On 1 October 2026, Home Affairs Minister Leon Schreiber said the department was still processing comments on draft regulations and did not announce public enrolment or a release date.
What “Digital ID is here” means
Home Affairs says it has built a working prototype and demonstrated a credential issued through the population register and bound to a phone chip. Schreiber said he was the first citizen with a working credential. That is evidence of a prototype demonstration, not public launch or broad access. The department’s account does not say ordinary South Africans can enrol now. Read Schreiber’s 1 October 2026 speech.
The distinction matters because the policy framework is still being finalised. On 5 May 2026, Home Affairs published proposed amendments to regulations under the Identification Act 1997 and invited public comment until 6 June. In October, Schreiber said the department was processing comments received, “ahead of finalising the rules that will govern this system.” The sources do not establish that final regulations have been promulgated. What the proposed Digital ID is meant to do
The plan is an optional smartphone-based credential to complement, rather than replace, the physical Smart ID card. The May proposal described digital versions of Home Affairs documents—including an identity document, birth certificate and marriage certificate—stored on a phone. It also proposed remote biometric identity confirmation, enrolment and identity-assurance standards, and rules for information sharing and interoperability with public and private services. These are proposals, not a complete description of final rules.

In October, Schreiber said use would be voluntary and that people could see when their data is accessed. He also said, “The physical Smart ID card will remain available for anyone who chooses to use it.” Those are the minister’s statements about the intended system; they are not independent verification of how the service will work in practice.
Can you get South Africa’s Digital ID now?
Not on the basis of the official announcements cited here: they do not provide a public enrolment route, eligibility details or a date when ordinary South Africans can obtain the phone credential. The prototype demonstration should not be mistaken for an invitation to register. Home Affairs’ My Home Affairs Online portal lists selected online citizenship and identity services, including Smart ID applications through partner branches, but that does not establish access to the new Digital ID.

How it differs from an existing Smart ID service
Home Affairs already works with banks to provide some Smart ID services at branches. That is a separate service: applying for or replacing a physical card at a participating location is not enrolment in a smartphone Digital ID.

In a 22 July 2026 update, Home Affairs reported 327 participating bank branches and 214 modernised Home Affairs offices—a combined 541 service locations. These figures concern Smart ID and related services, not Digital ID enrolment; location counts and services may change. The department described first-time applications, passports and home delivery as future expansions at that date. See the department’s 22 July statement.

What is known about privacy and the legal framework
The May draft placed the proposed system under the Identification Act 1997 and said information sharing would be governed by that Act, the Promotion of Access to Information Act 2000 and the Protection of Personal Information Act 2013. The proposal also included biometric and identity-assurance standards. Because comments were still being processed in October, do not treat these draft provisions as final rules. The sources cited here do not establish the final regulation text or independently assess the prototype’s security, device compatibility or privacy performance.

No public launch or enrolment date is given in the Home Affairs announcements cited here. The latest stated milestone is that, on 1 October 2026, the department was processing comments before finalising the rules. Until Home Affairs announces a public process, the working prototype and existing Smart ID services remain separate things.
