Stablecoins are privately issued cryptoassets; central bank digital currencies (CBDCs) are digital money issued as a direct liability of a central bank. That single distinction drives most differences in safety, redemption, privacy, payments, and regulation. A stablecoin holder depends on an issuer, its reserves, governance and redemption process. A CBDC holder would have a claim on the issuing central bank, subject to the design and legal framework chosen in that jurisdiction.
Neither label guarantees anonymity, instant final settlement, universal access or freedom from loss. To compare a specific instrument, check who issued it, what legal claim you receive, how value is backed, who can identify transactions, where payments settle, and which consumer and anti-money-laundering rules apply.

What is a stablecoin?
The Financial Stability Board (FSB) notes that “stablecoin” has no universally agreed legal or regulatory definition. It uses the term operationally for a cryptoasset that aims to maintain a stable value relative to a specified asset or basket of assets. The issuer may seek that stability with bank deposits, government securities, other reserves, collateral, an algorithm, or a combination of mechanisms.

Private issuance and a private promise
When you hold a stablecoin, you generally hold a claim created by a private organization or a token whose value depends on that organization and its network. You must assess reserve custody, segregation, valuation, governance, market liquidity and the procedure for minting and redeeming tokens. A blockchain record proves that a wallet controls a token; it does not by itself prove that reserves exist or that redemption will be honored.
What is a CBDC?
The Federal Reserve defines a CBDC as “a form of digital money that is denominated in the national unit of account and constitutes a direct liability of the central bank.” In practical terms, the central bank would be the issuer behind the monetary claim, rather than a commercial company or a crypto project.
A CBDC is a policy and payment-system project, not a single technical product. A design may be retail (for households and businesses) or wholesale (for financial institutions); account-based or token-based; direct, with the central bank serving users; or intermediated, with regulated banks and payment providers handling wallets, customer service and compliance. It may run on a conventional database, distributed technology or a combination.
Availability differs by jurisdiction
CBDCs are not universally launched. The Federal Reserve states that it has made no decision to pursue or implement a United States CBDC. Other central banks are researching, piloting or operating projects under their own laws. Always identify the country, pilot status and legal terms before treating a CBDC as available money.
The core difference: who owes you the money?
| Question | Stablecoin | CBDC |
|---|---|---|
| Issuer | Private company, consortium or protocol, depending on the arrangement | Central bank, with distribution possibly handled by regulated intermediaries |
| Liability | A private issuer’s obligation or a token whose value depends on its mechanism; the exact legal claim varies | Direct liability of the issuing central bank under the applicable law |
| Unit of account | Usually references a fiat currency, commodity or basket, but the token itself is a cryptoasset | Denominated in the national unit of account |
| Backing | May use reserves, collateral, algorithms or combinations; quality and segregation must be verified | Value derives from the central-bank monetary claim and the design of the payment system |
| Redemption | Depends on contractual rights, eligibility, fees, limits, liquidity and the issuer’s ability to pay | Governed by the central bank and public legal framework; operational access still depends on the chosen wallet and intermediaries |
| Primary risk | Issuer, reserve, governance, market, custody, technology and redemption risk | Design, operational, cyber, privacy, monetary-policy and financial-intermediation risks rather than private-issuer credit risk on the instrument itself |
This is why a stablecoin balance should not automatically be treated as equivalent to a bank deposit, physical cash or central-bank settlement money. Read the legal terms instead of relying on the marketing label.
How payments actually work
Stablecoin transfers
A user signs a transaction that moves tokens between blockchain addresses. The network validates and records that transaction, while wallets, exchanges and payment processors may provide the user interface and convert between tokens and bank money. Confirmation rules, network congestion, fees, smart-contract controls and the issuer’s ability to freeze or recover tokens can affect when a recipient considers payment complete.

A token transfer is not automatically final settlement in central-bank money. A merchant may receive a token that still carries issuer or market risk, and a cash-out to a bank account introduces another intermediary and another settlement step.

