Stablecoin Reserves Explained: Cash, Treasury Bills, Repo and Other Assets

A dollar stablecoin is a digital token whose issuer promises a one-dollar value or redemption at par. Its reserves are the issuer-side assets intended to support tokens in circulation. Those assets are not necessarily physical cash: they can include bank deposits, short-dated U.S. Treasury bills, Treasury-backed repurchase agreements, government money-market funds and, depending on the issuer, other investments.

The important distinction is between having a reserve claim on paper and being able to redeem promptly in practice. Asset quality, settlement time, bank and custodian access, operating hours, disclosure, legal segregation and insolvency treatment all affect the result.

What stablecoin reserves are—and what they are not

When an issuer mints a dollar stablecoin, it generally receives dollars or dollar-equivalent assets and records a liability to token holders. The reserve portfolio is intended to cover that liability. If one billion tokens are outstanding, the issuer may report roughly one billion dollars or more in reserve assets.

A reserve is therefore not the same thing as a deposit insurance account, a government guarantee or a claim on a particular Treasury bill. It is a pool managed under the issuer’s policies, contracts and applicable law. Holders usually interact with the token through exchanges, wallets, brokers and payment platforms rather than directly with the reserve custodian. A token can trade below one dollar temporarily even when reported assets exceed reported liabilities if redemptions are slow, market liquidity disappears or intermediaries are impaired.

Circle states on its transparency page: “USDC is always redeemable 1:1 for US dollars, and EURC is always redeemable 1:1 for euros. Always.” That is the issuer’s stated policy; it is not independent confirmation that every holder has immediate access to a bank rail or to the issuer’s redemption process.

Which assets can back a stablecoin?

Cash and bank deposits

Cash in bank accounts is operationally convenient. It can support minting, burning and redemptions without selling a security first. Deposits still create exposure to the banks that hold them, the account terms, payment cut-off times and the custodian arrangement. Circle’s annual filing says some USDC reserves are held in cash accounts titled for holders, primarily at globally systemically important banks, with a smaller amount at additional banks to facilitate flows.

“Cash” can also be a broad reporting label. A balance may be spread across several institutions, currencies or account types, each with different withdrawal, settlement and legal characteristics. Ask whether the reported amount is immediately available, subject to a notice period, or held through an intermediary.

Short-dated U.S. Treasury bills

Treasury bills are U.S. government obligations with short remaining maturities. They can usually be sold in a deep market and have limited interest-rate sensitivity when maturity is close. Circle’s disclosed USDC policy limits direct Treasury securities to remaining maturities of three months or less.

A Treasury bill is nevertheless a security, not bank cash. It must be held with a custodian, valued, and settled through the securities market. Selling before maturity can involve market movement, dealer availability and settlement timing. The government-credit exposure is different from the bank-credit exposure of a deposit, while both depend on operational access.

Overnight Treasury repurchase agreements

A repurchase agreement (repo) is secured short-term financing. In the arrangement Circle describes, tri-party overnight reverse repos are fully collateralized by U.S. Treasury securities; collateral is market-priced above the allocated cash amount and held by a rated third-party custodian.

Repo analysis requires more than the phrase “Treasury-backed.” Examine the counterparty, collateral eligibility, haircut or over-collateralization, margin process, custodian, close-out rights and the time needed to unwind the trade. Overnight maturity can support liquidity, but a stressed market or failed counterparty can still delay settlement.

Government money-market funds

A government money-market fund is a fund wrapper holding a portfolio under Rule 2a-7 and related rules. The token holder does not own each underlying Treasury directly; the issuer owns fund shares, and the fund has its own manager, custodian, liquidity rules and redemption process.

Circle reports that its Circle Reserve Fund is a Rule 2a-7 government money-market fund managed by BlackRock, with assets in BNY custody. Circle said approximately 88% of USDC reserves were in that fund on December 31, 2025. That dated figure describes the allocation at year-end, not a permanent target or an October 2026 balance.

Other assets and residual categories

“Other” is not a standardized asset class. In the Federal Reserve’s 2025 analysis, the category can include non-U.S. Treasuries, other investments, precious metals or bitcoin, as well as issuer-specific residuals. The list does not mean every issuer holds every item.

