It is a reported proposal, not a completed appropriation, GPU purchase or working AI model.
What South Korea is proposing
The government’s stated aim is to develop a frontier model capable of competing with leading Chinese open-source models and other global frontier systems. That is an ambition, not a demonstrated result: the October 5, 2026 report does not establish that a model has been built or evaluated against those systems.

The plan’s proposed public investment is 4.7 trillion won. The Korea Times gives the dollar equivalent as $3.48 billion; the $3.5 billion figure is a rounded conversion, not a separate dollar-denominated budget line.
How the proposed funding would be used
The Korea Times reported the following planned allocations:

The figures describe a proposed resource plan, not equipment already installed or data already acquired. At a September 2026 briefing on the 2027 budget proposal, a ministry official also described the relevant amount as being for purchasing about 10,000 Vera Rubin GPUs. The official briefing characterized the effort as a new framework for committing large-scale resources, with implementation details to follow.
Why the plan uses public equity
Rather than relying only on grants or other support, the government intends to invest through equity. Companies taking part would be required to match the public investment with private-sector funding. The reported rationale is to let the public share in potential returns as well as contribute capital.

A special-purpose company is one possible vehicle under consideration, not a confirmed structure. As of The Korea Times’ October 5 report, the ministry had not finalized the project’s organization, anchor companies, startup participation or application criteria. The report said criteria were expected later that month; the official September briefing also said detailed arrangements would be announced later.

How it relates to the existing national AI model competition
The new frontier initiative is not reported as a replacement for South Korea’s ongoing national AI foundation-model competition. The two efforts have different stated emphases, and officials have said they intend to connect them through technology and talent.

The Korea Times reported that two finalists in the existing competition were expected to be selected by the end of 2026. The reported plan establishes a proposed scale, funding approach and broad technical ambition. It does not yet establish who will build the model, how participants will be selected or whether every proposed purchase and allocation will proceed as described.
