CSS Loader is the closest match if you want to change the Steam Deck Gaming Mode interface. It applies community themes, while Decky Loader supplies the plugin framework and browser those themes use. PowerTools belongs in a separate category: it exposes CPU, GPU, SMT, thread, power and battery controls rather than being a cosmetic skin.
Compatibility changes with SteamOS and the Steam client, and the available documentation does not provide controlled measurements proving that any of these plugins improves frame rate, battery life or responsiveness. Choose by function, maintenance status and recovery options—not by an unsupported “best plugin” performance ranking.

What each option actually does
These projects are often mentioned together because Decky Loader is the usual entry point for community extensions on a Steam Deck. They do not solve the same problem, however. Treating every Decky extension as a user-interface theme leads to the wrong choice and can make troubleshooting harder.

The loader is infrastructure, not a theme. CSS Loader is the direct answer to a cosmetic customization request. PowerTools should be considered only when system controls are the actual goal and you are prepared to understand the settings you change.

Compatibility with SteamOS and the Steam client
Decky Loader and SteamOS updates
Decky’s maintainers describe a documented failure mode in which the loader can disappear after a SteamOS update. Their recovery guidance is to reinstall the stable branch. This is a version-sensitive problem, not proof that every SteamOS update will remove Decky, so keep the stable installer available and check the project’s current instructions before changing branches.
The same documentation identifies possible conflicts when another program is already using network port 1337 or 8080. If the loader will not start, inspect those ports before assuming that a plugin itself is broken.
CSS Loader and changing CSS selectors
Steam client interface changes can rename or reorganize CSS classes. CSS Loader’s release history records compatibility work for this problem, including class mappings, automatic mapping updates and handling for beta-branch mappings. Those mechanisms are mitigations, not a guarantee that every theme will work on every client branch.

A theme can therefore be compatible with one Steam client build and visibly broken after an update. If menus become unreadable, controls move or a page stops rendering correctly, disable the last theme or CSS change first. Check recent compatibility reports and update the loader or theme only from the project’s normal distribution path.
PowerTools and maintenance status
PowerTools’ repository states that it was archived on August 23, 2023. Archived status does not automatically mean that the code cannot run, but it does mean the original repository is no longer an active maintenance signal. SteamOS, kernel and Steam client changes can outlive an archived plugin, so confirm current reports and compatibility before changing system settings with it.
Trust boundaries
Decky’s maintainers warn against installing plugins from untrusted sources. A plugin appearing in a browser is not a security audit, a Valve support statement or a promise of future compatibility. An independent operational overview dated July 15, 2026 also emphasizes that these community plugins sit outside Valve’s support boundary and can complicate updates or rollback. Use the official project documentation and inspect ownership, release activity and issue reports before installing.

Performance, battery life and responsiveness: what is actually known
None of the cited maintainer pages provides a controlled comparison of CPU or GPU load, frame rate, battery runtime or Gaming Mode responsiveness across Decky Loader, CSS Loader, PowerTools and other extensions. Feature descriptions are not measurements. You should not expect a guaranteed performance gain, battery improvement or absence of slowdown from installing any of them.

PowerTools changes system behavior by design; the effect depends on the frequencies, power limits, thread settings and workload selected by the user. Without a controlled test, even a perceived improvement or drain cannot be attributed reliably to the plugin.

- The SteamOS and Steam client builds.
- The Decky, plugin and theme versions.
- The game, Gaming Mode page or other workload being measured.
- Power, frame-rate, refresh-rate and graphics settings.
- Repeated runs under the same temperature and battery conditions.
- A defined measurement method for frame time, battery draw, boot time or interface latency.
Until those conditions are reported, treat performance as unquantified. Install a plugin to obtain its stated function, not an implied benchmark result.

Install Decky Loader through Desktop Mode
The maintainers’ workflow starts in Steam Deck Desktop Mode and ends in Gaming Mode. A keyboard and mouse can make the desktop steps easier, but they are optional: Decky’s documentation describes using the right trackpad as a mouse and opening the on-screen keyboard.
- Switch the Steam Deck to Desktop Mode.
- Download and run the released Decky installer described in the project README.
- When the installer asks which build to use, select the latest stable release for normal use. Prerelease builds are intended for plugin developers and may be less stable.
- Return to Gaming Mode after installation.
- Open Quick Access and select the Decky tab. Use its plugin browser to install, update, uninstall or reload extensions.
Install one plugin at a time. That gives you a clear last change if the interface becomes unstable and makes it easier to identify a compatibility problem after a SteamOS or Steam client update.
Install CSS Loader from Decky’s built-in store
CSS Loader’s Steam Deck instructions at docs.deckthemes.com/CSSLoader/Install/ use the built-in Decky store:
- Open the Quick Access menu in Gaming Mode.
- Select the Decky tab.
- Open the plugin store.
- Search for CSS Loader.
- Choose the plugin and install it.
After installation, select a theme through CSS Loader according to that theme’s own instructions. Keep track of which theme you enabled so you can disable it quickly if a Steam client update changes the interface.
Use system-control plugins cautiously
PowerTools exposes settings that can materially change system behavior: enabling or disabling CPU threads and SMT, selecting CPU and GPU frequencies, adjusting power values and viewing battery information. Change one setting at a time, note the original value and test a familiar workload before making another change. Because the original repository is archived, do not assume that a new SteamOS release has been validated against it.

This approach avoids comparing unlike products on a single “best” scale. A theme loader, a plugin launcher and a low-level tuning panel have different risks and success criteria.
Troubleshooting and recovery
The Decky tab has disappeared
- Confirm that the problem began after a SteamOS update or other system change.
- Check whether another service is occupying port 1337 or 8080.
- Use the released stable installer and reinstall the stable branch, following the maintainer’s documented controls.
- Return to Gaming Mode and test the loader before adding another plugin.
A theme breaks the interface
- Disable or remove the most recently enabled theme or CSS change.
- Restart Gaming Mode and check whether the stock interface returns.
- Review CSS Loader’s release notes for Steam client class-name or mapping changes.
- Re-enable only a theme that reports compatibility with your current client branch.
A plugin causes instability after installation
- Disable the last plugin you installed or updated.
- Reload Decky and test the interface without that extension.
- Check the plugin owner’s current issues and release notes.
- Remove the plugin if its controls are not needed, then retest after the next SteamOS or Steam client update.
Decky’s README notes that uninstalling a plugin removes its plugin files but may not remove other files that plugin created. If a problem survives removal, consult that plugin’s own cleanup instructions rather than deleting unrelated system files.
A safer maintenance routine
- Use the latest stable Decky release unless you are developing or testing plugins.
- Install through Decky’s built-in store or the project’s documented release path; avoid untrusted packages.
- Record the plugin and theme versions you install.
- Install changes individually and verify Gaming Mode before adding another.
- After SteamOS or Steam client updates, check the loader and themes before starting a long gaming session.
- Keep a recovery path: know how to disable the last plugin and reinstall Decky’s stable branch.
- For system-control extensions, record original CPU, GPU, SMT and power settings before experimenting.
Community discussions can reveal what individual owners use, but anecdotal popularity does not establish safety, compatibility or performance. Make the decision from documented function, maintenance activity and your ability to undo the change.