A CBDC system can be designed around public-payment objectives such as broad access, resilience and safe settlement. The central bank may operate the core ledger while banks or payment institutions provide wallets and customer support. A direct model could place users in a central-bank system; an intermediated model could keep customer relationships with private providers while the underlying claim remains a central-bank liability.
CBDC designers must decide how payments work at the point of sale, how transactions become final, whether users can pay offline, how disputes are handled and how the system interoperates with existing instant-payment networks. These choices differ by project, so “CBDC payment” does not describe one universal user experience.
Retail, wholesale, domestic and cross-border use
- Retail: payments by consumers and ordinary businesses, such as groceries, salaries or utility bills.
- Wholesale: transfers between banks or financial-market participants for securities, collateral or interbank settlement.
- Domestic: both payer and payee operate within one national legal and payment system.
- Cross-border: the transaction crosses jurisdictions, requiring foreign-exchange conversion, access rules, sanctions screening and coordination between legal regimes.
Stablecoins can move on a public blockchain across borders and are often proposed for remittances, crypto on- and off-ramps and access to foreign-currency units. BIS analysis cautions that even when a stablecoin addresses a particular cross-border friction, its wider drawbacks can outweigh the benefit. A CBDC cross-border arrangement requires agreements between authorities, technical interoperability and rules for data, settlement, capital movement and supervision.
Are stablecoins stable, and how does CBDC stability differ?
What can break a stablecoin peg?
Stability depends on the peg mechanism, reserve quality, custody arrangements, governance, market liquidity and redemption rights. If holders cannot redeem promptly, if reserves lose value, or if confidence collapses, the token can trade away from its reference price. In a 2023 study of 68 stablecoins, the Bank for International Settlements’ Committee on Payments and Market Infrastructures found that none maintained parity with its peg at all times. The study also concluded that full, on-demand redemption was not guaranteed.

That finding does not mean every stablecoin will fail or that every reserve is poor. It means the name “stablecoin” is not evidence of continuous parity. For a particular token, inspect the reserve assets, who holds them, how often they are reported, whether they are segregated, who may redeem, minimum amounts, fees, settlement time and what happens during a suspension.

What risk remains with a CBDC?
A direct central-bank liability removes the private issuer’s credit risk from the CBDC instrument itself. It does not make the entire system risk-free. The Federal Reserve’s 2024 research models how different CBDC designs could affect bank intermediation, liquidity, runs and monetary transmission. If households move large balances from commercial banks into CBDC wallets during stress, banks could lose deposits and funding, potentially changing credit supply and the speed of a run.
Other risks include outages, cyberattacks, compromised devices, mistaken transfers, inadequate privacy controls and exclusion of people without suitable identification or connectivity. Safeguards such as holding limits, tiered accounts, remuneration choices, emergency liquidity and offline functionality are design decisions, not universal CBDC features.
Which is more private?
Neither stablecoins nor CBDCs are automatically anonymous. Privacy depends on the ledger, wallet architecture, intermediaries, identity rules, data retention, analytics capabilities and legal process for disclosure.
| Privacy question | Stablecoin considerations | CBDC considerations |
|---|---|---|
| Who can identify the payer? | A public address may be pseudonymous, but exchanges, hosted wallets, merchants and blockchain-analysis providers can link activity to an identity when they collect KYC data. | The central bank, wallet provider or regulated intermediary may identify users, depending on whether the system is direct or intermediated and how identity is separated from payment data. |
| Who can see balances and history? | Public-chain observers may see addresses and transaction history; a custodian can see account balances and identity-linked activity. | Visibility can be limited by architecture, but operators and intermediaries may retain records for service, fraud, cybersecurity and legal compliance. |
| What do merchants receive? | Usually the information exposed by the wallet and payment processor; blockchain metadata can reveal more than a cash transaction. | The design can minimize merchant data, but the exact fields and retention period are policy choices. |
| Are small or offline payments different? | Some wallets or systems may offer privacy features, but they are not inherent in the stablecoin category. | Authorities may create tiered limits or offline modes with reduced data collection, balanced against fraud, AML/CFT and recovery requirements. |
| When can authorities access data? | Through the issuer, intermediaries, analytics or legal orders, subject to jurisdiction and applicable law. | Through the central-bank operator or intermediaries under the system’s data-governance and legal-access rules. |
BIS legal and technology analyses emphasize two privacy dimensions: what counterparties learn during ordinary use and the damage caused by a large-scale breach of an operator or intermediary. Transaction data can reveal location, relationships, health information, income patterns and purchasing habits. Privacy therefore requires limits on collection, purpose, retention, linking and disclosure, not merely a promise that names are hidden.
How regulation differs
Stablecoin rules target private activity
The FSB’s framework follows the principle “same activity, same risk, same regulation.” It contains recommendations for cryptoasset activities and separate recommendations for global stablecoin arrangements. National authorities may impose authorization or licensing, reserve and segregation requirements, redemption duties, prudential standards, governance rules, operational resilience, disclosures, market-conduct controls and AML/CFT obligations.
The legal category may differ by country. One token could be treated as an e-money instrument, payment instrument, security, commodity, cryptoasset or unregulated product depending on its structure and jurisdiction. A compliant purchase in one country may be restricted in another. Check whether the issuer is authorized where you live and whether you have a direct redemption right or only a secondary-market exit.

