Choose SMS when you need to contact customers through phone numbers without requiring them to use a particular messaging app. Choose WhatsApp Business when your customers are reachable there and your service benefits from ongoing chat, media, or other rich message formats. Neither channel is universally cheaper or more effective: the right choice depends on your customers, destination markets, use case, consent and compliance needs, and provider pricing.
One distinction matters at the outset: WhatsApp Business is available as a small-business app and as the WhatsApp Business Platform, an API-based option for integrated messaging. They are different ways to operate, with different setup and workflow considerations.

SMS and WhatsApp Business at a glance
| Factor | SMS | WhatsApp Business |
|---|---|---|
| Customer access | Messages are sent to phone numbers through carrier networks. Delivery depends on number validity, sender type, carrier filtering, and country rules. | Customers need to be reachable on WhatsApp. Businesses can use the Business app or the Platform/API. |
| Interaction | Can support two-way messaging depending on sender type and implementation; international options vary. | Supports customer-initiated service conversations. Free-form replies are allowed during the 24-hour customer-service window. |
| Message format | Primarily text; supported providers and sender types may also offer MMS. Longer messages can be split into multiple segments. | The Platform supports text, images, video, audio, documents, and templates. |
| Outbound rules | Consent, carrier requirements, and local regulations apply. US A2P 10DLC registration applies to applicable traffic sent over 10-digit long-code numbers. | Opt-in and policy compliance are required. Approved templates are required to initiate conversations and to message outside the 24-hour service window. |
| Cost components | Provider charges can include a number or sender fee, per-segment fees, and carrier fees. | Meta pricing varies by recipient country and message category; a platform provider may add fees. |
| Operational considerations | Number type, registration, throughput, and sender-ID availability vary by country and use case. | API use may require business setup, template management, opt-in handling, and an integration or solution provider. |
These are differences in mechanics and requirements, not proof that one channel reaches more people or generates better results. No directly comparable evidence establishes a universal winner for reach, read rates, response rates, conversions, or total cost.
Which channel fits the customer interaction?
Choose SMS for direct, concise notifications
SMS can suit short alerts, verification messages, appointment reminders, and other workflows where a business needs to send information to a phone number. It does not require customers to use WhatsApp, but delivery still depends on valid numbers, carriers, sender rules, and destination-country requirements. Two-way service is possible in some implementations; confirm that the chosen number type and provider support the replies your workflow needs.

Choose WhatsApp for conversational or media-rich service
WhatsApp is a better fit when customers already use it and the interaction benefits from a chat experience, ongoing back-and-forth, or media such as images and documents. Examples include helping a customer share a photo of a product issue or sending a document as part of a support conversation. Its richer formats are useful only when they help the customer complete the task.
For simpler small-business workflows, the WhatsApp Business app offers tools such as quick customer responses. The Platform/API is designed for business messaging through APIs, templates, and webhooks, making it the relevant option to assess when messages need to connect with other systems or processes.
Message formats and length affect delivery
SMS segments vary with encoding
Twilio’s API documentation describes thresholds of 160 GSM-7 characters or 70 UCS-2 characters per SMS segment. Longer bodies are split into segments, which can affect message handling and charges. These are Twilio implementation details, not a guarantee that every provider or carrier handles every message identically. Accented characters, symbols, and other non-GSM-7 characters can change encoding and therefore the segment threshold that applies.
When estimating SMS costs, count segments rather than treating every message body as a single unit. Test the actual text with the provider you intend to use, especially for messages that contain non-standard characters or exceed one segment.

