If the game still shows completion while Steam does not, the game’s Steamworks achievement code or a title-specific bug is the most likely explanation.
What Steam achievements are—and where syncing can fail
A Steam achievement is persistent user data associated with your Steam account and a particular game. The game decides when its requirement has been met, then its Steamworks integration normally calls ISteamUserStats::SetAchievement for the achievement identifier and StoreStats to upload the changed statistics. Steam can then display a notification through the Overlay and make the achievement visible on your profile.

That process has several separate points of failure. The game may never decide that the requirement is complete; it may set the wrong identifier; it may set the achievement but fail to store the updated stats; or Steam may have a delayed, stale, or conflicting local copy of the data. Treating every missing achievement as the same problem leads to wasted resets and lost progress.

Steam keeps roaming achievement data
Valve describes achievements as persistent, roaming user data. Steam keeps a local cache of stats data and merges achievement information from multiple machines. The game therefore does not need to maintain its own authoritative stats file on disk. A short delay can be a client or upload issue rather than proof that the achievement was not earned, while a title that sends incomplete data can remain broken after every client-side repair.

Steam Cloud is related, but not identical
Games that opt in to Steam Cloud can synchronize profile statistics and other user-specific files. Offline Mode prevents connection-dependent synchronization until Steam is online again. If local and cloud files diverge, Steam may show a conflict because it cannot safely determine which copy is newer. Launching while ignoring that warning can replace newer progress with an older local or cloud version, so a Cloud prompt deserves attention before you press Play.
Use the symptom to narrow the cause
Before changing files, record what you can actually observe. The pattern—one achievement or all of them, in-game tracker or Steam profile, online or offline, and whether a restart changes anything—usually tells you which branch to follow.

There is no reliable cross-game statistic showing how often Steam achievement unlock or synchronization failures occur. Percentages posted in forums generally describe a single game or an anecdotal sample, not the Steam platform as a whole.

Fix Steam achievement syncing in the safest order
Follow these steps in order. After each change, launch the game from Steam and test one achievement requirement or check the profile before moving to a more disruptive action.
- Exit and restart Steam, then restart the computer. Close the Steam client rather than only closing the game. On Windows, use Steam > Exit; reopen Steam after the desktop is available. Restart the computer as well. Steam Support specifically recommends restarting Steam and the computer as an early troubleshooting step because it clears transient client state and file locks. Do not repeatedly force-quit the game while it is writing data.
- Reconnect Steam and let updates finish. Confirm that Steam is not in Offline Mode and that the client shows you as online. Leave Steam open long enough for client and game updates to download and install. Offline Mode keeps games from synchronizing until the client reconnects, so an achievement earned during an offline session may not appear until a later online launch. If Steam is waiting for a restart after an update, restart it before testing.
- Launch the game from the Steam Library. Start the title using its Library Play button, not a standalone executable or a shortcut that bypasses Steam. A game can display its own local tracker while the Steam client is not attached to the session that should receive the achievement event. Keep Steam running for the entire test.
- Test the Steam Overlay. While the game is running, press
Shift+Tab. If the Overlay opens, close it and continue; the test confirms that the game is communicating with the Steam client. If nothing happens, enable the global setting at Steam > Settings > In Game > Enable the Steam Overlay while in-game. Then open the game’s Library entry, choose Properties > General, and make sure the per-game Overlay option is enabled there too. Some games use Overlay services in the background for Steam-dependent features even when you do not need the visible panel. - Verify the installed files. In the Steam Library, right-click the game and choose Properties > Installed Files > Verify integrity of game files. Wait for the operation to finish before launching. Steam may report that one or more local configuration files failed verification; configuration files can be recreated or intentionally differ from the distributed files, and that message does not automatically mean the installation is damaged. Verification replaces missing or altered game files that could prevent the achievement code from running, but it cannot repair a bug in the developer’s achievement logic.
- Handle a Steam Cloud conflict before pressing Play. If Steam presents a choice between local and cloud data, read the timestamps and locations shown. Choose the copy that contains your newest verified progress, and allow Steam to complete the synchronization. Do not dismiss the dialog just to get into the game: starting with the wrong copy can upload an older state over newer progress. If you are uncertain, make a safe backup of the relevant local save folder outside Steam before choosing; the exact folder is game-specific, so use the developer’s documented save location rather than deleting files at random.
- Check the achievement’s exact requirement. Open the game’s achievement list and compare the wording with the Steam description. Look for conditions such as a particular difficulty, a no-death run, a hidden item, a required order, a time limit, a specific character, or a point at which the game must be saved. Community troubleshooting commonly separates an unmet criterion from an unlock that occurred in-game but failed to publish; it also identifies cheats and unsupported modifications as possible confounders. Those are community observations, not a universal Valve rule, so verify the title’s own instructions and patch notes where available.
- Retest in a clean, online session. Disable trainers, achievement unlockers, injected overlays, and unsupported mods for the test. Do not assume that a mod is harmless because the game still runs. Start a new attempt with Steam online, meet the requirement exactly, and give the game time to save and upload before exiting. If the title has a manual stats or profile screen, check it after the attempt; an in-game completion indicator and a Steam profile unlock are separate pieces of evidence.
- Check from another Steam client only after the local test. If you normally use more than one computer, allow the first machine to finish syncing, then sign in on the second. Do not alternate rapidly between machines while a Cloud warning is pending. Steam’s roaming data can merge achievements, but repeated launches with different stale local files make it harder to identify which state is current.
What to do when only one achievement is affected
A single missing achievement points away from a global Steam outage and toward its criteria or the game’s implementation. Read the requirement literally rather than relying on a guide’s shorthand. “Complete a level” might require a particular ending; “collect all items” might count only items found in one save slot; and an achievement can be attached to a hidden trigger that is not reflected in a percentage counter.
Repeat the requirement without console commands, trainers, or unsupported modifications. If the game has difficulty, chapter, character, or save-state restrictions, keep those variables unchanged for the whole attempt. A clean repeat also distinguishes a missed condition from a one-time event that the game failed to send.

