Starting Free-to-Play Now, Betting Later? How to Pick a Provider That Won’t Force a Migration

A free-to-play launch and a later real-money betting operation can share a game catalogue, a front end and a team, but they usually cannot share the same player records, balance ledger and licensed operator without deliberate design. The provider decision therefore comes down to who owns those boundaries. Choose a platform whose account, session, wallet and data layers match the operating model you expect to run, and whose export and exit rights are demonstrated and written into the contract. Avoiding a forced platform migration is a diligence goal you test, not a promise any vendor can make. A demo switch or the phrase “compliance-ready” does not settle it.

Vendor documentation shows three broad approaches: source-code and self-hosted ownership, modular API integration, and managed PAM with white-label operation. None of them removes migration risk on its own. The sections below set out what has to stay under your control in each model and how to test it before committing.

What has to stay under your control

Four boundaries decide whether a later real-money operation is an extension of your launch or a rebuild:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Player identity. Who issues the account, controls credentials and account identifiers, and holds consent and age or identity verification records.
  • Authoritative balance. Which system is the single source of truth for player cash, bonus value and loyalty value, and which systems can create, reserve, settle, reverse or reconcile that value.
  • Transaction history. Whether every bet, win, cancellation and adjustment is recorded with identifiers that reconcile across systems, and whether the full history can be exported.
  • Licensed operator. Which legal entity holds the gaming licence and operates each market. A software vendor and a licence holder are different parties.

If the vendor controls the first three boundaries, you can still move later, but only if its export and exit terms are real. If the vendor controls only the game integration layer, the migration surface is much smaller.

Three provider approaches and where migration pressure appears

Approach What the vendor documentation describes Where migration pressure tends to appear What to test before selection
Source-code and self-hosted Callisto describes independently deployable services, full source, self-hosting, an operator-held licence and optional migration and integration engineering. Your team has to run, patch and maintain the stack. Migration scope and ownership must be defined in advance, and third-party dependencies can bind you to components you did not select. Whether the delivered source covers every production-critical component, which third-party licence terms apply, whether your team can operate the system, and whether it can pass market-specific technical checks.
Modular and API platform DSTGAMING describes a single API surface across games, player accounts, payments and compliance, with scoping, integration, testing and certification, and a soft launch. Pressure appears where account, wallet or event services are coupled to the API contract. Version changes can force rework on your side even when the data itself stays where it is. Which data and workflows remain in your systems, whether account, wallet and event services can be replaced independently, and what the API contract, rate limits, versioning, export and backward-compatibility commitments are.
Managed PAM and white-label White Hat Gaming describes a travelling wallet, state ledger traceability, state-specific reporting, configurable controls and a managed PAM. Pressure appears when the operating entity, balance ownership or market rules change. Open and settled transactions must be carried across, or closed out, at the point of exit. Which legal entity operates each part, who owns player records and balances, whether records and consent can be exported in a usable format, and what happens to sessions, balances and open transactions on termination or a change of market.

Free-play mode is a configuration, so test its boundaries

Stakes Games’ API documentation describes demo rounds that use play money, do not call the operator’s wallet and are not billed. The demo flag is set per game launch, and whether a given provider supports it varies. That is one provider’s implementation, not a universal platform rule, so it should not be assumed for any other vendor.

Treat demo as an operating mode to test end to end:

  1. Launch the same title in demo and real-money modes in a sandbox, using the demo flag the vendor documents for each launch.
  2. Log every callback your systems receive during demo rounds. Confirm that no balance, bet or win call reaches your wallet service.
  3. Check the downstream consumers: history feeds, reporting jobs, bonus and promotion engines, analytics pipelines and billing. Confirm that demo activity appears in none of them, or appears only in a store clearly flagged as demo.
  4. Repeat the test for each game provider and each market configuration you plan to run, because demo behaviour can differ by game and by vendor.

This test shows that demo rounds stay out of your real-money records today. It does not show how a live free-play player would move into a licensed operation later, which is why the account and wallet tests below matter.

Wallet ownership decides how a transition works

The two wallet models in the vendor documentation differ in where the balance lives and who holds the authoritative record.

  • Operator-held balance with callbacks. Stakes Games describes an operator-held balance, where the game side calls the operator’s wallet for balance, bet and win actions. Here the operator holds the balance, so your own ledger must be able to replay each callback and explain the resulting balance.
  • Travelling wallet with state ledger accounts. White Hat Gaming describes a travelling wallet and state-aware ledger accounts with traceability and state-specific reporting. Balances and records are organised by the vendor’s ledger model, so the question is whether you can extract them and re-map them to your own structure.

