When you see the game marked as locked inside your shared library, Steam is telling you it can’t proceed with launching or downloading as a shared user. Typical reasons include:

- Family Sharing not active or not authorized between the owner and the borrowing account.
- Account conflict (borrowing account is logged into the same machine/OS user incorrectly, or Steam Guard/identity checks block access).
- Library folder install permissions prevent the borrowing account from reading/writing the game files.
- Library folder mismatch after moving/adding disks, or the game’s files are present but Steam can’t map them to your library correctly.
- Stuck download state / corrupted local files causing Steam to mark the app as unavailable.
Even if the game appears in the shared library list, Steam can still lock it if it can’t reconcile the entitlement and the local install.
Before You Fix Anything: Quick Checks That Save Hours
Start with these quick checks. They’re fast, and they eliminate the most common causes.
- Confirm you’re on the correct borrowing account: The account that is supposed to access the shared library must be the one logged into Steam.
- Check the owner’s status: For many shared games, the owner must have Family Sharing enabled, and Steam must be able to verify ownership/entitlement.
- Disable Offline Mode temporarily: Offline mode can prevent entitlement checks from updating.
- Restart Steam: Close Steam completely, then reopen (not just “minimize”).
- Don’t share while both are playing the same game: If the owner or another shared user is actively using the game, it can cause access conflicts.
Fix #1: Confirm Family Sharing Ownership and Authorization
This is the root fix when Steam can’t verify your access rights.
On the game owner’s Steam account
- Open Steam on the owner account.
- Go to Steam > Settings.
- Open Family (sometimes shown as Family & Library Sharing depending on UI version).
- Ensure Library Sharing is enabled.
- Authorize the correct borrowing device/computer name (the one you’re using to access the shared library).
On the borrowing account
- Log into the borrowing Steam account on the target PC.
- Go to Steam > Settings > Family.
- Confirm you can see the shared libraries and that the game appears as available (not locked).
If you recently changed Family Sharing authorization, wait a few minutes and refresh Steam. Steam entitlements don’t always update instantly.
Fix #2: Rebuild the Steam Shared Library Access (Quick Reauth)
When authorization exists but Steam still locks the game, a clean reauth often clears the underlying entitlement mismatch.
- On the borrowing PC, sign out of Steam and sign back in.
- On both accounts, ensure Steam Guard is working normally (no recent authentication failures).
- Have the owner briefly disable Library Sharing and re-enable it, then reauthorize the borrowing device.
After reauthorizing, restart Steam on the borrowing PC and check the game again. This tends to fix the “locked forever” cases caused by cached access state.

Fix #3: Correct Game Folder Permissions on the Shared PC
If the game was installed using a different Windows/macOS/Linux account (or permissions were changed after moving drives), Steam may detect files but can’t access them, so it locks the app.
Windows permission repair
- Find your Steam library folder (commonly
C:\Program Files (x86)\Steam\steamapps\commonor wherever you configured it). - Right-click the relevant game folder (for the locked app), then choose Properties.
- Open Security > Edit.
- Select your borrowing Windows user (or Users), and ensure Read & execute and Read are allowed.
- If you want downloads/updates to work, ensure Write is allowed for that user or ownership is correct.
- Apply changes and restart Steam.
If you’re unsure which exact folder Steam is using, use the in-Steam path: Steam > Settings > Storage (or Downloads depending on version) to confirm your library location.
macOS/Linux permission repair
On macOS and Linux, the same concept applies: your user must have read access, and ideally write access, to the Steam steamapps folders and the specific game folder.
- Verify you’re launching Steam as the same OS user that owns the Steam directory.
- Check ownership/permissions for the library folder where the game’s files live.
- Restart Steam after fixing permissions and try launching the game.
Fix #4: Move or Re-Add the Library Folder
Sometimes the game files exist on disk, but Steam points the app to a different library location than the one that contains the data, leading to the “locked” state.
Re-add the library folder
- On the borrowing PC, open Steam > Settings.
- Go to Storage (or Downloads > Steam Library Folders).
- Select the existing library and confirm it’s the folder you actually use.
- If needed, add a new library folder (pick the drive/folder where you want downloads).
- Restart Steam.
Then try to download the locked game from the shared library again. If you move folders, do it in a way that preserves the Steam directory structure (steamapps, appmanifest files, etc.).
Fix #5: Validate Game Files and Clear Stuck Download State
If Steam can see the app but can’t validate it, it may keep the app locked.

Validate files
- In Steam, go to Library.
- Right-click the locked game (if you can) and select Properties.
- Open Installed Files.
- Click Verify integrity of game files.
- Wait for the process to finish, then restart Steam.
Clear stuck download/manifest (when verify doesn’t help)
Steam stores download state and manifests that can become inconsistent after sharing or moving libraries.
- Close Steam completely.
- Open your Steam install folder and locate
steamapps. - Look for the app’s manifest file (it’s named like
appmanifest_<appid>.acf). - If the game is partially installed or repeatedly locks, remove the relevant app manifest and allow Steam to re-download.
- Start Steam and attempt the game again.
Use caution: deleting the wrong manifest can cause other games to re-download. If you’re unsure, validate first and only then remove manifests.
Fix #6: Turn Off VPN/Proxy and Avoid Offline Mode Conflicts
Entitlements are validated through Steam’s servers. VPNs, proxies, or strict network rules can prevent Steam from successfully checking access.

