SpaceX’s One-Million-Satellite AI Network: How It Would Work and What “Collision Prevention” Really Means

SpaceX has proposed an orbital data-center network of up to one million satellites. It has not been authorized to build one. The company’s January 30, 2026 application to the FCC describes AI computing satellites in orbit between 500 and 2,000 km, linked mainly by lasers and routed to the ground through Starlink. Its answer to the obvious safety question is automated collision avoidance, onboard propulsion, disposal planning and data sharing with other operators. All of that is a plan and a set of company claims. None of it has been demonstrated at this scale. As of October 7, 2026, the FCC has accepted the filing for public comment, which is a procedural step and not an approval.

What SpaceX has actually proposed

The filing describes an “Orbital Data Center” system. The key parameters are proposed limits, not a deployment schedule:

  • Size: up to one million satellites.
  • Altitude: between 500 and 2,000 km.
  • Geometry: narrow orbital shells, each up to 50 km wide.
  • Communications: mainly high-bandwidth optical (laser) links, both within the network and to first- and second-generation Starlink satellites, with backup telemetry, tracking and command links.
  • Ground connection: Starlink routes traffic to authorized ground stations.

Coverage of SpaceX’s October 2026 safety material describes a related plan for up to 100,000 Starlink satellites alongside up to one million “Starmind” AI satellites. Treat “Starmind” as the name used in that reporting for the AI satellites, not as an approved product or a confirmed final design.

How the network would work

Compute in orbit, data through Starlink

The basic idea is to move energy-hungry AI computing off the ground. SpaceX argues that satellites can run on solar power and radiate waste heat into space. Those are the applicant’s arguments. Nothing in the filing independently establishes that orbital computing would be cheaper or environmentally better than ground data centers, and the filing does not show a working system.

  • HOBBY MODEL KIT – Unassembled model packed in an envelope with easy to follow instructions. Ideal for ages 14 and up.
  • NO GLUE OR SOLDER NEEDED – Parts can be easily clipped from the metal sheets. Tweezers are the recommended tool for bending and twisting the connection tabs.
  • VOYAGER – 1.5 Sheet Model with a moderate difficulty level. Assembled Size: 1.38 x 1.77 x 6.70 inches.
  • FROM STEEL SHEETS TO 3D – Pop out the pieces and connect using tabs and holes. Includes illustrated instructions.
  • HIGHLY DETAILED ETCHED MODEL – Display your 3D model once completed - collect and build them all.

Because the compute satellites would mostly talk to each other and to Starlink by laser, the existing Starlink fleet would act as the backbone. Starlink would carry results down to authorized ground stations, so the new satellites would not each need their own direct ground links.

Clusters flying in tight formation

Reporting from Teslarati on October 6, 2026 adds the most concrete architectural detail so far. It quotes SpaceX vice president Michael Nicolls: “We need to operate clusters of satellites in tight formation to get enough coherent compute to run AI models efficiently.” He is quoted describing a cluster as “10-ish satellites connected with 10 terabits or so of bandwidth between them, and interconnected to the broader constellation.”

This matters for safety as well as performance. Satellites in tight formation have to hold close, deliberate separations from one another while staying clear of every other object in the same shells. These are company statements as reported, and they describe a concept rather than a verified final architecture.

How SpaceX says it will manage collision risk

The application says the system “will leverage SpaceX’s advanced, automated collision avoidance system for low-latency risk assessment and response.” That is the applicant’s own characterization. The measures it lists are:

  • APOLLO CSM – 3.5 Sheet Model with a challenging difficulty level. Assembled Size: 5.07 L x 2.28 W x 3.45 H inches.
  • FROM STEEL SHEETS TO 3D – Pop out the pieces and connect using tabs and holes. Includes illustrated instructions
  • HIGHLY DETAILED ETCHED MODEL – Display your 3D model once completed - collect and build them all
  1. Automated risk assessment and response. Software, not human operators, evaluates close approaches and triggers maneuvers.
  2. Electric propulsion. Satellites carry thrusters for precise maneuvering.
  3. Propellant and maneuver reserves. These are meant to cover orbit raising, station-keeping, collision avoidance and disposal.
  4. Very-low-altitude early testing. New satellites would be checked at altitudes where atmospheric drag brings a failed unit down on its own.
  5. End-of-life disposal. Retired satellites would re-enter or move to disposal orbits.
  6. Data sharing and coordination. SpaceX says it will share data and coordinate mitigation of high-risk conjunctions with other systems.

