A Steam key sold elsewhere can be legitimate—but Steam generally cannot refund that outside purchase, so check the seller’s terms before paying.

Is it safe to buy a Steam key from another store?
It can be. Valve’s Steamworks documentation says Steam Keys are provided to developers so they can sell games through other stores and at retail. The fact that a key is sold outside Steam does not, by itself, mean it is unauthorized. Valve describes the service in its Steam Keys documentation.

The practical question is whether the store has a credible sourcing basis and whether the specific offer fits your needs. IsThereAnyDeal says it lists shops it considers authorized and checks for evidence about key sources and store red flags. Its listed shops include Humble Store, Green Man Gaming, Fanatical, and Steam. Treat the list as a screening aid, not a promise that every offer is risk-free.

Check the exact offer before buying
- Confirm the edition. Make sure the listing is for the base game or the intended bundle, deluxe edition, or other version. Similar names do not guarantee identical contents.
- Confirm where it activates. Look for an explicit activation platform. A PC listing may be for a launcher other than Steam; do not assume an outside purchase will add the game to your Steam library.
- Check country eligibility. Read the activation-country or region-lock information before checkout. A key that cannot activate in your location is not a bargain.
- Compare the final price. Match the edition and platform, and include currency conversion, taxes, and fees where applicable. Prices differ by title and change over time; comparison-site examples are snapshots, not lasting recommendations. IsThereAnyDeal’s DEATHLOOP price information is one title-specific example, not evidence that third-party stores are always cheaper.
- Read the seller’s remedy terms. Check how the store handles invalid, already-used, or region-incompatible keys and what evidence or deadlines it requires for support.

Buying directly on Steam
Steam’s standard refund offer is generally available for purchases made within 14 days and played for less than two hours. There can be exceptions and additional rules, so check Steam’s current refund policy for the specific purchase.

If a game’s price drops after you buy it, Steam does not automatically refund the difference. Steam says you can request a refund and buy the game again at the current sale price if the original purchase qualifies. Its Steam Sales FAQ covers this option.
Buying from another store
For an outside purchase, Steam cannot refund the transaction. If a key is invalid or a problem arises with the retailer purchase, Steam Support directs buyers to contact the seller. The seller’s refund policy—not Steam’s purchase-refund route—determines what remedy is available.

Keys can also be revoked. Valve says a publisher may revoke a key, including if the publisher determines it was obtained fraudulently. For a third-party purchase, contact the retailer about the transaction. See Steam’s guidance on revoked CD keys.

How to choose
- Choose Steam when you want to buy through Steam and use its purchase-refund process, or when an outside offer’s platform, region, sourcing, or seller terms are unclear.
- Consider a third-party store when its sourcing basis is credible, the exact edition and activation platform match, your country is eligible, and the final price is better after fees and taxes.
- Pause the purchase if the listing does not clearly state what you receive, where it activates, or how the seller handles key problems.
