The right balance depends on the child and family, and should change as a child’s readiness and responsibility grow.
What parental controls can—and cannot—do
Controls can help manage what a child can access, when and how long they use a device, who can contact them, what activity a parent can see, and privacy, security, or purchase settings. The American Academy of Pediatrics (AAP) recommends checking the options available across the devices and services a child uses—not just one phone or social app.

- Content: blockers and filters can limit access to selected material.
- Time: device or app limits can help manage duration or time of day.
- Contacts and chat: some services let parents approve contacts or restrict online communication.
- Monitoring: some tools provide information about activity.
- Privacy, security, and purchases: account settings can help manage who sees information and whether purchases are allowed.
These settings are a layer of help, not a guarantee against upsetting interactions or other online risks. A setting on one device or account may not cover another, so review the devices, networks, games, and apps your child actually uses. See the AAP’s guide to parental controls for safer media use.

A control can restrict or report activity; it cannot explain why a family has a rule or make a child feel safe disclosing a difficult experience. The AAP recommends explaining controls openly, discussing media limits, and involving older children in decisions. Treat a boundary as something to understand and revisit, not merely a setting imposed without explanation.

Ask what your child encounters online, what they enjoy, and how online experiences affect them. Listen without judgment if they mention mean comments, a dangerous challenge, or something upsetting. The AAP advises parents to “Talk openly about dangerous social media challenges, sensitive world events or mean comments” in “Your Child’s Online World: Talk Frequently About It” (last updated January 3, 2024). Its parental-controls guidance also says to “Talk openly and honestly about the parental controls you choose for your children” (last updated January 3, 2024).
Conversation is not a substitute for a needed limit, and a limit is not a substitute for listening. The AAP’s Family Media Plan can help families discuss balance and boundaries. Noticing how media use fits alongside sleep, activities, and family time can make those discussions more concrete.
Choose controls and rules that fit your child
There is no single age threshold for every child in the guidance covered here. The AAP advises considering a child’s readiness and past media patterns when deciding when and whether to get a smartphone. Its 5 C’s approach encourages parents to understand the individual child, their motivations, and their online and offline relationships; early adolescents should have input in choosing and implementing family rules.

When setting a boundary, consider what you are trying to protect or support—such as privacy, sleep, respectful communication, or family expectations—and explain the reason in language your child can understand. Ask for their perspective, especially as they grow more capable of taking responsibility. The aim is a rule that matches this child’s needs and circumstances, rather than a rigid rule assumed to work for every household.

Starting a new account or handing over a first smartphone is an opportunity to agree on expectations before problems arise. The AAP recommends considering the child’s interest in taking on the responsibility and their past media patterns. Work through the practical questions together:
- Which people may they chat with, and what should they do if someone contacts them in a troubling way?
- How can they report a problematic post or interaction?
- Which privacy and security settings should be enabled at the start?
- Are purchases allowed, and under what conditions?
- Which limits make sense for content, contacts, or time?
Explain any monitoring and restrictions rather than presenting them as a surprise. This helps a child know what to expect and gives you a natural reason to revisit the rules as their independence changes.

The U.S. Federal Trade Commission (FTC), in a June 2026 article, identifies Apple Family Sharing, Google Family Link, and Microsoft Family Safety as free options for limits, restrictions, and activity information. The FTC recommends first discussing family rules and expectations, then considering controls. These are examples, not a comparative evaluation or a claim that any one tool provides comprehensive protection. Features and instructions can change, so check the current guidance from the relevant platform before relying on a particular setting. Read the FTC’s June 2026 guidance on talking with kids and considering parental controls.
Review the arrangement as your child grows
Revisit both settings and family boundaries over time. Check whether the controls still cover the devices and accounts in use, whether the limits remain useful, and whether your child is ready for more input or independence. If a rule needs to change, discuss what has changed and agree on the next step where appropriate. The AAP recommends reviewing settings over time and including older children in decisions as their readiness develops.
The sources cited here provide practical guidance, not a measured comparison showing that controls or conversation alone are more effective. No setting eliminates online risks, and the appropriate approach will vary by child and family.