Residual categories deserve the most questions: What exactly is included? How is it valued? Can it be sold quickly? Who is the counterparty? Is it pledged, encumbered or held in a separate legal entity? Tether’s Q2 2026 announcement discussed secured lending exposure and reserve assets tested amid gold and Bitcoin volatility, illustrating why a small “other” line can still matter.

How redemption works in practice

A stablecoin’s promised peg depends on a chain of events rather than a single balance-sheet number.

  1. Access: The holder must use an issuer-approved account or an intermediary that supports redemption. Identity, jurisdiction, minimum amounts and sanctions controls may apply.
  2. Instruction: The holder sends tokens to the issuer’s redemption address or platform. The issuer verifies the transaction and burns the tokens, reducing the outstanding liability.
  3. Asset conversion: If reserves are in deposits, cash can move through banking rails. If they are in bills, repo or fund shares, the issuer or its agent may need to redeem or sell those assets first.
  4. Settlement: Dollars arrive through the applicable bank or payment network. Weekends, holidays, cut-off times, compliance reviews, bank outages and market stress can lengthen the process.
  5. Secondary-market fallback: A holder who cannot use direct redemption may sell on an exchange. The exchange price can be below or above one dollar, especially when liquidity or confidence is impaired.

Thus, a one-to-one reserve ratio addresses coverage, while liquidity and operational design determine how quickly that coverage can be converted into dollars for a particular holder.

Dated reserve snapshots: why percentages must carry a date

The Federal Reserve’s 2025 snapshots show that issuers can use materially different portfolios. They are historical observations, not current October 2026 allocations.

Token and measurement date Reported reserve mix How to read it
USDT, June 30, 2025 64.15% U.S. Treasuries; 10.47% repurchase agreements; 5.89% secured loans; 13.91% money-market funds; 3.69% bank deposits; 1.89% other More than one asset type; secured loans and “other” require separate counterparty and valuation analysis.
USDC, August 23, 2025 33.59% U.S. Treasuries; 50.79% repurchase agreements; 14.24% bank deposits; 1.38% other Repo and deposits formed a larger share than direct Treasury holdings in this snapshot.
GUSD, August 23, 2025 100% bank deposits The snapshot indicates a deposit-heavy structure, with corresponding bank and custody exposure.

The Federal Reserve notes that the Circle and Gemini figures exclude timing and settlement differences and renormalize the remaining assets to 100%. That methodological choice means the percentages should not be treated as an exact, continuous ledger of every reserve movement.

Circle’s live transparency page labels reserve categories as of October 8, 2026, but the corresponding numeric balances were not exposed in the available page text. Tether’s latest announcement reports Q2 2026 totals as of June 30, not an October category-percentage table. A date-matched comparison of current issuer allocations therefore cannot be made from those disclosures alone.

What current issuer disclosures actually establish

Circle’s disclosure cadence

Circle says it publishes USDC reserve holdings weekly, together with mint and burn flows, and that a Big Four accounting firm provides monthly third-party assurance that reserve value exceeds USDC in circulation. The company says the reports follow AICPA attestation standards. Its annual filing also says reserve information moved from monthly to weekly disclosure and that the Circle Reserve Fund provides daily information on BlackRock’s website.

Tether’s Q2 2026 figures

In a July 31, 2026 release, Tether reported total assets of US$187,751,426,411 and total liabilities of US$183,641,897,215 as of June 30, 2026. Liabilities included US$183,622,105,630 related to digital tokens issued. Tether reported assets exceeding liabilities by US$4,109,529,196, and said BDO prepared its Q2 attestation.

Tether CEO Paolo Ardoino said: “Through all of the volatility, USD₮ remained fully backed with our reserves still exceeding liabilities by $4.11 billion.” This is management’s characterization of the dated report. It should be read alongside the report’s scope, asset definitions, valuation methods and any qualifications.

Attestation, audit and “proof of reserves” are different

An attestation addresses specified assertions at a stated reporting date under an engagement’s standards. It is not automatically a full audit of every issuer operation, a continuous examination of on-chain liabilities or a guarantee that all holders can redeem immediately.

When reading a reserve report, check:

  • Who prepared it and which legal entities and wallets were included.
  • The balance-sheet date and the publication date.
  • Whether the work follows AICPA attestation standards, auditing standards or another framework.
  • Which reserve assets were tested and how they were valued.
  • Whether token liabilities, customer claims and off-balance-sheet obligations were included.
  • Any qualifications, limitations, exclusions or subsequent events.
  • Whether the report is a point-in-time statement or a recurring disclosure.

