South Korea Probes Bank Breaches as Officials Suspect AI Use

South Korean officials are investigating reported personal-information exposures at several banks and warning customers about phishing scams. The Financial Services Commission (FSC) said on October 6, 2026, that it had not confirmed exposure of account information directly usable in financial transactions. Officials have raised the possibility that AI was used in some hacking incidents, but have not identified the tools or established its role.

What was reportedly exposed at South Korean banks?

Yonhap reported on October 4, 2026, that personal information belonging to around 25,000 Shinhan Bank customers had been leaked, including names, phone numbers and annual income. It also reported exposure affecting 89 Hana Bank customers. According to the same report, Woori Bank and NH Nonghyup Bank blocked similar attempts without personal-information leakage. These were contemporaneous reports, not a final consolidated count. Yonhap’s October 4 report

That reported exposure is not the same as confirmed access to account details that could directly enable a financial transaction. In an October 6 clarification, the FSC said no such leakage had been confirmed in the incidents confirmed to that date. It also said there was no confirmation that leaked information had been transferred to China. The statement does not erase the separately reported exposure of personal details, and it is a dated finding while the investigation continues. FSC clarification, October 6

What is known about suspected AI use?

AI involvement remains a suspicion, not a confirmed description of a coordinated campaign. Reuters reported that President Lee Jae Myung told a cabinet meeting that “In some hacking incidents, signs have emerged of AI being used, causing considerable public concern and anxiety.” Reuters also reported that authorities had not disclosed which AI tools might have been involved or the full scale of the breaches. No specific tool, attacker, country of origin or AI-enabled technique has been established in the cited reporting. Reuters report republished by Internazionale, October 6

How is the government responding?

The response has both a security and a customer-protection track. On October 2, the FSC called on financial firms to inspect externally exposed systems and services, authentication and access controls, unnecessary information exposure, unauthorized access, and sharing of threat information. An October 6 interagency briefing said Prime Minister Han Duck-soo directed officials to determine the incidents’ scope and causes, expand security checks across the financial sector, monitor customer protection and compensation, and conduct a police investigation. How can customers reduce the risk of a scam?

Names, phone numbers, addresses or income details can help make a fraudulent message sound convincing. A caller’s knowledge of personal information does not prove they represent a bank or government agency. Official guidance warns of tailored loan scams, voice phishing and smishing—fraudulent text messages designed to prompt a victim to click a link or take another unsafe action.

  • Verify through a bank’s official channel. Use its official app or website, or call a customer-service number you find independently. Do not use a number or link supplied in an unexpected call or message.
  • Do not follow a caller’s instructions to install an app. Do not click unclear links in texts or install software at someone else’s request.
  • Keep credentials and codes private. Financial authorities and institutions do not ask for passwords or authentication codes by phone or text.
  • Do not transfer money to “protect” an account. Authorities and financial institutions do not ask customers to move funds to safeguard an account or arrange compensation.
  • Be cautious about loan offers. Official guidance says a legitimate loan process does not require an advance payment or app installation at a caller’s request.

What should you do if you suspect exposure or fraud?

Use separate steps for checking, prevention and an active fraud attempt. Available transaction-blocking services and the government’s personal-information exposure prevention system can help reduce risk, but they are not substitutes for reporting an attempted or completed scam.

  1. Check with your bank. Ask through its official app, website or independently verified customer-service number whether your information may have been affected and what steps apply to your account.
  2. Ask about transaction-blocking options. Contact your financial institution about available services for restricting financial transactions, and register with the government’s personal-information exposure prevention system where applicable.
  3. If money is at risk, contact the bank or police promptly. Report suspected fraud and ask the bank whether an immediate payment stop is possible. Do not rely on a text message or caller claiming to handle the report for you.
