There is no single best space-debris removal method. Nets can envelop irregular objects, harpoons can attach a tether, lasers work without contact, and robotic arms can grasp a target after a carefully planned rendezvous. The right choice depends on the debris object’s shape, spin, materials, attachment points, the chaser’s available propulsion and sensors, and how the captured stack will be disposed of.
Orbital demonstrations give nets and harpoons the clearest evidence of flight testing. Robotic capture is represented by ESA’s ClearSpace-1 mission, which is designed to collect a 95 kg target with four arms and is listed for a planned 2029 launch. Laser removal remains a demanding research concept rather than a demonstrated operational cleanup mission.

Why removing debris is difficult and urgent
Space debris includes non-functioning satellites, spent rocket hardware and fragments left in orbit. Every removal attempt is itself a spacecraft mission performed near an uncontrolled or partly controlled object. A chaser must determine the target’s orbit and attitude, approach without colliding, attach or influence it safely, and then move the combined mass into a disposal orbit or an atmospheric reentry path.

Luisa Innocenti, head of ESA’s Clean Space initiative, said: “Even if all space launches were halted tomorrow, projections show that the overall orbital debris population would continue to grow, as collisions between items generate fresh debris in a cascade effect.” (ESA) Removing a high-risk object can therefore protect future missions, but a failed capture that breaks the target apart would make the problem worse.

How the four methods remove debris
Nets: envelop the object, then stabilize or tow it
A servicing spacecraft launches a net around the target. Once the mesh has closed, the chaser must prevent the object and net from swinging into one another and establish control of the combined system. The chaser can then tow the object or guide it toward disposal.
A net does not require a single hard grapple point, so it can suit objects with protrusions, irregular outlines or uncertain attachment locations. That flexibility is also its central challenge: mesh deployment, contact with a tumbling body, entanglement and post-capture attitude control are difficult to predict. The net and tether must remain clear of the chaser’s solar panels, sensors and propulsion system.
NASA identifies the RemoveDEBRIS mission as having successfully tested a net in orbit (NASA’s 2024 Small Spacecraft Technology State of the Art, Deorbit Systems). The demonstration used a mission test target; it does not prove that every shape, mass or spin state can be captured in the same way.

A harpoon fires into or through the debris object and stays connected by a tether. The attachment can provide a firm mechanical link for pulling, stabilizing or deorbiting the target. Compared with a loose net, a successful harpoon strike can give the servicing spacecraft a more defined load path.

The approach demands accurate relative navigation and timing. The target must have a structure that can accept the impact without shattering or shedding fragments, and the harpoon, tether and chaser must absorb the resulting forces. A miss can leave the chaser close to a still-tumbling object; an impact into a weak panel or tank could create secondary debris.
NASA also lists RemoveDEBRIS as having successfully tested a harpoon in orbit (NASA). As with the net trial, that result is an orbital demonstration against a prepared test target, not a universal success guarantee for abandoned satellites.
Lasers: change the orbit without touching the object
Laser concepts are non-contact methods. A beam can be studied for transferring a small amount of momentum or changing the rate at which an object’s orbit decays. Because no grapple, net or projectile contacts the debris, a laser could avoid some mechanical attachment problems.
Practical deployment is demanding. The system needs precise tracking of a target that may be tumbling, extremely accurate pointing and beam control, substantial electrical power, thermal management and operating rules that prevent the beam from endangering other spacecraft or sensors. The effect must also accumulate in a controlled way that produces a useful disposal trajectory.

The cited NASA material discusses laser-ranging equipment in connection with debris-removal research while separately describing the RemoveDEBRIS net and harpoon tests (NASA deorbit-systems material). It does not document an operational laser mission that has cleaned up an uncontrolled debris object. Laser ranging, which measures distance, should not be confused with a laser-removal system that changes a target’s orbit.
Robotic arms: rendezvous, grasp and control the object
A robotic-capture spacecraft first matches the target’s orbit and performs close-proximity operations. Its arms then grasp a selected structural feature. After capture, the chaser and target become one stack whose attitude and orbit must be controlled for disposal or reentry.
ESA notes that the process must overcome target tumbling before the combined spacecraft can change orbit for disposal or atmospheric reentry (ESA, Active debris removal). Arms can offer a deliberate, inspectable grip and may be useful when the target has a known interface, fixture or other robust structure. They require sophisticated sensors, relative navigation, collision-avoidance manoeuvres and enough time and propellant to operate close to the target.

How mission designers choose a method
Start with the target, not the hardware
Operators first need an adequate description of the object’s orbit, size, shape, materials, spin and available attachment points. An irregular body with no obvious grapple fixture may favor a net, while a robust structural member could support a harpoon or arm. A rapidly tumbling target raises the difficulty for every contact method and makes laser tracking more demanding as well.
Assess the approach and failure modes
The chaser’s navigation uncertainty, collision risk and time spent near the object are as important as the capture device. A harpoon requires a precisely timed shot; a robotic arm requires controlled relative motion through the grasp; a net requires predictable deployment and tether behavior. A non-contact laser removes the attachment event but shifts the burden to tracking, pointing, power and thermal control.
Design the disposal path before capture
Capture is only halfway through the mission. Engineers must show that the chaser can control the combined stack, change its orbit and complete a planned disposal or reentry. The selected method, tether or arm must continue to withstand loads during that manoeuvre. If the disposal path is not credible, a successful attachment can still leave a large uncontrolled object in orbit.
Best Value
Account for governance and operational safety
Active debris removal involves another spacecraft intentionally changing an object’s orbit. Mission planners therefore need coordination with other operators, accurate tracking and rules for laser use, communications and collision avoidance. Laser systems have additional safety and pointing constraints, while projectile and contact systems must demonstrate that a failed attempt will not generate a debris cloud.
Which method works best?
Nets and harpoons have the clearest cited orbital demonstrations, robotic arms offer controlled capture for a specifically designed rendezvous, and lasers offer a promising non-contact idea that remains technically and operationally demanding. That ranking is about the evidence and use cases, not a universal performance league table.
For an object with an irregular exterior, a net may avoid the need to identify one strong grapple point, provided the mission can control the mesh and tether afterward. For a structurally robust target and a mission able to perform a precise approach, a harpoon can create a firm tether but carries impact and fragmentation risk. A robotic arm is attractive when engineers can characterize the target and reach a safe grasp point, as ClearSpace-1’s PROBA-1 mission is intended to do. A laser could be valuable where physical contact is too risky, but its tracking, beam-control, power and safety requirements mean that the cited sources do not yet support calling it a proven cleanup option.

The practical answer is therefore target-specific engineering: select the method that gives the chaser the safest credible path from rendezvous to controlled disposal, while minimizing the chance that an unsuccessful attempt creates more debris.
