Solar geoengineering and carbon dioxide removal address different parts of the climate problem. Solar geoengineering—also called solar radiation modification (SRM) or, in some assessments, albedo modification—would reflect more sunlight so the planet absorbs less energy. Carbon dioxide removal (CDR) would take CO2 out of the atmosphere and store it. SRM could change surface temperatures faster, but it would leave atmospheric CO2 and ocean acidification in place. CDR tackles the atmospheric cause directly, yet it only delivers durable benefit when removal, transport and storage all work at meaningful scale. Neither approach replaces rapid greenhouse-gas emissions cuts.
What “solar geoengineering vs. carbon removal” really compares
These labels describe two fundamentally different interventions. The National Academies distinguishes CDR from albedo modification by the part of the climate system each one changes: CDR seeks to reduce atmospheric carbon dioxide, while albedo modification seeks to counter some warming without lowering greenhouse-gas concentrations. Their research needs, environmental risks and political consequences therefore differ substantially.

The IPCC uses similar language. It describes SRM as making the planet more reflective and CDR as reducing atmospheric CO2. The IPCC also cautions that SRM would not counter every effect of climate change and that all proposed geoengineering methods carry risks and side effects. Treating the two as interchangeable technologies obscures the decisions that governments and communities would actually have to make.
Side-by-side comparison
| Question | Solar geoengineering / SRM | Carbon dioxide removal / CDR |
|---|---|---|
| What changes? | Reflectivity and the amount of sunlight the climate system absorbs, with the aim of offsetting some warming. | The amount of CO2 in the atmosphere, by removing it and storing it. |
| Potential temperature response | NOAA says proposed SRM methods could lower surface temperatures more quickly than CDR methods. | Timing depends on the removal rate, storage build-out and how long storage remains secure; the cited assessments do not give one universal timeline. |
| Does it lower atmospheric CO2? | No. Greenhouse-gas concentrations remain elevated. | Yes, if the claimed removal is real and the carbon is reliably sequestered. |
| What remains unresolved? | Ocean acidification and other CO2-driven effects, regional side effects, governance and the consequences of stopping an intervention after it has offset warming. | Method-specific scale, energy and material needs, storage durability, monitoring, cost and local environmental effects. |
| Risk and governance profile | Potentially transboundary effects, uncertain unintended consequences and unusually large political and social questions. | Risks vary by method and site. Some projects could have local co-benefits, but durable storage and verification are essential. |
How solar geoengineering would work
Changing incoming sunlight rather than removing greenhouse gases
SRM proposals attempt to increase Earth’s reflectivity, or albedo, so less solar energy is absorbed. Atmospheric approaches discussed in major assessments include releasing reflective particles or changing cloud properties. These are families of proposals, not a single device or mature product. Their physical feasibility, expected effects, monitoring requirements and readiness can differ widely.

Because SRM acts on incoming energy, a successful intervention could influence average surface temperature on a shorter timescale than building enough CDR capacity to remove and store comparable quantities of carbon. NOAA’s 2024 fact sheet makes this a relative statement: SRM methods may lower surface temperatures more quickly than CDR methods. It is not a finding that SRM is proven, harmless or ready for deployment.
A temperature response is not removal of the cause
SRM would not reduce the concentration of CO2 already in the air. Carbon dioxide would continue to affect ocean chemistry and other parts of the climate system even if a reflective intervention reduced some warming. The National Academies therefore describes solar geoengineering as, at most, an additional strategy rather than a substitute for reducing greenhouse-gas emissions.
Why regional control is limited
The climate system transports heat, moisture and particles across borders. An intervention intended to alter a global average could produce uneven regional outcomes, and it could not reliably return every region to a chosen former climate state. The National Academies warns that SRM cannot reliably restore a prior climate and may have uncertain, unintended effects. A lower global mean temperature would not guarantee that rainfall patterns, storms, ecosystems or agricultural conditions returned to historical conditions.

Removal is a chain, not a one-step claim
CDR means taking CO2 from the atmosphere and then storing the carbon in a way intended to keep it out of the atmosphere for a durable period. The removal step alone is insufficient. A credible CDR project must account for capture, processing, transport where needed, injection or other storage, monitoring and the possibility of leakage or reversal.
National Academies materials describe CDR as a broad set of approaches rather than one machine. They call for research that reduces energy and material use, quantifies risks, lowers costs and improves monitoring. Different approaches can impose different demands on land, water, electricity, minerals or infrastructure, so a claim about “CDR” without naming the method and storage pathway is incomplete.