CBDC governance is public-law governance
A CBDC sits within central-bank, payments, privacy, cybersecurity and monetary law. The central bank and legislature must decide who may distribute it, what data may be collected, how AML/CFT checks work, how complaints and errors are resolved, whether holdings earn interest, and how the system interacts with commercial banks. The BIS Innovation Hub has observed that “the legal frameworks governing money, payments and central banking were not drafted with digital central bank money for the public in mind.”
CBDCs are outside the FSB recommendations for global stablecoins because they are envisaged as digitalized central-bank liabilities. That exclusion does not remove regulation; it means the relevant rules come from the issuing authority and public legal framework rather than a private stablecoin regime.
Where regulation stood at the end of 2024
A Bank for International Settlements survey published in 2025 found that 45% of surveyed jurisdictions had enacted regulation for stablecoins and other cryptoassets at the end of 2024, while 22% had proposed or were developing a framework. More than two-thirds therefore had either enacted or actively developed rules, but the content and effective dates remain jurisdiction-specific.
Operational resilience and interoperability
Stablecoin users depend on several layers: the blockchain, smart contracts, wallet software, internet access, custodians, exchanges and the issuer’s reserve and compliance systems. Failure at any layer can delay payment or block conversion. A public chain may remain online while an issuer freezes a token, or an issuer may remain solvent while a wallet provider suffers an outage.
CBDC projects explicitly evaluate cybersecurity, offline capability, point-of-sale operation, resilience and interoperability. An offline feature could help during a network outage or for users with intermittent connectivity, but it introduces limits on value, double-spending controls, device security and recovery. Interoperability with bank accounts, instant-payment systems and other countries’ rails is a policy and technical challenge, not an automatic result of digitization.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsAre stablecoins safer than CBDCs?
There is no universal winner because “safe” can mean different things. Compare the instrument against the risk that matters to you.
Best Value
| If your priority is… | What to examine in a stablecoin | What to examine in a CBDC |
|---|---|---|
| Protection from issuer default | Reserve assets, segregation, insolvency treatment and enforceable redemption | The central-bank liability, statutory backing and limits on access |
| Price stability | Historical deviation, liquidity, reserve composition and redemption queue | Whether the unit is the national currency and how conversion to bank money works |
| Privacy | Public-ledger exposure, wallet KYC, analytics, freeze powers and data retention | Identity separation, intermediary access, legal disclosure and offline or low-value rules |
| Cross-border payment | Network reach, foreign-exchange liquidity, local legality and cash-out options | Whether participating authorities have interoperable rails and compatible rules |
| Access during outages | Blockchain and wallet availability; any offline capability is arrangement-specific | Offline design, device limits, recovery process and contingency operations |
| Consumer recourse | Issuer complaint process, reimbursement terms and regulator jurisdiction | Statutory protections, intermediary obligations and error-resolution procedures |
A CBDC generally avoids the private-issuer credit risk attached to a stablecoin. A stablecoin may offer wider cross-border reach or faster integration with existing crypto markets, but that convenience can come with weaker recourse, variable regulation and peg risk. The appropriate choice depends on the specific design, not the category name.
Could stablecoins replace central-bank money?
Stablecoins can expand digital access to a currency unit and provide programmable transfers within crypto markets. They may be useful for specific remittance corridors, trading settlement or businesses that already operate on blockchain rails. However, replacing central-bank money would require more than moving tokens quickly.
- Uniform value: Users would need confidence that a token is interchangeable at par with national money in all ordinary conditions.
- Reliable redemption: Holders would need enforceable, timely conversion rather than dependence on secondary-market liquidity.
- Public access: People without specialized wallets, crypto accounts or technical knowledge would need safe and affordable entry points.
- Resilience: The system would need robust recovery, offline or contingency payments, fraud controls and protection against concentrated operational failures.
- Monetary sovereignty: Authorities would need to address foreign-currency substitution, capital-flow effects and the impact on monetary policy.
- Financial stability: Large movements between bank deposits, stablecoins and other assets could amplify runs or change bank funding.
- Legal interoperability: Issuers, merchants, banks and regulators across borders would need compatible rules for identity, sanctions, taxation, insolvency and consumer claims.
For these reasons, stablecoins are better understood as private payment or settlement instruments that may coexist with bank money and any future CBDC, rather than as automatic substitutes for the public monetary system.