If the game’s own statistics permanently show the condition as complete while Steam still lacks the badge, do not repeatedly delete saves or reset the profile. That can remove the only evidence needed to diagnose the defect and may make recovery impossible. Proceed to the developer escalation steps below.
What to do when every achievement is missing
When no achievement appears, prioritize the shared path: Steam’s connection, the client version, the Overlay, the installation, and the account’s ability to receive stats. Complete the restart, online update, Overlay, and file-verification steps before changing game saves. If the Overlay cannot open in any game, the problem is broader than one title and should be treated as a Steam client or system-overlay issue. If the Overlay works elsewhere but not in this game, focus on that game’s per-game setting, launch mode, and files.
Do not infer that an account is permanently blocked merely because a single session produced no notification. Notifications depend on the Overlay, while the profile can update through the stats upload path without a visible pop-up. Check the profile after a clean online launch and a normal exit.

Offline mode, Cloud conflicts, and lost progress
Offline play is not automatically invalid, but it postpones connection-dependent synchronization. Keep Steam online for the recovery attempt and wait for the client to finish uploading before switching computers or closing it. A Cloud conflict is more serious than a delayed notification because it represents two competing file states.
When a conflict appears, compare the displayed modification times with what you know about your last successful session. If the newer state is local, selecting the cloud copy can roll progress back; if the newer state is in the cloud, selecting local can do the same in the opposite direction. Steam’s warning exists because it cannot safely choose for you. After selecting the correct state, wait for the sync indicator to finish and verify the achievement in the same session before launching elsewhere.
Cheats, mods, and unsupported unlock tools
There is no single Steam-wide rule that every cheat or mod disables every achievement. Behavior is title-specific: some games ignore altered sessions, some block triggers, and some still send events. Because the effect is not predictable, troubleshooting should remove those variables. Use the unmodified game files produced by Steam’s verification, disable injectors and trainers, and reproduce the requirement online.
Do not use a third-party unlock utility as a diagnostic step. It can change the account’s achievement state without proving that the game’s normal code path works, and it may leave the developer unable to reproduce the original failure. If you already used one, tell the developer exactly what happened rather than claiming a normal unlock.
How to tell whether the game or Steam is at fault
Use four observations together:
- Scope: one achievement suggests a criterion or title-code issue; every achievement suggests a shared client, connection, account, or integration problem.
- Evidence location: an in-game completion flag shows what the title believes happened; the Steam profile shows what reached Steam.
- Connection state: note whether Steam was online, offline, updating, or displaying a Cloud conflict at the time of the attempt.
- Reproducibility: record whether a restart, Overlay repair, or file verification changes the result and whether a clean repeat fails in exactly the same way.
This is not a formal diagnostic test, but it prevents a common mistake: blaming Steam for a game that never sent the achievement, or blaming the game when the client was offline and could not upload the event.
When to contact the game developer
Escalate after Steam is online and updated, the Overlay has been tested, files have been verified, Cloud warnings have been resolved, and the requirement has been reproduced without unsupported modifications. Steamworks makes the achievement identifier and the SetAchievement/StoreStats upload path part of the game’s implementation, so only the developer can correct a wrong identifier, missing store call, or title-specific trigger bug.

- the game’s exact name and installed version or build;
- your operating system and whether the issue occurs on one computer or several;
- the achievement’s exact name and wording;
- whether the game’s own tracker says it is complete;
- whether Steam was online and whether a Cloud conflict appeared;
- whether
Shift+Tabopened and which Overlay settings were enabled; - the result of file verification; and
- the precise steps, save, difficulty, character, mods, and commands used when the achievement should have unlocked.
Explain the distinction between “the in-game tracker is complete” and “the Steam profile is missing the achievement.” That tells the developer to inspect the publication path rather than send you back to repeat an already satisfied requirement. Attach logs or a short recording only if the developer requests them, and avoid posting private account or save data publicly.
Prevent future synchronization problems
- Let Steam finish client, game, and Cloud operations before shutting down or changing computers.
- Keep the Overlay enabled for games that use Steam-dependent features, even if you rarely open the panel.
- When a Cloud conflict appears, stop and choose deliberately instead of dismissing it.
- For difficult achievements, keep a manual note of the requirement, game version, difficulty, and save used; this makes a later support report reproducible.
- Test a new unlock in an online session after major game or client updates if achievements are important to you.
The practical boundary is clear: Steam can repair connection, client, Overlay, file, and synchronization conditions, but it cannot fix an achievement that a game’s code never publishes. Once the clean online test proves that split, developer support—not repeated reinstalls or save deletion—is the appropriate next step.