Storage determines the climate value
If stored carbon returns to the atmosphere, the claimed climate benefit is reduced or lost. Reliable sequestration and transparent measurement are therefore central requirements, not administrative details. Storage may also create local or regional environmental risks; some strategies could provide co-benefits, but those benefits must be demonstrated for the specific site and method rather than assumed for the category as a whole.
How quickly do the approaches affect temperature?
SRM has a potential speed advantage because it changes the radiation balance directly. NOAA’s 2024 assessment says SRM methods may lower surface temperatures more quickly than CDR methods. The statement concerns potential physical response, not the time required for international agreement, engineering, monitoring systems or responsible governance.
CDR’s temperature effect depends on cumulative removal and storage. A project may begin removing carbon quickly, yet the global climate response depends on how much is removed relative to continuing emissions and how securely it remains stored. The available assessments do not establish one current, universal timeline for all CDR approaches, so a precise “years to cool the planet” number would be misleading.
The speed difference creates a false choice if it is read as “fast versus useful.” SRM could temporarily offset some warming while CO2 concentrations continue to rise. CDR works on the concentration itself, but requires sustained scale and verification. Emissions reductions remain the fastest way to stop adding new greenhouse gases to the atmosphere.
What SRM would not solve
- Ocean acidification: Lowering absorbed sunlight does not remove CO2 from seawater or reverse the chemical changes caused by elevated concentrations.
- Every climate impact: The IPCC says SRM would not counter all effects of climate change. Changes in precipitation, circulation, ecosystems and extremes could respond differently from global average temperature.
- Historical climate restoration: The National Academies says SRM cannot reliably return regional or global climate to a chosen former state.
- The emissions source: SRM does not stop fossil-carbon use, land-use emissions or other greenhouse-gas releases.
These limits do not prove that every SRM proposal would have the same outcome. They establish why a temperature metric alone cannot be used as a complete measure of success.

Risks and failure modes
SRM: transboundary effects and uncertain side effects
Atmospheric SRM could affect people beyond the jurisdiction that initiated it. The National Academies treats it as a transboundary intervention with particularly large governance challenges. Important uncertainties include regional climate responses, ecological effects, impacts on health and agriculture, monitoring quality, and how societies would respond to winners and losers from uneven outcomes.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesResearch can reduce uncertainty but cannot guarantee a controllable or universally beneficial result. The 2021 National Academies report recommends research governance that examines feasibility, risks, benefits and consequences for diverse stakeholders. That recommendation supports carefully governed study; it is not an approval for deployment or evidence that deployment is ready.
The conditional termination problem
Suppose SRM were scaled to offset substantial warming while greenhouse-gas forcing remained high. If the intervention then stopped abruptly, the masked warming could emerge rapidly. The IPCC Fifth Assessment Report technical summary describes a conditional scenario in which surface temperatures could rise within a decade or two toward levels consistent with the still-high greenhouse-gas forcing.
This is a risk of starting and later terminating a large intervention under high CO2 concentrations, not a forecast that such a deployment will occur or end soon. It does mean that an SRM program would create a long-term dependency problem: institutions would need the technical capacity, materials, funding and political agreement to continue it safely or to taper it while emissions and concentrations fell.
CDR: storage, scale and local impacts
CDR avoids the specific “masking then termination” mechanism because it targets atmospheric CO2, but it has its own failure modes. Carbon can be over-counted, captured with high energy or material use, stored in a way that later leaks, or deployed at a scale that creates unacceptable local environmental impacts. Monitoring must verify net atmospheric removal, not simply the movement of carbon through an industrial process.

