That is a preliminary indication, not a confirmed forensic finding: as of Reuters’ October 6, 2026 report, officials had not identified any AI tools or disclosed the full scale of the breaches.
What is known about the investigation
At a cabinet meeting on October 6, President Lee said: “In some hacking incidents, signs have emerged of AI being used, causing considerable public concern and anxiety.” He called for authorities to establish the circumstances and focus resources on limiting harm. Police launched a full-scale investigation into attacks involving customer personal information. The president’s statement describes suspected AI involvement; it does not establish how the attacks were carried out or who was responsible. Reuters reported the statement and investigation on October 6.

As of that report, authorities had not named an AI model, agent, or other tool, and had not published a comprehensive account of the attack methods or breach impact. The investigation may clarify those points, but they should not be treated as settled facts in the meantime.
Which banks have been named?
Reuters reported cyberattacks at Shinhan Bank and KB Kookmin Bank. It also relayed Yonhap’s reporting that Hana Bank and Woori Bank suffered breaches. This is a list of institutions named in reporting, not a confirmed exhaustive list from the government. The Financial Services Commission’s October 2 statement referred more broadly to recent data leaks and attacks at financial companies without listing every institution. Reuters’ October 6 report and the FSC’s October 2 statement do not provide a consistent, bank-by-bank account of exposed data or confirmed impact.

What information may have been exposed?
The public reporting described attacks involving customer personal information, but did not establish the complete categories of information involved, the number of affected customers, or the final scale of any breach. Those details should not be inferred from the number of banks mentioned or from government response measures. They require confirmation from investigators or the affected institutions.
How South Korea is responding
Financial-sector coordination
On October 2, the Financial Services Commission convened an emergency meeting with the Financial Supervisory Service, Financial Security Institute, major banks, card companies, and industry associations. The meeting focused on sharing information about recent data leaks and attack methods and discussing financial-sector security measures. The FSC’s statement describes this as a sector-wide response, not a final account of which organizations were breached.

Investigation, customer protection, and security checks
At an interagency meeting on October 6, Prime Minister Han Duck-soo reviewed responses to information leaks affecting financial and public-sector organizations. The government directed the FSC to examine the scope and causes, oversee customer protection and compensation, and expand security checks quickly across the financial sector. Police were tasked with investigating the attackers. The government also said it would communicate results promptly to reduce anxiety caused by misinformation. The government’s October 6 release outlines these directions; it does not itself establish the investigation’s findings.
Shared indicators do not identify the attackers
Reuters reported that the FSS and Financial Security Institute shared information with financial institutions about 28 unique IP addresses and some country information linked to recent hacking attempts. Sharing indicators can help organizations look for suspicious activity, but it does not by itself establish who controlled an address or connect every address to a confirmed breach. Reuters’ account of the indicator sharing does not attribute the incidents to a specific person, group, or country.

How the investigation relates to South Korea’s AI security program
South Korea has also been testing AI as a defensive cybersecurity tool. The FSC’s September 3, 2026 second-phase plan for supervised AI cybersecurity testing expanded eligibility to 75 organizations, up from 49 in the first phase, and planned to select up to 15, compared with 10 in phase one. Participating organizations were to use substitute controls for network separation, test security with frontier AI and security software-as-a-service, and report findings and risks to the government. The FSC’s second-phase plan describes a defensive testing program, not evidence that its systems or methods were used in the bank attacks.
In its summary of first-phase testing, the FSC said frontier AI could analyze very large codebases in hours and search broadly for existing vulnerabilities. It also said the vulnerabilities found were not likely to cause an immediate incident given existing safeguards, while identifying exposed-asset management, timely patching, and stronger defenses as priorities. Those findings concern the program’s security testing; they do not explain the incidents now under investigation. The FSC’s first-phase summary provides that context.

What remains unanswered
- Which AI tools, if any, were used in the attacks.
- How the intrusions were conducted and whether AI materially changed the attack methods.
- Whether the institutions named in reporting represent the complete set of affected organizations.
- Which customer data was accessed and how many people were affected.
- Who was responsible for the incidents.
As of Reuters’ October 6 report, those matters had not been publicly resolved. Statements about possible AI use should therefore remain qualified as suspicions under investigation rather than technical conclusions.
