Spain’s Congress of Deputies rejected two housing decree-laws on October 2, 2026, defeating proposals from Prime Minister Pedro Sánchez’s coalition government as renters protested outside Parliament. Neither decree took effect: the vote stopped the proposed protections and lease rules from becoming law.
What happened in Spain’s Parliament?
The Congress of Deputies, Spain’s 350-seat lower house, voted down both government housing decrees on October 2, 2026. The votes came amid demonstrations calling for stronger help for renters. Sánchez urged lawmakers: “Do the right thing, or history will judge you, and sooner than you think,” Deutsche Welle reported (Deutsche Welle’s report).

| First decree | Protections intended to prevent evictions of vulnerable people; restrictions affecting short-term leases; measures aimed at making real-estate speculation harder; and tax incentives intended to encourage renting and housing construction. | Rejected; none of these proposed measures took effect through this vote. |
| Second decree | Automatic renewal of residential leases at expiry, and a requirement that an owner who broke a contract pay the tenant 12 months’ rent. | Rejected; the proposed renewal and payment rules did not become law through this vote. |
Why did the parties oppose the decrees?
Junts, the Popular Party and Vox voted against the proposals. Junts argued that the measures would tighten the housing market. Opponents also objected to the government’s use of decree-laws, saying it should build support for legislation with other parties.

What happened after Maricarmen Abascal’s eviction?
The protest surge followed the eviction from her Madrid home of Maricarmen Abascal, who was 87 at the time. The eviction became a rallying point for renters’ groups. The renters’ association Sindicato de Inquilinas called for further demonstrations and pressed for a general strike. Coverage described protests in Madrid and activity elsewhere in the country, but did not establish a precise crowd size.

Does the defeat mean Spain will hold an early election?
The rejection was described as a political setback for Sánchez’s coalition, and early elections were discussed as a possibility. The reporting does not establish that an election had been called. The defeat itself changed the status of these proposals: Parliament rejected them rather than enacting them.