Land, water, infrastructure and electricity demands can compete with other social priorities. A method that appears beneficial in one location may be unsuitable elsewhere. The National Academies’ call for better monitoring, lower resource use and quantified risks reflects this project-by-project reality.
Governance: research is not deployment
Solar geoengineering raises governance questions that cross national borders: who decides the objective, who bears regional side effects, how disputes are handled, and what evidence would justify changing or stopping an intervention? Because atmospheric effects could extend beyond the initiating country, purely domestic oversight would not resolve all accountability questions.
The 2021 National Academies report focuses on research and research governance. It recommends studying feasibility, risks, potential benefits and consequences for diverse stakeholders while building processes for transparency and public engagement. The report does not establish that commercial deployment is authorized, routine or technically ready.
CDR governance also requires credible rules, although the details differ by method. Regulators and buyers need consistent definitions of additionality, permanence, leakage, measurement and liability. A removal credit that cannot demonstrate durable storage should not be treated as equivalent to verified atmospheric removal.

- Identify the intervention. Ask whether the proposal changes sunlight, removes atmospheric CO2, cuts emissions or combines these actions. “Geoengineering” and “carbon removal” are too broad to evaluate without a named method.
- Define the climate objective. Is the goal lower global temperature, reduced atmospheric concentration, protection from a specific regional hazard, or research knowledge? A temperature objective does not automatically measure progress on ocean chemistry or ecosystem impacts.
- Check the time horizon. For SRM, examine how quickly effects might appear and what would be required to maintain them. For CDR, examine the build-out rate, cumulative removal and storage duration.
- Audit the carbon or energy accounting. CDR proposals should show net removal after energy use, materials, transport and leakage. SRM proposals should show the radiative intervention, monitoring plan and uncertainty ranges rather than only a global-average temperature estimate.
- Map who experiences the effects. Require regional analysis and stakeholder participation. A global average can hide rainfall, health, agricultural or ecosystem changes in particular places.
- Plan for failure and reversal. CDR needs a response to storage leakage or under-performance. SRM needs a credible continuation, tapering and termination strategy if emissions remain high or governance breaks down.
- Keep mitigation central. Test whether the proposal supports or undermines rapid emissions reductions. The National Academies identifies emissions reduction, reliable carbon removal and adaptation as central responses, with solar geoengineering only an additional possible strategy.
Common misconceptions
“SRM and CDR are two names for the same technology.”
No. SRM changes absorbed sunlight; CDR changes atmospheric CO2. Their mechanisms, timescales, risks and governance requirements are different.

“If SRM cools the surface, ocean acidification is solved.”
No. Ocean acidification is driven by CO2 entering seawater. Reflecting sunlight does not remove that carbon.
“Any captured tonne is a removed tonne.”
No. The climate benefit depends on net atmospheric removal and reliable storage. Capture, processing or transport records do not by themselves prove permanence.
“The faster option makes mitigation unnecessary.”
No. SRM does not reduce greenhouse-gas concentrations, and CDR cannot compensate indefinitely for continuing emissions. Both approaches leave the need for emissions cuts intact.
“A conditional termination risk is a prediction.”
No. The IPCC scenario describes what could happen if substantial SRM offsetting were later stopped while greenhouse-gas forcing remained high. It is a conditional risk, not a deployment forecast.
What the major assessments actually establish
The 2015 National Academies comparison establishes the conceptual divide between CDR and albedo modification and emphasizes that their research, environmental and political issues differ. Its accompanying institutional statement describes CDR as addressing the root cause—high atmospheric greenhouse-gas concentrations—while albedo modification temporarily masks some warming.
The 2021 National Academies report, Reflecting Sunlight: Recommendations for Solar Geoengineering Research and Research Governance, says solar geoengineering could be an additional strategy but is not a substitute for reducing greenhouse-gas emissions. It also highlights ocean acidification, uncertain unintended effects, limits on restoring a prior climate and the conditional possibility of rapid warming after termination.
NOAA’s 2024 fact sheet supplies the current relative-speed point: SRM methods may lower surface temperatures more quickly than CDR methods, while significant risks remain to be understood. The IPCC Fifth Assessment Report FAQ and technical summary provide the definitions and the conditional termination scenario. These sources are foundational assessments, not evidence of a current commercial market, an approved deployment program or a single price for either approach.
A practical bottom line for decision-makers
Use CDR when the objective is to reduce atmospheric CO2, and judge it by verified net removal and durable storage. Consider SRM, if at all, as a separate and highly governed research question about temporarily changing the radiation balance. Do not count a cooler surface as proof that CO2-driven harms have been reversed, and do not count a capture device as proof of permanent removal. The robust climate strategy remains a portfolio led by deep emissions reductions, adaptation and reliable carbon removal; SRM cannot replace those foundations.