“Prevent” is therefore stronger than what SpaceX itself claims. The application describes risk assessment, avoidance and reduction. A satellite that can dodge only helps if it knows where the other object will be, and that is where other operators come in.

The weak point: other operators’ data

SpaceX’s current safety messaging focuses on ephemeris data, the predicted orbital positions that let operators calculate close approaches. Teslarati reports that SpaceX has made a free ephemeris-sharing and screening platform available, and that the company objects to operators who withhold maneuver plans. The Starlink message it reproduces reads: “We encourage every operator to not only share ephemeris data proactively the same way Starlink already does, but to also adopt the high standards of space safety that SpaceX and Starlink use every day.”

Sharing helps, but it is a coordination aid and not a guarantee. It works only if other operators take part, and SpaceX’s own reported figures suggest many do not (see below). A satellite that maneuvers unannounced can turn a safe pass into a close one, however good the other side’s software is.

The numbers, with owners and dates

Figure Who stated it Date Caveat
Up to 1,000,000 satellites; 500–2,000 km; shells up to 50 km wide SpaceX FCC application January 30, 2026 Proposed limits, not an approved deployment plan
More than 1,000 automated collision-avoidance maneuvers per day by Starlink in 2025 SpaceX prospectus June 2026 Company-reported and specific to Starlink, not the proposed AI fleet
About 650 unique maneuvering third-party satellites posed collision risks in 2026; only about half shared data SpaceX, as reported by Teslarati October 6, 2026 Not independently audited
Roughly 164,000 close approaches within four hours of an unannounced maneuver, over six months SpaceX, as reported by Teslarati October 6, 2026 Not independently audited
About 10 satellites and about 10 terabits of bandwidth per compute cluster Michael Nicolls, as quoted by Teslarati October 6, 2026 “Ten-ish” and “or so” are his qualifiers; a concept, not a final design

These numbers show that Starlink’s avoidance system is already busy and that SpaceX sees incomplete data sharing as a real problem. They do not show that the proposed AI fleet has flown or performed a single avoidance maneuver, and a system that is more than ten times the proposed scale of today’s problem is a different test.

Regulatory status: under review, not approved

The FCC’s Space Bureau accepted the application for filing and opened it to public comment. That puts the proposal into regulatory review. It does not grant authority to launch or operate anything. As of October 7, 2026, no approval has been reported, and the status could change as the proceeding advances.

What critics say

The American Astronomical Society filed a petition to deny. It argues that the constellation could harm optical and infrared astronomy, worsen orbital congestion and collision risk, and have environmental effects that cannot be evaluated from the detail in the application. It specifically says the filing does not give enough information on satellite size and how often satellites would be disposed of to assess some of those effects.

The petition is an advocacy filing. It is not an FCC finding, and its predictions are not settled outcomes. Likewise, SpaceX’s assurances are the applicant’s. The sources establish that the two sides disagree. They do not show which side the FCC will find more persuasive.

How to judge the claims as the proceeding moves

  • Authorization: has the FCC granted anything, and with what conditions?
  • Scale and density: how many satellites per shell, and how much do tight-formation clusters add to crowding?
  • Data sharing: do other operators publish maneuver plans and ephemeris, and does the “about half” figure improve?
  • Disposal: how many satellites would be retired each year, and how large are they? This is the detail the AAS says is missing.
  • Track record: does the avoidance performance shown on Starlink carry over to a different class of satellite in higher orbits?
  • Side effects: what is the demonstrated impact on astronomy and on the atmosphere from re-entries?
