South Korea plans to invest 4.7 trillion won—reported as US$3.49 billion—in a homegrown frontier AI project expected to begin in 2027. Its stated ambition is to compete with leading Chinese open-source models, but no result has yet shown that a South Korean model matches them.
What South Korea plans to fund
Yonhap reported on September 8, 2026, that the Ministry of Science and ICT (MSIT) planned to put 4.7 trillion won into the project. The sum was to be included in the ministry’s proposed 9.4 trillion-won AI budget request for 2027; that larger figure is the overall request, not the amount assigned to this project. Yonhap’s report said the project details had not yet been decided.

On October 5, The Korea Times reported that the project was expected to begin the following year and described its goal as competing with leading Chinese open-source models. Ryu Je-myung, MSIT’s Second Vice Minister, said, “The frontier AI project will begin next year,” according to The Korea Times. The schedule and competitive aim describe a planned initiative, not a completed model or demonstrated outcome.
How the proposed investment could be allocated
The October report described the 4.7 trillion won as planned equity investment. A special-purpose company was among the options under consideration, rather than a confirmed structure. The same report outlined a possible allocation:

The Korea Times also quoted Ryu describing the strategic choice behind concentrating resources: “We had to decide whether simply giving more GPUs to companies and having them compete, or whether we need to pool all available resources and concentrate them to close the gap with frontier models.” The account presents the figures and structure as plans under development, not finalized procurement or approved allocations.
How this differs from South Korea’s existing sovereign AI program
The new frontier investment is distinct from MSIT’s Sovereign AI Foundation Model project. The existing program is a competition among teams, evaluated using benchmark, expert, and user assessments. MSIT says a sovereign model must be designed domestically and pretrained from scratch; merely fine-tuning an overseas model does not meet its definition. MSIT’s program description names NAVER Cloud, Upstage, SK Telecom, NC AI, and LG AI Research Institute among the initial teams.

Those named teams belong to the existing competition; their participation in the new investment project has not been established. The two efforts also use different mechanisms: the new proposal is described as concentrated, equity-funded investment aimed at frontier competition, while the existing program evaluates competing model teams under a stated sovereignty definition.

The latest cited reporting does not settle which companies will participate, whether a special-purpose company will be formed, what the final application criteria will be, or whether the GPU and training-data allocations will be approved in the reported form. The Ministry of Economy and Finance has separately set a policy target for a sovereign AI model on par with the global top ten; that national target does not establish the performance of this proposed project. The ministry’s policy plan states the broader ambition, not evidence that it has been achieved.