- Identify the issuer and jurisdiction. Record the legal entity, authorization status, governing law and countries in which the service is available.
- Read the liability terms. Determine whether you have a direct redemption claim, a claim on a custodian, or only ownership of a token that trades in a market.
- Inspect backing and custody. For a stablecoin, check reserve types, maturity, segregation, independent reporting, custodians and what happens in insolvency.
- Test redemption conditions. Note minimum amounts, fees, processing times, eligibility, suspension powers, daily limits and whether redemption is available during market stress.
- Map the payment path. Identify the blockchain or ledger, confirmation rule, intermediaries, conversion points, settlement asset and who bears loss from an error or reversal.
- Map data access. Ask who can identify you, view balances, link transactions, retain records, freeze funds or disclose information, and what legal process is required.
- Check resilience. Review outage procedures, cyber controls, device security, offline support, backup access and recovery after a lost key or phone.
- Check user protection. Look for complaint handling, reimbursement for unauthorized transactions, fraud warnings, disclosures, insurance and an accessible regulator.
- Separate domestic from cross-border claims. Confirm foreign-exchange costs, sanctions screening, tax treatment and whether the recipient can legally and practically cash out.
Practical examples
Buying from a local merchant
A stablecoin payment may be accepted through a wallet and converted immediately into bank money. The merchant’s risk then depends on the processor’s conversion promise and timing. A CBDC payment could settle a central-bank claim while a regulated intermediary provides the wallet. Compare fees, refund rules, data shared with the merchant and what happens if the network is offline.
Sending a cross-border remittance
A stablecoin can travel on one blockchain without using correspondent banks, but the recipient still needs a lawful, liquid way to convert it into local currency. Exchange-rate spreads, network fees, wallet screening and issuer restrictions can erase the apparent speed advantage. A cross-border CBDC payment would require participating authorities to connect their systems and agree on identity, settlement, foreign exchange and data rules.
Wholesale securities settlement
Financial institutions may use tokenized deposits, wholesale CBDCs or stablecoins to coordinate delivery-versus-payment. The critical question is whether both legs settle with finality and what asset carries credit risk. A private token transfer is not equivalent to settlement in central-bank money merely because both use a blockchain.
Quick Recap
Key takeaways
- A stablecoin is a private cryptoasset aiming at a reference value; a CBDC is digital national-unit money and a direct central-bank liability.
- Stablecoin safety depends on reserves, governance, liquidity and enforceable redemption. A BIS study of 68 stablecoins found none kept its peg at all times.
- CBDC safety depends on design choices involving privacy, cybersecurity, offline use, access, bank intermediation and monetary operations.
- Neither category guarantees anonymity. Ledger design, intermediaries and AML/CFT rules determine what data can be seen and disclosed.
- Regulation is jurisdiction-specific: at the end of 2024, 45% of surveyed jurisdictions had enacted cryptoasset or stablecoin rules and 22% were developing them.
- Choose only after verifying the issuer, legal claim, redemption path, settlement asset, data controls and recourse for the exact product and country.