On-chain supply data can show how many tokens exist at a moment. It does not by itself prove ownership, liquidity, legal segregation or the value of off-chain assets. Conversely, a financial statement can describe assets and liabilities without showing the real-time movement of tokens. Confidence comes from understanding both scopes rather than treating either label as conclusive.

The risks behind a reserve balance

Risk area What can go wrong Questions to ask
Liquidity and settlement Bills, fund shares or repo positions may take longer to convert than bank cash; market hours and holidays can matter. What is the expected redemption window in normal and stressed conditions?
Bank exposure Deposits depend on the solvency, access and payment systems of the banks holding them. Which banks hold cash, and are accounts segregated or subject to claims by other creditors?
Repo and counterparty exposure A counterparty, collateral dispute, haircut or settlement failure can delay repayment. Who is the counterparty, who holds collateral, and how is margin enforced?
Custody concentration A single custodian, bank or fund can become an operational bottleneck. How diversified are custodians and service providers?
Market and valuation risk Prices can move, especially for longer-duration or less conventional holdings. What maturity limits and valuation hierarchy apply?
Operational and intermediary risk Exchange outages, wallet errors, compliance holds or banking interruptions can break the redemption path. Can holders redeem directly, and what alternatives exist if an intermediary fails?
Legal and insolvency risk A reserve asset may not be immediately available to token holders if the issuer enters insolvency. Are assets legally segregated, and what priority do token holders have?
Disclosure comparability Different dates, labels, accounting bases and settlement adjustments can make charts look more comparable than they are. Are the dates, categories and assurance scopes aligned?

Circle’s annual filing warns that courts have not yet determined how stablecoin reserve assets would be treated in an issuer bankruptcy. Holders could face delays or adverse outcomes even where a report shows assets exceeding liabilities.

How to evaluate a stablecoin reserve disclosure

  1. Identify the promise: Is the issuer promising direct one-dollar redemption, a market peg, or something narrower? Note eligibility, fees, minimums and geographic restrictions.
  2. Match assets to liabilities: Compare the reserve value and the number of tokens outstanding on the same date. Do not combine a current supply figure with an old reserve report.
  3. Map the liquidity path: Separate immediately available deposits from securities, fund shares and repo. Estimate realistic settlement, not just legal maturity.
  4. Inspect counterparties: List banks, repo dealers, fund managers, custodians and any secured borrowers. Concentration can matter as much as asset type.
  5. Read the footnotes: Look for encumbrances, related parties, valuation assumptions, exclusions and subsequent events.
  6. Assess legal structure: Determine whether reserves are held for token holders, owned by an affiliated entity, or available to general creditors.
  7. Compare disclosure quality: Prefer frequent reports with clear dates, granular categories and an identified assurance provider, while remembering that frequency does not eliminate other risks.

Why reserve composition matters to adoption

The Federal Reserve reported aggregate stablecoin market capitalization of $317 billion on April 6, 2026, more than 50% above early 2025. That market-size figure says nothing about any one issuer’s reserve mix, but it increases the importance of understanding how large portfolios behave under stress.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

In an April 2026 analysis, Federal Reserve authors wrote that “those that have a safer and more liquid reserve composition ─and hence lower run risk─ have exhibited relatively stronger adoption.” The statement is a general analytical observation, not a guarantee for an individual token. Liquidity, transparency and legal access can influence confidence alongside the headline peg.

The GENIUS Act was signed into law on July 18, 2025, according to the Federal Reserve. Detailed statutory wording and disclosure obligations should be checked in the current U.S. Code before relying on a particular legal interpretation; an official code page for 12 U.S.C. § 5903 was unavailable when this material was compiled.

Bottom line for readers

Stablecoin reserves can be cash, Treasury bills, overnight repo, government money-market funds or other permitted assets. “Backed” describes the issuer’s reported pool and promise; it does not by itself guarantee instant, lossless redemption. The practical test is whether the assets are liquid, properly valued, accessible through reliable banks and custodians, legally available to token holders, and disclosed with enough date and scope detail to judge them. Treat every percentage as a dated snapshot, every attestation as limited to its engagement, and every redemption promise as dependent on the legal and operational path that turns reserves into dollars.