WhatsApp supports richer formats, with template controls
The WhatsApp Business Platform supports text, media, and templates. Templates make it possible to send approved business-initiated messages, but they also mean outbound workflows need to account for approval and policy requirements. A rich format is an advantage when it serves the interaction; it does not by itself establish that WhatsApp is the better channel for every message.
Consent, outbound rules, and the 24-hour window
WhatsApp: user messages open a service window
Under the WhatsApp Business Policy, a business may send free-form replies during the 24-hour customer-service window, which opens and resets with each user message. Outside that window, approved message templates are required. This affects delayed support follow-ups, reminders, and campaigns. Businesses must also collect opt-in and respect opt-outs.
Meta’s April 3, 2025 announcement states that businesses using the WhatsApp Business Platform can initiate messages only with pre-approved templates. Plan the message journey around when the customer last contacted the business, rather than assuming a support conversation remains open indefinitely.
SMS: obligations depend on market and sender type
SMS is not exempt from consent or regulation. For US traffic sent through 10-digit long-code numbers, Twilio documents registration requirements under A2P 10DLC. International sender types and rules differ by country, so do not apply the US requirement globally. Check destination-specific requirements for each market and message purpose.

How to compare the real cost
A low per-message figure does not necessarily mean a lower total bill. SMS costs can vary with segmentation, sender or number fees, and carrier charges. WhatsApp Platform charges vary by recipient country and category, and provider fees may be additional. Meta’s surfaced pricing reference is dated July 1, 2025; Twilio’s WhatsApp pricing page labels its pricing current as of August 2026. Rates and categories can change, so use current rate cards for the markets and message types you plan to send.
Meta’s surfaced pricing guide describes charges by recipient country code and message category. A third-party messaging provider can add fees on top of Meta’s charges. Review both components rather than treating the platform rate as the complete cost.

A practical decision process
- Map your customers by market. Identify the countries you serve and estimate which customers can be reached through valid phone numbers and which are active on WhatsApp. Do not assume app availability or delivery from a global popularity claim.
- List the messages you need to send. Separate one-way alerts and verification from two-way support, reminders, and media-enabled conversations. Note which messages customers initiate and which the business initiates.
- Check format and interaction needs. Use SMS when concise text is sufficient and the phone-number workflow fits. Consider WhatsApp when customers benefit from chat, media, or a familiar conversational channel.
- Match workflows to channel rules. For SMS, check consent, sender type, local rules, and any registration requirements. For WhatsApp, plan opt-in, templates, and the 24-hour customer-service window.
- Model current costs for the actual mix. Include country, message category, SMS encoding and segments, volume, sender and carrier charges, and provider fees.
- Confirm integration and delivery operations. Check support for your help desk, CRM, or other systems; throughput; reply handling; opt-outs; and what happens when delivery fails or a customer cannot be reached on the chosen channel.
Use cases that often favor each channel
- SMS is a sensible starting point for short verification codes or time-sensitive alerts sent to phone numbers, provided the sender setup and destination rules support the use case.
- WhatsApp is worth considering for customer-initiated support that may need images, documents, or ongoing chat, if the intended customers use the service and the business can manage its Platform rules.
- A channel choice may differ by journey. A business might use one channel for concise alerts and another for support, but should make the customer’s next step clear and honor their preferences and consent.
Before you launch
- Confirm which markets and customer groups each channel can serve.
- Verify current local rules, sender requirements, and opt-in expectations for the message purpose.
- For WhatsApp, decide whether the Business app or Platform/API fits the workflow, and prepare templates for business-initiated or out-of-window messages.
- Test actual message content, including SMS encoding and segmentation.
- Calculate cost using current country-specific rates and all provider, sender, and carrier fees.
- Test inbound replies, opt-outs, failed delivery handling, and any fallback route before sending at scale.
Frequently Asked Questions
Is SMS or WhatsApp Business cheaper?
There is no universal cost winner. SMS costs may include per-segment, sender, and carrier charges; WhatsApp Platform pricing varies by country and message category, and a provider may add fees. Compare current rates for your own message mix.
Can a business message someone on WhatsApp without a template?
A business can send free-form replies during the 24-hour customer-service window after a user message. Outside that window, or to initiate a conversation through the Platform, an approved template is required.
Does SMS always mean one charge per text?
No. SMS bodies can be divided into segments. Twilio documents thresholds of 160 GSM-7 characters or 70 UCS-2 characters per segment; provider and carrier handling can vary.
Recommended Free Tools
Is the WhatsApp Business app the same as the WhatsApp Business API?
No. The Business app is a separate small-business offering with tools such as quick responses. The Platform/API supports business messaging through APIs, templates, and webhooks.