- Ensure Steam is online. In Steam, go to Steam > Settings > Downloads and confirm you’re not in a mode that keeps downloads stuck.
- If you used Offline Mode, turn it off and restart Steam.
After Steam reconnects, check whether the game changes from locked to available.
Fix #7: Handle Edge Cases (Multiple Users, Steam Guard, Modded Installs)
Some less obvious setups trigger the locked error even when Family Sharing is correct.
- Multiple Windows accounts on the same machine: If Steam and the library were created under another Windows user, the borrowing user may lack access to the install folder.
- Steam Guard recently triggered: If either account hit a verification state, Steam may temporarily restrict library access.
- Modded installs: Mods or launchers sometimes change file ownership or require elevated permissions; Steam verification may repair this, but permission issues can still lock the app.
- Game currently “in use”: If the owner (or another shared user) is actively using the same app license, Steam can deny access.
Platform Notes (What Changes on Windows, macOS, and Linux)
Windows
Windows most commonly fails due to NTFS permissions or library folders on drives formatted with different permission semantics.

- Verify Steam is launched under the OS user that owns the Steam library.
- Confirm the library folder contains
steamappsand the game folder structure. - Repair permissions for the library folder if they changed after migration.
Linux
Linux shared-library problems are usually ownership/permissions or a mismatch between the user running Steam and the user who owns the Steam directory.
- Run Steam as the same user that owns
~/.steam(or your configured Steam path). - Check permissions on the library directory and game files.
- Validate files from Steam to rebuild damaged manifests.
When It Still Fails: Targeted Troubleshooting Playbook
If you tried the steps above and the game remains locked, use this systematic approach to identify the failure point quickly.
Step 1: Confirm entitlement and refresh the shared library list
- Restart Steam.
- Go to Library and force refresh by switching to another tab/library and back.
- If available, start download or attempt launch; if Steam shows the lock again, proceed.
Step 2: Check Steam cache and service state
- Close Steam.
- Rename the Steam cache folder (or clear the download cache) so Steam rebuilds it.
- Reopen Steam and test again.
Step 3: Verify you’re not blocked by network or identity checks
- Try a different network (for example, phone hotspot) for 10 minutes.
- Re-test Family Sharing access.
- If the lock disappears on another network, your original network/VPN/proxy is the cause.
Step 4: Test with a different shared game
This helps pinpoint whether it’s just one app or your whole shared library setup.
- Pick a different game from the owner’s shared list.
- If other shared games work, focus on the locked game’s local install and permissions.
- If everything is locked, focus on authorization, Steam Guard, and entitlements.
Common Mistakes That Keep the Error Coming Back
- Only fixing on one account: Family Sharing changes must be correct on the owner account and the borrowing account.
- Moving drives without updating library folders: Steam can leave manifests pointing at the wrong path.
- Fixing permissions superficially: Read access may exist, but writes for downloads/updates still fail.
- Leaving Offline Mode enabled: Steam can’t validate your access state reliably when offline.
- Assuming “installed” means “available”: A corrupted or mismatched install can still show as locked.
Alternatives If You Need the Game Now
If you need access immediately and the fix is taking longer than your patience budget, these options reduce downtime.

- Have the owner start the download/install first: Sometimes Steam entitlement and local install mapping get aligned more cleanly after an initial install.
- Temporarily disable the problematic library folder: Remove extra library entries and re-add them one at a time to find the mismatch.
- Use the owner account on the target PC: This is a diagnostic move: if the game works logged in as the owner, permissions/library mapping on the borrowing account is the culprit.
- Buy the game or use another shared library source: Not ideal, but it avoids time sinks when you only need a quick session.
FAQs
Does Steam Shared Library locked error mean the game can never be shared?
No. It usually means Steam can’t verify entitlement to that specific app on that specific machine or it can’t access the local library files. Most cases are fixable with authorization refresh or permissions.

Can I fix it without touching my computer’s permissions?
Sometimes. If the error is purely authorization/caching, re-signing in, reauthorizing in Steam > Settings > Family, and disabling Offline Mode can resolve it. If the app is partially installed, permissions and validation still commonly matter.
Why do other shared games work but one stays locked?
That points to an app-specific problem: a corrupted install, wrong library folder mapping, or file permissions only for that game’s directory.
Will VPNs always cause this error?
They’re not guaranteed to break sharing, but they can block or delay entitlement checks. If turning off VPN/proxy fixes it, you found the cause.
How long does it take after the owner reauthorizes Library Sharing?
Often it updates within minutes, but it can take longer depending on Steam Guard state and network conditions. Restart Steam after a reauthorization.
Bottom Line
The Steam Shared Library locked error isn’t one single problem—it’s a symptom. The fastest path to a fix is to verify Family Sharing authorization first, then address the two big technical causes: library folder mapping and file permissions.
If you work through the steps in order—reathentication, permissions, library folder correctness, and validation—you’ll resolve the vast majority of locked-library cases without random guesswork.
