Social Sportsbooks in Tennessee: What the 2026 Law Means for Apps

Short answer: Tennessee allows online sports betting through state-licensed operators, but that does not automatically make a social or sweepstakes sportsbook app legal. A 2026 Tennessee law addresses online sweepstakes games and other online or app-based gambling. Whether it applies to a particular app depends on how that app works; the official sources cited here do not settle the status of individual apps.

Are social sportsbooks legal in Tennessee?

“Social sportsbook” is not itself a Tennessee license category in the state sources cited here. The Tennessee Sports Wagering Council says online sports wagering is legal with licensed operators and that placing a bet with an online sportsbook not licensed by Tennessee is illegal. That rule concerns sportsbook wagering; an app’s “social,” “free-to-play,” or “sweepstakes” label does not determine whether it is covered by a separate law.

On May 22, 2026, Tennessee enacted SB 2136 as Public Chapter 1117. The General Assembly’s record describes prohibitions concerning operating, conducting, or commercially promoting online sweepstakes games and other online or app-based gambling. It also records an amendment to the sweepstakes definition addressing virtual-, dual-, or multi-currency systems. Tennessee General Assembly: SB 2136 / Public Chapter 1117

The legal analysis is therefore product-specific. Relevant details include how the app’s currencies are obtained, whether they can be exchanged for cash or cash-equivalent prizes, and what games those currencies are used to play. The cited official sources do not establish a blanket rule for every app marketed as a social sportsbook, nor do they determine the status of a particular named app.

How to check whether an app is a Tennessee-licensed sportsbook

  1. Open the Council’s approved list. Use the Tennessee Sports Wagering Council’s Approved Licensees & Registrants page, not an app’s marketing language or an unofficial list.
  2. Check the operator’s exact name. The Council says wagering with an operator not on its list is illegal. The list can change, so check it when you are deciding whether to wager.
  3. Separate sportsbook licensing from social-app status. Being absent from the sportsbook list means the app is not an approved operator for Tennessee sportsbook wagering. It does not, by itself, resolve every legal question about a social or sweepstakes game; that depends on the app’s mechanics and the law that applies to them.

The Council regulates online sports wagering, licenses operators, and monitors compliance with the Tennessee Sports Gaming Act and related rules. Tennessee Sports Wagering Council: About

Age and location rules for licensed sports betting

For licensed sportsbook wagering, the Council’s FAQ says bettors must be at least 21 and physically in Tennessee. Licensed operators use geolocation before accepting a wager. What to do if the app’s status is unclear

  • Read the current terms for the specific app, including currency purchases, prize redemption, and the games those currencies are used to enter.
  • Check the Council’s current approved list before placing any sports wager.
  • Do not treat an app’s “free,” “social,” or “sweepstakes” description as proof that its use is lawful in Tennessee.
  • If the app is not clearly covered by the official guidance, seek current guidance from the relevant Tennessee authority or qualified legal counsel before using it for paid play or prize redemption.
