What is the difference between Somalia and Somaliland?
Somalia is a federal republic. Somaliland is the political entity at the centre of a dispute over status and territory. The sources discussed here present Somalia’s constitutional position, Somaliland’s territorial claims, documented political developments in disputed areas, and the African Union’s position on recognition. They do not establish a settled bilateral boundary or a uniform account of who exercises control throughout every disputed area.

Those distinctions matter: a government’s constitutional assertion is not the same thing as another actor’s recognition of statehood, and neither by itself establishes effective control on the ground.

The Office of the President of the Federal Republic of Somalia describes a constitution approved by parliament on 4 March 2026 and signed into law on 8 March 2026. The presidency presents it as Somalia’s supreme law and says it defines the country’s federal architecture, assigning foreign relations and bilateral agreements exclusively to the Federal Government. This is the Somali government’s account of its constitution and the authority it grants; it should not be mistaken for an independent legal assessment of the status dispute.

Which areas are disputed, and what has happened in Sool and Sanaag?
The United Nations Secretary-General’s 2025 report records competing territorial claims and political developments in the area. It says Somaliland’s Council of Ministers asserted that Sool, Sanaag and Togdheer are part of Somaliland. The report also describes a state-formation conference held in Laascaanood, in Sool, which concluded with the declaration of the North-East State of Somalia.
As described in the report, the proposed state covers Sool, Sanaag and Cayn-Khatumo. The conference adopted a flag and approved a state constitution, and the report records disagreement around the process. These developments document political claims and actions; they do not, on their own, settle sovereignty, establish an agreed boundary or prove effective control across the area.

Is Somaliland internationally recognized?
The African Union Commission Chairperson’s statement of 26 December 2025 rejects recognition of Somaliland as an independent entity and reaffirms Somalia’s unity and territorial integrity. The statement grounds the AU’s position in respect for borders inherited at independence. This is the African Union’s stated position, not a neutral ruling on every legal argument or evidence that all international actors take an identical view.

A map line should not be presented as a universally agreed international boundary unless a source establishes that agreement. For Sool, Sanaag and nearby disputed areas, distinguish the territory each actor claims from political or administrative developments and from the positions taken by regional or international institutions.
