Reporting said 11 had no obvious publicly identified owner. That leaves key questions unanswered: who installed those devices, whether they collected or retained data, and who could access it. The discovery does not establish that the cameras were actively recording or that data was misused.
What St. Lucie County officials found
WQCS reported on October 5, 2026, that the county found 14 Flock cameras in county right-of-way after commissioners voted to prohibit their use on county-owned roads. The report appeared as the deadline for removal approached. Ars Technica reported on October 1 that 11 of the 14 had no obvious publicly identified owner and that county officials gave owners 30 days to remove the cameras. Those reports describe the situation at publication; they do not establish whether every device was later removed or claimed.

The distinction between “unpermitted” and “unclaimed” matters. The reporting identifies the cameras as lacking county permission, while the ownership question applies specifically to the 11 without an obvious public owner. Neither fact alone shows that a camera was operating, transmitting images, or storing records.

What remains unknown about the cameras and their data
The reporting does not establish who installed the 11 devices without publicly obvious owners, whether any of those cameras were collecting or retaining vehicle-location data, or who could access any associated data. It also does not establish whether any data was queried or misused. These are unresolved questions, not evidence of unauthorized surveillance.

To assess accountability for each device, the public would need clear answers about its owner and operator, authorization for its location, permitted data users, retention period, access logging and audit process, and removal or decommissioning status. The available reporting does not supply those details for every unclaimed camera.
Why ownership and access controls matter
License-plate reader networks can create records linking a vehicle to a place and time. Oversight therefore depends on knowing who can search those records, for what investigative purpose, how long records remain available, and whether searches are logged and audited. When a device’s operator is unclear, the public cannot readily determine which rules apply or who is responsible for enforcing them.

Flock Safety’s transparency portal for the St. Lucie County Sheriff’s Office includes sections on data retention and access policy and was last updated July 23, 2026. It is an agency transparency resource; it does not identify the operators of the unclaimed devices or establish that the sheriff’s office controlled them. A separate Fort Pierce case shows why safeguards matter
In a separate matter, WQCS reported on September 9, 2026, that Fort Pierce police investigated a former officer accused of accessing a Flock database 382 times between October 2025 and July 2026 to search the same plate. The report said Fort Pierce required a case number for system use and had changed its retention period from 30 days to seven. Those details concern Fort Pierce’s system and do not establish the policies, access, or activity associated with the St. Lucie County cameras. Read WQCS’s report on the Fort Pierce investigation.

County roads and state highways involve separate decisions
The St. Lucie County discovery and commissioners’ action concern county right-of-way and county roads. Separately, The Washington Post reported that the Florida Department of Transportation revoked permits for automated license-plate reader systems in state-highway rights-of-way, citing reports of misuse and privacy concerns. FDOT’s action involves a different authority and road jurisdiction; it should not be treated as the county’s decision or as proof about the unpermitted county-right-of-way devices. Removal can end a device’s presence in county right-of-way, but it does not by itself answer who installed it, whether it gathered data, what happened to any records, or who may have accessed them. Establishing accountability requires device-by-device information about ownership, authorization, system access and data handling, alongside confirmation of removal or other disposition.
