Recommended Free Tools
Short answer: Schools should not choose an AI system by the label “sovereign” or “public.” Choose the arrangement whose data practices, legal terms, security, safeguards, accessibility and educational value are documented for the specific task. Local hosting or regional data residency can improve some controls, but neither proves that a system is safe, accurate, unbiased or compliant.
For low-risk work that contains no pupil or staff personal information, an approved public tool may be adequate. Student-facing interaction, personalization, profiling, assessment, discipline and other consequential uses require a much stricter review, explicit contracts and accountable human decisions.

What schools are actually deciding
The practical choice is not “safe sovereign AI versus unsafe public AI.” It is whether a particular service configuration gives the school enough control for a defined use case and data class.
A free consumer chatbot, an individual paid subscription, an education tenant and an AI feature embedded in a learning platform can all have different data flows and contractual terms. Treat each as a separate service. Record the intended task, users, data, retention period, integrations and decision-maker before comparing products.

For example, drafting a generic lesson outline with no personal information is materially different from analysing a child’s support plan, generating a risk profile or recommending a disciplinary action. The latter uses sensitive information or influences a consequential decision, so it needs stronger safeguards, documented authority and human review regardless of where the model runs.
What “sovereign AI” can mean in a school
“Sovereign AI” has no single, universally settled definition for schools. The European Commission’s policy work treats sovereignty as a set of assurance dimensions rather than a binary badge. A school should define the controls it needs and test them individually.
| Dimension | Questions to answer | What a positive answer would establish |
|---|---|---|
| Data and metadata location | Where are prompts, files, account details, IP addresses, device information and logs stored and processed? | A documented location for each data type, including backups and support systems; location alone does not establish legal control. |
| Operational control | Who operates the infrastructure, administers accounts and can access content or logs? | Named operators, role-based access, audit records and a school-controlled process for granting and removing access. |
| Legal jurisdiction | Which entity contracts with the school, which laws apply, and could another jurisdiction compel disclosure? | A clear legal analysis rather than an assumption based on a regional data centre. |
| Provider independence | Who owns the provider and key dependencies? Can a change in ownership or policy alter the school’s controls? | Contractual notice, exit and continuity rights that remain useful if the provider changes. |
| Software and supply chain | Can the school identify model components, subprocessors, update channels and security responsibilities? | Enough transparency to assess vulnerabilities and supplier concentration. |
| Model control | Can the school select models, disable features, constrain prompts, set retention and configure content filters? | Configurable boundaries suited to age, curriculum and risk; not a guarantee of correct output. |
| Access, logging and deletion | What is logged, who sees it, how long is it retained, and can records be exported or securely deleted? | Verifiable lifecycle controls and evidence that deletion includes replicas and subprocessors where applicable. |
| Portability and resilience | Can the school export required records, change models and continue operating if terms or availability change? | Reduced lock-in and a practical continuity plan. |
The Commission describes four proposed sovereignty assurance levels in its Cloud and AI Development Act material. Its explanation of the framework uses eight categories and 48 assessment criteria. These are policy frameworks, not a universal certification carried by every school product; ask for the evidence behind each claimed control.
How public AI tools differ
“Public” describes availability, not one privacy model. A consumer service may retain prompts to improve its model, while an education or enterprise configuration may offer contractual restrictions, administrative controls or an opt-out. Those terms can change by plan, region and feature.
UK Department for Education guidance says many free generative-AI tools use user inputs to train or refine models, while some, largely paid tools allow an opt-out. A paid plan is not automatically compliant: the school must verify the enforceable contract, actual configuration and treatment of uploaded files and metadata. The guidance also says schools must not permit student original work to train models without permission or an applicable legal exception. Read the current UK generative-AI guidance and the service’s terms together.

