A useful estimate should state the system size, estimated annual production, total cash price, financing or lease terms, and the assumptions used for utility credits and SRECs. Do not rely on a sales estimate that presents a fixed bill reduction without showing how it was calculated.
Compare proposals on the same terms
- Total cash price and any loan, lease, escalator, recurring fee, or transfer condition.
- System size and estimated electricity production, including the assumptions behind the estimate.
- Who owns the equipment and who has the right to claim and sell SRECs.
- How the proposal estimates utility credits, and which utility tariff it assumes.
- Equipment and workmanship warranties, plus any roof repair or replacement work.
- Who handles permits and utility interconnection.
These details matter because net-metering credits and SREC income are different benefits, and SREC values change over time.

Is a Silver Spring home suitable for rooftop solar?
Suitability must be assessed at the property. Have a qualified installer review the roof’s condition, available space, shading, orientation, and any repairs or replacement that may be needed. The official sources do not establish a universal roof requirement or a parcel-level utility determination for Silver Spring.
Silver Spring is in Montgomery County, Maryland, but that alone does not identify the electric utility or the applicable account tariff for every address. Check your bill or contact the utility serving the property before estimating credits; the utility and tariff are inputs to the proposal, not details to assume.

How Maryland net metering affects the electric bill
Maryland’s Public Service Commission describes net energy metering as a “utility bill mechanism for compensating customers for electricity delivered to the grid.” Solar is eligible, and the statewide net-metering cap is 3,000 MW, according to the Commission’s Solar in Maryland page.
When a system produces more electricity than the home is using at a given time, excess power can be delivered to the grid and earn utility-bill credits. Those credits can lower bills, but they should not be treated as cash payments or a promise that every charge will disappear. The value and treatment of credits depend on the customer’s utility and tariff. Ask the utility and installer to identify the relevant rules in writing.

How SRECs differ from utility credits
Solar Renewable Energy Certificates represent qualifying solar generation and may be sold for additional revenue. They are separate from net-metering credits, which are applied through the utility bill. MEA says SREC values vary over time, so a proposal should not treat a current or projected SREC value as guaranteed income (Maryland Energy Administration: Onsite Solar & Storage).
For systems interconnected from July 2024 through January 2028, MEA describes enhanced credits through the Small Solar Energy Generating System Incentive Program for 15 years, followed by regular SRECs for the remaining system lifetime. Confirm that a proposed system qualifies, who owns its SRECs under the contract, and what current value—if any—the estimate assumes. The stated period is not a guarantee of a particular certificate price or revenue.

Check eligibility for the FY27 Maryland Solar Access Program
As of October 7, 2026, MEA’s FY27 Maryland Solar Access Program page reports that applications are open for income-eligible Maryland households contracting with an MEA participating contractor. It lists an anticipated budget of up to $10 million and, as of September 28, 2026, 11.10% of funding requested and 5.25% reserved. The portal may close before the displayed May 31, 2027 deadline if requests exceed available funds. Confirm the live status and requirements on the MEA program page.

Apply before installation
- Check the live program page for current eligibility, funding status, documents, and contractor roster.
- Choose a contractor currently listed as an MEA participant and confirm the proposed project meets program requirements.
- Submit the application and wait for approval of an upfront rebate reservation before the installation begins.
- After installation and utility interconnection, follow MEA’s process to request payment.
Do not install first and apply afterward: the reservation approval must precede installation. The contractor roster is updated on a rolling basis.
MEA’s single-family resources page also lists the federal Section 25D Residential Clean Energy Tax Credit among potentially relevant incentives, but that listing alone does not establish current tax-year rules or a particular homeowner’s eligibility. Check current official tax guidance or consult a tax professional before counting on a tax benefit (MEA residential solar resources).
Community solar if rooftop panels are not an option
Community solar lets customers subscribe to a share of a project’s generation and receive a utility-bill credit. Maryland’s Public Service Commission says the program allows renters to contract for solar energy. A customer may subscribe to a project in the same service territory as their electric utility, including when they buy electricity from a retail supplier. See the Commission’s Community Solar Program information.
Before subscribing, verify that a project is accepting customers in your utility territory and review the contract’s credit calculation, fees, cancellation terms, and any conditions for transferring or ending the subscription. Community solar can be an alternative for renters or people who do not want or cannot install rooftop equipment, but its value depends on the project contract and bill-credit terms.
What to verify before signing
- Your exact electric utility and account tariff.
- A property-specific production estimate and a written cash price or complete financing terms.
- How the proposal accounts for utility credits and which charges remain payable.
- Who owns the SRECs and whether any projected SREC revenue is an estimate rather than a guaranteed amount.
- Whether roof work, permits, and utility interconnection are included and who is responsible for them.
- For Solar Access Program applicants, current eligibility, funding, reservation approval, and participating-contractor status before installation.
- For community solar, project territory, subscriber availability, credit terms, fees, and cancellation rights.
Solar panels generate electricity without on-site combustion, contributing cleaner power. The amount of bill savings and the environmental benefit for a particular home depend on its system and electricity use; the official sources cited here do not provide a Silver Spring household emissions estimate.
