Spain’s Solaria Energía y Medio Ambiente and Uruguay signed an agreement on October 14, 2026, to develop a 500-megawatt data-center technology park supplied through a planned solar build and Uruguay’s state electricity utility. The first phase is projected for around 2029–2030 and combines 200 MW of data-center capacity with 350 MW of solar generation.

What Solaria is building

The agreement, signed by President Yamandú Orsi, covers a two-phase technology park with up to 500 MW of data-center capacity. It is an announced development agreement, not confirmation that construction, financing, permits or commercial operations have been completed.

Element Announced scope
Total data-center park 500 MW
Phase one data centers 200 MW
Phase one solar generation 350 MW
Phase two additional data centers 300 MW
Phase two additional solar Possible, but capacity not stated

The figures describe electrical capacity rather than a count of buildings, servers or tenants. Government announcements do not yet identify a final equipment design, specific computing services or confirmed data-center customers.

How the two phases are planned

Phase one

Uruguay’s Ministry of Industry, Energy and Mining (MIEM) says the opening phase would provide 200 MW of data-center capacity alongside 350 MW of solar generation. MIEM places the solar generation mainly in Florida and the first data-center development in Canelones.

Phase two

The second phase would add 300 MW of data-center capacity, bringing the park’s announced total to 500 MW. MIEM says additional solar generation may be developed, but it has not stated how many megawatts that expansion would provide.

Where the facilities will be located

The project spans three Uruguayan departments. Solar installations are planned for Florida. Data-center construction is planned first in Canelones and later in San José. The announcements do not identify final sites, substations, transmission routes or individual parcels.

Investment and jobs

Agencia EFE reports a total investment of US$5.7 billion. Its reported breakdown is US$5.5 billion for the data centers and US$200 million for 350 MW of solar generation. These are announced investment figures; the public information does not establish a completed financing close or a final expenditure schedule.

Will the solar plant power the data center?

The reported structure uses Uruguay’s state utility, UTE, as the intermediary. Bloomberg Línea reports that Solaria plans a 350 MW solar plant and a 40-year power-purchase agreement with UTE. Under that reported arrangement, Solaria would sell electricity to UTE, and UTE would supply the data center. That means the project is described as utility-backed renewable supply rather than a separately published, physically isolated solar-to-data-center connection.

MIEM says Solaria already operates solar plants in Young, in Río Negro, and Mercedes, in Soriano, selling their energy to UTE. The new project would therefore build on an existing Solaria–UTE operating relationship. The 40-year agreement remains a reported or planned structure unless a signed contract is publicly released.

Schedule: a target, not a guaranteed opening

MIEM places completion of the first phase in 2029 or 2030. Because the ministry gives a range, the date should be treated as a projection rather than a fixed delivery commitment. The public announcements do not confirm that all permits, financing, procurement, grid works or construction contracts are in place.

A 2029–2030 first phase would precede the proposed second phase, but no public timetable for the 300 MW expansion has been stated. The agreement also does not announce operational dates for individual facilities or data-center tenants.

Why the project matters for Uruguay

A 500 MW technology park would be a major power and infrastructure project for Uruguay, combining large-scale computing demand with new renewable generation. President Orsi called the agreement “Es una señal de Uruguay al mundo. Somos un país donde se puede invertir, donde se puede crecer y donde las reglas están claras” (“It is a signal from Uruguay to the world. We are a country where investment and growth are possible, and where the rules are clear”).

Industry and Energy Minister Fernanda Cardona described it as “Es un proyecto país” (“It is a national project”) and said it “trasciende” governments (“goes beyond” governments), adding that Uruguay is “dejando un compromiso de trabajo” (“leaving a commitment to work”). Those statements express the government’s strategic intent; they do not by themselves establish construction progress or economic outcomes.

What is still unknown

  • The final engineering design, cooling system and computing equipment have not been published.
  • No confirmed commercial tenants or operating services have been announced.
  • Public announcements do not provide a financing close, permit list, construction start date or final grid-connection design.
  • Phase-two solar capacity, costs and schedule remain unspecified.
  • The reported 40-year UTE power-purchase arrangement has not been published as a signed contract in the available announcements.

Bottom line for readers

Solaria’s Uruguay project is a signed, government-announced plan for a 500 MW data-center park, beginning with 200 MW of data centers and 350 MW of solar generation. Solar facilities are planned in Florida, while data-center phases are planned for Canelones and San José. The announced investment is US$5.7 billion, with 3,100 first-stage construction jobs and 1,500 projected permanent jobs at full operation. The first phase is targeted for 2029–2030, but those figures remain projections until permits, financing, construction and contracts are documented.
