South Korea grants sandbox exemption for humanoid robots to work beside factory staff

South Korea has not repealed factory-robot safety rules. In October 2026, it granted Robros a regulatory-sandbox exemption to test 20 AI-powered, bipedal humanoid robots in four industrial workplaces where people and robots may share space. The exemption is conditional on risk assessments and protective measures, and the resulting operating data is intended to help regulators write permanent humanoid-robot safety standards.

What South Korea changed

A time-limited, evidence-gathering exemption

The pilot lets Robros deploy 20 humanoid robots at Nepes, Sungwoo Hitech, HD Hyundai Samho and Delivery Lab. Unlike a conventional fixed robot cell, the machines can walk through work areas designed for people, recognize their surroundings, pick up objects, carry them and stack them.

The decision is a regulatory sandbox, not a blanket permission to remove guards from every Korean factory. Each participating company must assess hazards and install safeguards appropriate to its process. Regulators expect the pilot’s incident, near-miss and operational data to support general safety requirements for mobile, AI-equipped humanoids.

Why existing rules are a poor fit

Korean workplace rules were written mainly around stationary industrial robots that repeat a defined motion inside a fenced zone. A bipedal machine that moves between stations and handles different objects does not fit neatly inside that model. The sandbox tests whether a mobile robot can work in human-designed spaces without requiring a major production-line rebuild.

Unitree R1 Humanoid Robot (White, R1)
  • Three models, one lightweight platform R1 Air (20 DOF, monocular camera), R1 (26 DOF, binocular camera, head+waist joints), and R1 Edu (26 DOF + SDK/API for programming). All weigh ~29kg / 123cm – one person can lift, move, and fit into a car trunk.
  • Easy setup – no coding required for basic use Unbox, power on, and start. Manual teaching feature: physically pose the robot, and it replays the motion. Graphical drag-and-drop programming also available.
  • More DOF = more expressive movement 26‑DOF models (R1 / R1 Edu) add head and waist articulation for smoother dance and running. For safety reasons, only basic actions are currently available; advanced movements are not yet released.
  • Voice interaction + two color options Responds to English voice commands (music, conversation, photo). Choose Gold or Blue‑White with automotive‑grade gloss paint.
  • R1 Edu adds open development SDK/API access for custom programming, simulation platforms, and future Unistore content downloads. Adult use only – under 18 requires adult supervision.

Which factories are testing the 20 robots?

The four sites deliberately cover different conditions—clean, precise semiconductor work; automotive handling; shipbuilding; and cold-chain logistics—so the pilot can measure how one humanoid platform adapts to varied layouts and tasks.

Company and industry Pilot task What the environment tests
Nepes — semiconductor back-end packaging Remove contaminants from circular components Careful handling and contamination control
Sungwoo Hitech — automotive Place automobile body parts in designated positions Positioning, repeatability and interaction with production fixtures
HD Hyundai Samho — shipbuilding Stack scaffolding brackets used to secure elevated work platforms on ship hulls Material handling in large, changing work areas
Delivery Lab — logistics Move refrigerated logistics packaging Transport tasks in temperature-controlled operations

These are industrial demonstrations, not a claim that all 20 robots will perform every task or that the platform is ready for unrestricted deployment.

Did Korea remove factory safety fences?

No. Korean Industrial Safety and Health Standards Rules generally require a fence at least 1.8 meters high around a robot operating area. Where a fence cannot be installed, the rules identify alternatives such as safety mats or photoelectric protective devices. During teaching, inspection, cleaning, lubrication and related work, operators must use lockout or equivalent controls to prevent unexpected motion.

What the exemption means in practice

A participating site may allow a humanoid to move near workers under a reviewed safety plan rather than enclosing the entire route behind a conventional barrier. The plan still needs a professional risk assessment, an appropriately rated protective system, procedures for abnormal behavior and controls that stop or isolate the robot when people enter a danger zone.

Photoelectric light curtains and safety mats are examples named in the Korean rules, but their suitability depends on the robot’s speed, reach, stopping distance, payload, floor layout and foreseeable human movements. Installation and validation require qualified industrial-safety specialists; a generic sensor is not automatically a compliant safeguard.

Why Seoul is encouraging humanoid demonstrations

Labor supply and flexible automation

The government links the pilot to manufacturing labor shortages, productivity and its broader manufacturing-AI transformation program, known as M.AX. A fixed robot is efficient when a line never changes. A humanoid is being evaluated for jobs that vary by product, location or shift and could otherwise require extensive line redesign.

Building standards where none are mature

The Ministry of Trade, Industry and Energy (MOTIE) said in a September 2025 account of an earlier AeiROBOT sandbox demonstration that Korean law lacked dedicated standards and safety requirements for AI-equipped bipedal humanoids. It argued that controlled demonstrations could generate the evidence needed for those standards while assigning hazardous or repetitive work to machines.

MOTIE’s November 2025 AI regulatory roadmap also described traditional, people-centered regulation as a barrier to commercializing new technology and called for flexible rules and future revisions to AI-robot safety standards. The 2026 pilot is therefore both a deployment experiment and a rule-making exercise.

How large is Korea’s humanoid-robot push?

The October 2026 plan calls for cumulative public and private investment of 2.3 trillion won (about $1.6 billion) in the humanoid ecosystem by 2030. It targets an 80% domestic share for core components and cumulative procurement of 1,080 Korean-made humanoids. These are announced targets, not completed spending, production or purchases.

The same report cites International Federation of Robotics figures for new industrial-robot installations in the prior year: 30,200 in Korea, 354,200 in China, 38,400 in the United States and 36,200 in Japan. A Korea Institute for Industrial Economics and Trade competitiveness assessment gave Korea a manufacturing-robot score of 72.9, below the United States at 80.6 and China at 79.4. The humanoid program is intended to strengthen Korea’s position while its conventional installation volume trails China and the United States.

What the pilot can establish—and what it cannot

  • It can provide: evidence about navigation, perception, object handling, stopping behavior and worker-sharing procedures across four distinct industrial settings.
  • It can inform: future requirements for mobile humanoids, including risk-assessment methods and protective-system performance.
  • It cannot yet prove: that humanoids are safe in every factory, that a single design can handle all manufacturing jobs, or that fences will disappear from ordinary robot cells.
  • It does not change: the need for lockout controls and other protections during maintenance, teaching and inspection.

What workers and factory managers should watch

For workers, the relevant question is not whether a robot looks human but whether the site has identified every collision, crush, pinch, dropped-load and unexpected-motion hazard. Managers evaluating a similar deployment should require a documented risk assessment, validated presence detection, emergency-stop coverage, safe operating limits, training for affected staff and a maintenance lockout procedure before allowing shared-space operation.

Trade and Industry Minister Kim Jung-kwan said, in an English edition identified as AI-translated from Korean, that “AI technology is advancing so fast that regulation struggles to keep up” and that Korea must remove institutional bottlenecks to applying new technology at industrial sites. Hanyang University robotics professor Han Jae-kwon similarly said Korea’s manufacturing sites and skilled workforce provide a favorable base for demonstrations and that expanding pilots should accumulate behavioral data, including how skilled workers move. The Korean originals should be consulted for formal quotation or legal interpretation.

The near-term outcome is therefore measured learning, not deregulation: 20 robots operating under a controlled exemption, with safety evidence gathered before any permanent change to factory rules.
