President Lee Jae Myung said on 6 October 2026 that signs of AI use had emerged in some incidents. The reported intrusions involved systems used by employees, contractors and loan recruiters—not customer-facing online or mobile banking, according to the Financial Services Commission (FSC), as reported by American Banker.
What is confirmed—and what remains suspected?
The reported incidents affected four commercial banks, two savings banks and one capital company. Coverage by American Banker and a GBHackers summary names Shinhan Bank, KB Kookmin, Hana Bank, BNK Busan Bank, Yegaram Savings Bank, Welcome Savings Bank and Hyundai Capital. Reports describe breaches or exposure of customer information, but totals differ and the available accounts do not establish a single final count.

Lee told a Cabinet meeting on 6 October that signs of AI use had emerged in some hacking incidents. That is a suspicion, not an official finding that AI was used in every breach—or proof that an AI system independently carried out an attack. Police have opened an investigation, and responsibility has not been attributed.

Figures below are those attributed in the cited coverage; they are not a reconciled total. Some reports count people, others records, and coverage may refer to different incidents or reporting cutoffs.

A security-vendor blog reported a much larger figure—144,000-plus customers and 119,000 Kookmin card clients—but that account is not corroborated by the mainstream coverage cited here and should not be treated as established. The reports do not confirm theft of payment credentials. Exposure of names, phone numbers or income information can nonetheless help criminals make convincing phishing messages or impersonation attempts.
Where did the reported intrusions enter?
The FSC said the reported entry points were systems used by staff and outside personnel, not customer-facing internet or mobile banking, according to American Banker. Examples described in coverage include a Shinhan lookup service built for loan recruiters, a mobile work-support system used by employees at another bank, and a sales-support system at a third bank.

Coverage citing Yonhap and cybersecurity experts described a theory that attackers may have used AI agents to probe for vulnerabilities before gaining unauthorized access to a loan-recruiter service. Reporting also described a Chinese-language string found in infrastructure believed to be linked to an intrusion, translated as “AI autonomous penetration testing console” and associated with ARTEX AI, an open-source, large-language-model-based penetration-testing framework.

That string is a clue, not proof that ARTEX AI was used, that an AI agent performed the intrusion autonomously, or that the same method was used across all seven firms. An unnamed government official told AFP it was “highly likely” ARTEX AI had been used, but the claim remains unconfirmed. Lee’s remarks likewise referred to signs of AI use, not a completed technical attribution.
Use of a Chinese-origin open-source tool would not identify an attacker as Chinese. The tool is publicly available, and the IP addresses observed in connection with the activity appeared across multiple countries. The head of the Financial Security Institute said an attacker cannot be identified from IP addresses alone, according to AFP coverage.

What are authorities and institutions doing?
Police announced a formal investigation on 6 October 2026. The Korean National Police Agency assigned 28 investigators from its cyberterrorism unit across four teams, according to American Banker. The FSC and Financial Supervisory Service (FSS) ordered comprehensive internal reviews and heightened security measures across the financial sector.

What should customers do now?
The reporting does not establish that payment credentials were stolen, but anyone notified that their information was exposed should treat unexpected contact with caution. In particular:
- Do not share passwords, verification codes, card details or account information in response to an unsolicited call, text or email.
- Contact the bank using the number in its official app, on a card, or on its website—not a link or callback number in a message.
- Be skeptical of messages that cite a loan application, income information or personal details to pressure you into acting quickly.
- If you reused a password and the bank confirms an account credential was exposed, change it anywhere it was reused and enable available multi-factor authentication.
These are sensible precautions against phishing and impersonation; they do not imply that every customer of the named firms was affected.
