Before choosing a Steam sale or a third-party key, also check activation restrictions, who handles problems and what refund terms apply. Steam says it cannot refund third-party CD keys, and directs buyers to the seller for help with them.
Start with equivalent offers
A low price is meaningful only when both listings deliver the same thing. Check the game title, edition, included DLC or bundle content, and platform. If you want the game in your Steam library, confirm that the offer is a Steam key—not an account, gift, or code for another launcher.

Steamworks describes Steam Keys as a tool developers can use to sell games through other stores and at retail. That explains how legitimate off-Steam sales can work; it does not establish that a particular seller or listing is authorized.
Compare the amount you will actually pay
Compare checkout totals in the same currency. Account for fees, optional charges and currency conversion, and verify the retailer’s checkout page: comparison-site prices and update times can lag. A larger advertised discount percentage does not necessarily mean a lower payable price.

Check a price tool’s store coverage, seller labels, region and last update. A comparison page’s offer set is not a guarantee that it shows the current lowest price.
Check whether the key activates in your country
Third-party key restrictions are set by publishers and can vary by key; Steam says there is no single universal restriction for retail games. Check the exact listing’s activation countries before paying. If details are unclear, Steam advises asking the retailer. Steam cannot remove publisher restrictions.

Know who handles refunds and key problems
Steam Support says it cannot refund CD keys purchased from third-party retailers and directs buyers to the retailer if a key has a problem. Review the named seller’s refund, replacement and support terms before checkout. On a marketplace, distinguish the platform from the seller named on the listing: the key label alone does not tell you who stands behind the sale.

Understand Steam’s own sale rules
Steam says coupons or loyalty discounts generally do not stack with sale pricing unless the promotion explicitly says otherwise. If a game goes on sale after you buy it, Steam does not refund the difference. You can request a refund for the original purchase and repurchase at the sale price if eligible under Steam’s refund policy. Steam also points buyers to Wishlist notifications for future discounts. These are Steam-store rules; do not assume an outside retailer follows them.

One published comparison illustrates why a result needs its boundaries. Playze reported that in July 2026 it compared live US prices for 105 popular PC games available from both sides. It defined “official” as first-party stores and “keyshops” as the authorized resellers it tracked. The reported cost was $1,108 for the full basket at official-store prices versus $580 by buying each game from its cheapest source—a reported $528, or 48%, saving. Playze is the publisher of this vendor-produced sample, which is not an independent estimate of all games or a guarantee of savings on any one title; it also notes risks such as regional locks and differences in buyer protection.

A quick comparison checklist
- Same game, edition, platform and included content?
- Steam key, if a Steam library entry is what you want?
- Activates in your country, with no undisclosed region restriction?
- Final checkout total, including fees and currency conversion, lower?
- Seller identified, with clear support, replacement and refund terms?
- Price information current for your region and checked at checkout?