Whichever model you choose, define each event before procurement and ask for an example payload and expected outcome for every one:

  • Bet or debit, and win or credit
  • Cancellation, void and refund
  • Bonus award, bonus use and bonus reversal
  • Manual adjustment and operator correction
  • Duplicate callback, retry and timeout
  • Balance reconciliation and end-of-day close

Ask for idempotency guarantees, a transaction identifier that survives every hop between systems, audit retention periods and the cadence of ledger exports. Keep cash, promotional and loyalty balances separable in the design, and confirm each can be exported on its own, because later markets may require different treatment of each. Stakes’ API page describes its own reversal behaviour, and other providers may handle the same events differently. The definitions must come from each vendor’s documents and a sandbox run, not from a comparison article.

GameSir G7 SE Wired Controller for Xbox Series X|S, Xbox One & Windows 10/11, Plug and Play Gaming Gamepad with Hall Effect Joysticks/Hall Trigger, 3.5mm Audio Jack (White)
  • Versatile compatibility: supports Xbox Series X/S, Xbox One X/S consoles and PC Win10 and above (including the game platform Steam).

  • Customizable experience: Includes 2 custom backbuttons that allow users to eliminate false triggers and improve their gaming experience.
  • Impressive gameplay: Provides a pulsating vibration trigger and an asymmetric vibration grip motor for intense tactile feedback.

Continuity of player account and wallet is the outcome to test here. A transition that keeps the same player identifier, the same balance and the full history intact is far easier to defend than one that rebuilds those from exports after the fact.

Identity, licensing and compliance evidence

Callisto states that its software is not the gaming licence and that the operator holds the licence. DSTGAMING describes market and jurisdiction scoping, licensing alignment and testing or certification as part of its onboarding. Read these as separate functions: the vendor supports the work of meeting requirements, while the licensed entity carries the obligations. Confirm which entity holds the licence in each market and which obligations sit with it, rather than relying on a product page to answer that.

Callisto also describes identity, AML and sanctions workflows, responsible-gaming limits and exclusions enforced at login, deposit and bet, and audit trails. Treat each as a claim to verify at the enforcement point:

  • Pull the audit record for one player and confirm it shows which change was made, by whom and when.

Build a target-market matrix before procurement, with one row per jurisdiction. Give each row columns for the licensed operating entity, approved suppliers, required controls and who owns each one, hosting and record-keeping rules, reporting and incident duties, and testing and certification steps. Have qualified counsel confirm each row against the regulator’s current requirements. A feature list does not replace that confirmation.

Prove portability before you sign

“Full source,” “one API” and “single wallet” describe architecture, not an exit. Callisto says it supplies full source and supports self-hosting. DSTGAMING describes an API integration layer and staged technical onboarding. Both are vendor claims, so test them with a real export. To export your player and transaction data in a form you can use, follow these steps:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Export a set of test player accounts together with consent records, transaction and ledger history, bonus state, support notes and configuration. Use the vendor’s documented export format. If none is documented, record that as a finding.
  2. Reconcile samples. Balances, transaction counts and totals should match the source system exactly, to the smallest currency unit, for each sample.
  3. Load the export into a neutral test environment that you control, and confirm you can answer a player’s history question without the vendor’s systems.
  4. Repeat the exercise on a schedule throughout the contract term, not only once at signing.

The contract should then settle what the exercise cannot. Review these clauses:

  • Service continuity, source-code escrow or ownership, and disclosure of subcontractors
  • Post-termination access to data and read-only history

  • How API changes are versioned and how long old versions remain supported
  • Ownership of certification, regulator submissions, updates and incident handling

Ask for a named owner and a timeline for a migration test before signing, and write its acceptance criteria into the contract.

Four questions that decide the approach

  1. Can your team run production infrastructure in each market? A source-code and self-hosted route assumes you can run, patch and audit the stack. If you cannot, a managed or API route is more realistic.
  2. Must player and transaction data stay outside the vendor’s systems from day one? If so, favour an API design in which account, wallet and event services can be replaced independently.
  3. Do you want the vendor to run day-to-day operations for the licensed entity? If so, a managed PAM or white-label model fits, but player records and balances then sit inside the vendor’s ledger model until an exit has been tested.
  4. Can you name the owner of a migration test and its pass criteria before signing? If not, none of the three approaches is ready for procurement.

What the sources do not establish

The vendor pages cited here describe capabilities. They do not establish independent performance, total cost of ownership, customer satisfaction or a universally best architecture, and they are not a legal assessment of any vendor’s suitability for a particular market. Compare providers on the same operating model and the same target markets rather than on headline feature counts. Vendor documentation changes, so confirm current features, contract terms and licensing status directly with each vendor, with the relevant regulator and with qualified counsel before you commit to a platform or a launch date.
