Stanford Professor Advocates Homa for Datacenter Traffic—not as a TCP Replacement Everywhere

Stanford professor emeritus John Ousterhout is advocating Homa, a message-based transport protocol designed for datacenter workloads where short, latency-sensitive requests share a network with larger transfers. It is not a proposal to replace TCP across the public internet. Homa has a Linux kernel module and preliminary gRPC support, but upstreaming and standardization work remain in progress, so advocacy and implementation should not be mistaken for broad production adoption.

What protocol is supposed to replace TCP?

The protocol is Homa. Ousterhout’s argument is that datacenter applications—particularly those exchanging mixed-size messages and latency-sensitive RPCs—can benefit from a transport designed around messages rather than TCP’s byte stream. He has framed this as a datacenter-specific problem: in a Stanford Systems Seminar abstract for his October 18, 2022 talk, he said that significant progress against the “datacenter tax” would require moving most datacenter traffic to a fundamentally different protocol. Ousterhout told The Register, “TCP, for all the amazing things it has done, is not a good match for datacenters,” and said, “For these workloads, what really matters is latency.” The Register, October 1, 2026

Does Homa replace TCP everywhere?

No. Homa is proposed for datacenter transport, not as a near-term substitute for TCP across the internet. TCP is deeply entrenched, and Ousterhout’s 2022 position paper says a complete replacement is unlikely soon. Homa is also not API-compatible with TCP, which makes a direct swap difficult for applications written to use TCP’s socket interface. Ousterhout’s 2022 Homa position paper

The migration path proposed in that paper is to integrate Homa into a relatively small number of RPC frameworks. Applications using those frameworks could then adopt Homa through the framework rather than each implementing a new low-level transport interface. That is a proposed route, not evidence that all necessary integrations are complete.

How is Homa different from TCP?

Scheduling approach Does not use Homa’s receiver-managed, message-size-aware scheduling model. The receiver schedules packets and can prioritize shorter messages using shortest-remaining-processing-time (SRPT).
API compatibility Widely used stream interface. Not API-compatible with TCP; applications or frameworks need an integration path.

Homa’s key design choice is that a receiver can use message-size information to decide which packets to schedule. When short RPCs and longer transfers compete for a busy link, prioritizing short messages is intended to reduce their tail latency. This does not mean every message or workload will be faster: the scheduling policy addresses a particular trade-off between short-request latency and competing traffic. How much faster is Homa?

The Register reported Ousterhout’s comparison of 92 microseconds p99 latency for Homa short messages against 1.2 milliseconds p99 for TCP on a 100 Gbps link at 80% utilization. The report characterized that as 13 times faster. These are Ousterhout-attributed figures for the stated comparison, not a universal independent benchmark for all networks, message mixes, or applications. The same report attributed a claim that Homa is twice as fast on the longest messages, but did not provide the same detailed scenario for that figure. The Register, October 1, 2026

The figures make the most sense in the context of Homa’s intended use: mixed-size datacenter traffic where short-message tail latency matters. A deployment decision also needs to consider throughput, congestion behavior, buffer use, load balancing, application integration, and the actual traffic mix. The reported comparison alone does not establish that Homa is the better choice for every datacenter workload.

Is Homa implemented or ready for production?

Homa is more than a paper proposal, but the available evidence does not establish broad production deployment. Its project documentation describes an open-source Linux kernel module and preliminary gRPC support. The Register reported in October 2026 that Ousterhout was working on Linux upstreaming and an IETF document, and that a backport to RHEL 8 and 9.5 had been made in March 2026. Before evaluating Homa for a real system, an infrastructure team would need to establish whether its kernel and RPC framework environment is supported, how much application change is required, and whether measurements on its own traffic and network fabric justify the operational cost.

What are the technical caveats and criticisms?

There is debate about both the case for Homa and how to interpret its performance claims. The Register reports that network architect Ivan Pepelnjak criticized Ousterhout’s characterization of TCP performance in a 2023 position paper and argued Homa was a solution looking for a problem. That criticism is a counterargument, not by itself a definitive evaluation of Homa. The Register, October 1, 2026

Ousterhout’s Homa project wiki itself calls the use of switch buffers controversial and potentially problematic. It also warns that available simulators do not model the full protocol and are unsuitable for incast measurements; the older simulator assumes infinite buffer space and does not simulate packet drops or timeouts. How does Homa compare with other datacenter and network approaches?

Several technologies mentioned alongside Homa address different layers or jobs, so they are not interchangeable alternatives:

  • DPDK can bypass the conventional TCP stack for high-performance database work; it is a different approach to packet processing, not a message-scheduling transport equivalent to Homa.
  • NVMe-oF transports serve storage-networking use cases.
  • QUIC and HTTP/3 are relevant to web transport, rather than being direct substitutes for a datacenter RPC transport in every context.
  • Specialized RDMA fabrics are purpose-built networking environments with their own deployment and hardware considerations.
  • AWS Scalable Reliable Datagram is an AWS-specific approach, not a general-purpose replacement protocol for every operator.
  • Top-of-rack switch congestion mechanisms act in the network fabric and address congestion behavior at a different layer.

To compare options, start with the workload—short RPCs, long transfers, database queries, storage, web requests, or GPU-cluster communication—then check network environment, programming interface, target performance measure, and maturity of framework and hardware support. The best fit depends on which bottleneck matters; a result for short-message tail latency does not settle questions about throughput, buffer behavior, or deployment complexity.