The data path to map before approval
Ask for a complete data-flow description, not just a statement that data are “encrypted” or “hosted locally.” The UK’s school guidance notes that a tool may process location, IP address, system and browser information in addition to the text a user enters.
- Inputs: prompts, uploaded documents, images, audio, student work, names, identifiers and free-text notes.
- Account and device data: usernames, role, age or date of birth, IP address, browser, operating system, device identifiers and approximate location.
- Interaction records: conversation history, moderation events, feedback, usage analytics and administrator logs.
- Recipients: the provider, subprocessors, support personnel, model hosts, analytics services and any external integration.
- Purposes: delivering the requested response, safety monitoring, debugging, analytics, personalization, product improvement or model training.
- Lifecycle: live retention, backups, legal holds, export, account closure and deletion requests.
Require the vendor to state whether each category is collected, optional, retained, shared or used for training. “We do not sell data” does not answer whether employees or subprocessors can access it, whether prompts remain in logs or whether a model is improved from them.
Comparison checklist for any tool
| Decision axis | Questions for the vendor or school IT team | Why it matters |
|---|---|---|
| Collection and training | What fields, prompts, files, metadata and logs are collected? Are inputs used for training or product improvement? Is an opt-out enforceable for this plan and region? | Users may disclose more information than they realise, and training can create a separate use of student work. See DfE data-protection guidance. |
| Control and jurisdiction | Where does processing occur? Which entity operates it? Which laws may compel disclosure? Are support staff or subprocessors outside the stated region? | Residency does not answer who controls operations or which legal duties apply. |
| Contract and roles | Who is controller and processor for each purpose? What are the duties for security, subprocessors, breach notice, return, deletion and use beyond school instructions? | Responsibilities must match the school’s own legal and safeguarding duties. See DfE EdTech procurement guidance. |
| Safeguards and quality | How are harmful, inaccurate and biased outputs moderated? Can staff set restrictions, review logs and suspend access? | Schools need authorised oversight and a response when the system fails. |
| Age, accessibility and interaction | Are there age limits? Can pupils with disabilities use the interface? Can the system contact pupils, staff or external parties? | Student access creates distinct safeguarding, inclusion and supervision duties. |
| Educational value and cost | Which learning or workload problem is being solved? How will the school measure learning, participation, accessibility and implementation burden? | More control does not demonstrate better teaching or learning. |
| Portability and resilience | Can required records be exported, another model substituted and service continued during an outage or contract change? | These are practical tests of institutional control; confirm them in architecture and contract documents. |
A six-step school review process
-
Define the use case and data class
Write down the educational or administrative task, who will use the tool, what information may be entered and whether it involves children’s data, assessment, profiling, personalization or a consequential decision. The UK guidance recommends avoiding personal data in generative-AI tools unless it is strictly necessary and appropriate safeguards are in place.
-
Check approval and involve the right people
Compare the proposal with privacy, safeguarding, information-security and acceptable-use policies. Involve the data-protection officer or privacy lead, IT/security lead, designated safeguarding lead, procurement and relevant instructional staff. The US Department of Education’s Privacy and Education Technology resources point schools to education-service evaluation, model terms and cloud guidance.
-
Map data and contract terms
Obtain written answers on collection, retention, training, sharing, subprocessors, locations, access, deletion, return, breach notification and material product changes. Identify the school’s legal role and the provider’s role for every purpose. Reject vague permission to use school data for “business purposes” until its scope is understood.

Set human review and boundaries
Specify prohibited data, approved tasks, age restrictions, disclosure rules, escalation routes and retention limits. Require staff to review generated materials. Keep a human decision-maker responsible for grading, placement, discipline, safeguarding referrals and other high-impact outcomes.
-
Evaluate and revisit
Set measures tied to the stated learning or workload objective, including accessibility and learner experience. Record incidents, audit permissions and review the assessment after model, subprocessor, policy or feature updates. Approval should expire or be revalidated when the service materially changes.
Match controls to the use case
| Use case | Typical data risk | Minimum decision posture |
|---|---|---|
| Generic brainstorming or lesson-outline drafting with no personal information | Low, provided staff do not paste identifying details or confidential material | An approved configuration, staff training, output checking and a clear rule against entering personal data may be sufficient. |
| Teacher feedback on identifiable student work | Personal data and potentially copyrighted original work; training and retention become central questions | Use only a contract and configuration that address training, retention, access and deletion; anonymise where feasible and require teacher review. |
| Student-facing tutoring or chatbot interaction | Children’s data, age restrictions, safeguarding, accessibility and exposure to harmful or inaccurate content | Require approved age access, monitoring by authorised staff, escalation procedures, tested content controls and an accessible interface. |
| Personalisation, profiling or early-warning predictions | Inferences about a child can affect opportunity and create bias or security risks | Conduct a documented impact assessment, define human authority, test for disparate effects and prohibit automatic decisions unless law and policy clearly permit the process. |
| Grading, placement, discipline or safeguarding decisions | High impact; errors can directly affect rights, education and safety | Keep the decision with qualified staff. AI may assist with administrative work only where approved, explainable enough for review and never treated as the final authority. |
Why local hosting is not a safety guarantee
A locally hosted or offline model can reduce some external transfers and may give the school more control over logs, updates and network access. California public-school guidance lists offline or locally hosted platforms as an option to consider for sensitive data, alongside governance, secure transmission, audits, monitoring and procurement alignment; it does not present local hosting as automatic compliance. See the California Department of Education guidance.
Local deployment can still have vulnerable servers, excessive administrator access, poor patching, weak backups, inaccurate outputs, biased training data, inaccessible interfaces and inadequate moderation. The school may also inherit responsibility for model updates, incident response, energy capacity, licences and specialist staff. Compare the complete operating model with a managed service rather than treating location as the deciding factor.

