SpaceX says Starshield has been awarded more than $6 billion in multi-year U.S. government contracts. At the same time, DOGE has reported large savings from contract, grant and lease actions—but the Government Accountability Office (GAO) found significant gaps in how many of those savings were calculated and supported. The figures describe different things, so they do not show that one Musk-linked contract was funded by cuts elsewhere, or that everything else was slashed.
What did SpaceX say it was awarded?
In its release for the quarter ended June 30, 2026, SpaceX said Starshield had been awarded over $6 billion in multi-year U.S. government contracts. Starshield is SpaceX’s government-focused service; the figure is company-reported, not an independently itemized accounting of federal payments.

The release does not identify the contracts, list their award dates, or say how much has been obligated or paid. It therefore supports the claim that Starshield has a large aggregate contract total, but not that SpaceX received $6 billion during the quarter—or that $6 billion has already gone to the company. The source is SpaceX’s “SpaceX Reports Second Quarter 2026 Results,” filed with the SEC.

How much spending does DOGE say it cut?
DOGE’s Wall of Receipts reported $110.34 billion in claimed savings across contracts, grants and leases as of July 7, 2026. In its August 6, 2026 report, DOGE Wall of Receipts: More Transparency Needed on How Savings Are Derived from Contract, Grant, and Lease Terminations, GAO said “some savings estimates are incorrect or lack supporting evidence.” That is a warning about the reliability of the reported total, not a finding that every listed action was invalid.

DOGE has also published a broader $215 billion estimated-savings figure on a page last updated January 1, 2026. DOGE describes that estimate as combining asset sales, contract and lease cancellations or renegotiations, fraud and improper-payment deletion, grant cancellations, interest savings, programmatic changes, regulatory savings and workforce reductions. It is DOGE’s estimate; GAO’s examination of the contract, grant and lease subset does not validate that broader total.
Did federal contract and grant obligations fall overall?
GAO’s analysis of USAspending.gov data found that total federal obligations in both categories were higher in fiscal year 2025 than in fiscal year 2024:

These are GAO’s fiscal-year totals, not DOGE savings figures. Total obligations can rise even while particular awards, agencies or programs are reduced; these totals do not identify which areas gained or lost funding. They also cannot establish whether a Starshield contract affected spending elsewhere.
Why a claimed saving is not the same as money recovered
A contract termination can prevent some future spending, but it does not necessarily reverse money already obligated. A projected reduction in costs over a contract’s lifetime is also different from cash already saved. Those distinctions matter when comparing DOGE’s reported savings with federal obligations or a multi-year contract value.

- Contract claims: GAO found that DOGE did not use its stated methodology for the majority of contract savings it reviewed.
- Grant claims: DOGE did not provide enough information for GAO to verify the method behind 96 percent of reported grant savings.
- Lease claims: GAO said DOGE did not explain how it calculated lease savings. Of 264 leases DOGE listed for termination, 108 were already being phased out when DOGE was established.
- A selected contract example: DOGE reported $1.7 billion in savings for a Defense Health Agency IT contract, but GAO found no termination or reduction in the contract’s scope, value or funding.
A separate Department of Homeland Security audit illustrates the difference between realized reductions and projections. DHS reported terminating 438 contracts and deobligating $92 million through September 30, 2025. It also estimated $10.5 billion in potential cost avoidance over those contracts’ lifespans; that estimate is not $10.5 billion in cash already saved.
Does Musk’s Pentagon study role mean another contract was awarded?
No contract award follows from the study announcement alone. On September 30, 2026, Defense Secretary Pete Hegseth announced Project Meridian, a Pentagon study led by Musk, Anduril founder Palmer Luckey and former House Speaker Newt Gingrich. The announcement establishes a study role; the reported account does not describe a contract awarded in connection with it. A study leadership role and a procurement award are different facts.

What the headline can—and cannot—establish
The supported comparison is narrower than “everything else is getting slashed”: SpaceX reports a large multi-year government-contract total for Starshield while DOGE pursues reductions across federal agencies. The available figures do not compare the same spending category, time period or accounting measure. Starshield’s aggregate award figure is not a payment total; DOGE’s claimed savings are not equivalent to total government obligations; and GAO’s FY2024–FY2025 figures show higher aggregate contract and grant obligations, not the absence of cuts in individual programs.