Human oversight, accessibility and learning value
Pennsylvania guidance recommends human review of AI-generated material, especially for grading, placement and discipline, and asks schools to evaluate learning outcomes, accessibility, engagement and instructional value. Its plain-language principle is: “All student data is sensitive, and AI systems must comply with all applicable federal and state laws protecting that data.” Read Implementing AI in Schools.
Supervision must be operational, not merely written in a policy. The UK procurement guidance states: “AI (artificial intelligence) tools must allow for monitoring and supervision by appropriate and authorised members of staff in the school.” Decide which staff can inspect interactions, how quickly they must respond to a safeguarding flag, what evidence is retained and how a pupil or parent can challenge an output.
Accessibility testing should include keyboard navigation, screen-reader compatibility, captions or transcripts, readable language, colour contrast, response-time needs and alternatives for pupils who cannot use the primary interface. Evaluate whether the tool supports the curriculum and teacher practice rather than measuring activity alone.
Jurisdiction examples schools should distinguish
These examples illustrate different policy contexts; they are not a global legal checklist. A school must verify the law, regulator guidance and contractual requirements that apply to its own location and entity.

Contract questions to put in writing
- List every category of pupil, staff, account, device, prompt, file and log data collected.
- State whether data are used to train, fine-tune, evaluate or otherwise improve a model, and provide an enforceable opt-out where offered.
- Name the controller, processor, subprocessors and support locations for each purpose.
- Specify storage and processing regions, international-transfer mechanisms and disclosure procedures for government requests.
- Set retention periods, backup treatment, return and deletion processes, including verification after account closure.
- Define encryption, authentication, role-based access, audit logs, vulnerability management and breach-notification deadlines.
- Describe moderation, age controls, accessibility support, bias testing, accuracy limitations and staff-supervision tools.
- Require notice and approval for material model, subprocessor, terms or feature changes.
- Provide export formats, transition assistance and a workable exit plan.
Operational safeguards after approval
Publish a short staff and pupil acceptable-use rule: what information may never be entered, which tools are approved, how AI assistance must be disclosed, how outputs must be checked and where concerns are reported. Train staff to remove names and identifiers, recognise fabricated citations and challenge stereotyped or unsafe recommendations.
Best Value
Use role-based accounts rather than shared logins. Review administrator access, monitor unusual downloads and repeated attempts to bypass filters, and keep an incident record. When a product update changes retention, model behaviour, integrations or age settings, pause the affected use until the assessment is refreshed.
Keep an inventory of approved tools, owners, data classes, contract expiry dates, DPIAs or equivalent assessments, review dates and known limitations. This makes it possible to remove a tool quickly if a provider changes terms or if the school cannot supervise its use.
A defensible decision rule
Approve a public tool when the task is low risk, the configuration and contract prohibit unsuitable data use, staff can supervise outputs and the educational benefit is measurable. Require stronger institutional or sovereign controls when the task involves sensitive information, children’s direct interaction, profiling, personalisation, assessment or other consequential decisions—but verify those controls rather than accepting a sovereignty claim.
The final sign-off should identify the accountable school owner, permitted data, approved users, human decision-maker, monitoring method, review date and exit trigger. If the school cannot explain the data path, legal roles, safeguards and learning purpose in those terms, it is not ready to use the system with pupils or staff information.
