SMRs vs. Natural Gas Power Plants: Cost, Emissions, and Reliability

There is no established universal cost or reliability winner between small modular reactors (SMRs) and natural-gas power plants. The result depends on project maturity, financing, construction time, gas prices, plant design and the grid service required. SMRs generate electricity without burning carbon fuel at the reactor, while gas plants emit CO₂ during combustion and can also have upstream methane emissions. A fair comparison separates plant costs from system value, operational emissions from lifecycle emissions, and combined-cycle gas plants from combustion turbines.

What is being compared?

An SMR is a small modular nuclear reactor. The U.S. National Renewable Energy Laboratory’s 2024b Annual Technology Baseline (ATB) models a 300 MWe SMR separately from a 1,000 MWe large reactor; those are modeled reference cases, not vendor quotations or a claim that every SMR has the same design.

“Natural-gas power plant” also covers more than one technology. The U.S. Energy Information Administration (EIA) reports combined-cycle plants separately from combustion turbines and other technologies. These designs have different operating characteristics, so a comparison should identify the gas plant type and match it to the SMR’s intended duty rather than treating all gas generation as one option.

Are SMRs cheaper than natural-gas power plants?

The reviewed evidence does not establish a current, apples-to-apples cost ranking. The OECD Nuclear Energy Agency (NEA) and Electric Power Research Institute (EPRI) 2025 report, The Costs of Generating Electricity 2025, covers levelized cost of electricity (LCOE) for 23 technologies in 21 countries, including SMRs and fossil technologies. Its public landing page confirms the dataset’s scope but does not provide the underlying plant-level tables needed to state a precise SMR-versus-gas ranking.

The NEA says LCOE and capacity-factor data should be complemented by system-cost analysis in a specific country context. LCOE is useful for comparing the cost of generating electricity under stated assumptions; it does not by itself capture every grid benefit or cost, such as firm capacity, ancillary services, network location or exposure to fuel-price changes.

What must a fair cost comparison include?

Compare the same kind of project and service, and make the assumptions visible. A plant’s overnight capital cost is only one part of the delivered-cost calculation. Financing and interest during construction, operations and maintenance, fuel, capacity factor, operating life, decommissioning and waste obligations can all affect the result. Project maturity matters too: a first-of-a-kind (FOAK) SMR estimate should not be compared with a mature gas plant’s fuel cost alone.

  • Capital and financing: identify the currency year, construction duration, financing terms and whether the estimate is overnight cost or includes financing.
  • Fuel: state the gas-price assumption and distinguish fuel costs from the full cost of generating electricity.
  • Operation: use comparable capacity-factor and operating-life assumptions, and include fixed and variable operating costs.
  • Project status: distinguish modeled estimates and anticipated learning from costs observed in completed commercial projects.
  • Grid contribution: account for the service the plant provides rather than treating LCOE as a complete measure of system value.

What do the historical DOE estimates show?

A U.S. Department of Energy (DOE)-hosted 2010 analysis illustrates how strongly the comparison can depend on gas prices and assumptions about reactor order of build. It is historical modeling, not a set of 2026 project bids or observed commercial SMR costs.

Figure in the DOE-hosted 2010 analysis What it represents How to interpret it
About $60–$80/MWh Modeled natural-gas combined-cycle electricity, using historical gas-price data A historical modeled estimate; not a current gas-price forecast or quote.
$7,000–$11,500/kW Estimated overnight capital cost for a lead SMR A historical estimate for a lead unit. Overnight cost does not include financing during construction.
$4,700/kW Estimated overnight capital cost for a modeled nth-of-a-kind SMR A historical modeled estimate that relies on future learning; it is not evidence that this cost has been achieved broadly.

The DOE analysis characterized lead-unit estimates as conservative and dependent on future learning. The gap between its modeled lead and nth-of-a-kind SMR costs demonstrates why assumptions about repeat construction and manufacturing scale matter; it does not establish a present-day cost advantage.

NREL’s 2024b ATB offers another kind of reference: a U.S. modeled case that distinguishes a 300 MWe SMR from a 1,000 MWe large reactor and includes assumptions such as capacity factor and construction time in nuclear cost analysis. Use its assumptions as a scenario framework, not as a supplier’s price.

Which produces fewer emissions?

At the plant, gas-fired generation emits carbon dioxide (CO₂) when natural gas is burned. SMRs generate electricity without carbon-fuel combustion at the reactor. That operational distinction is not the same as saying nuclear electricity has no lifecycle greenhouse-gas emissions: lifecycle accounting also includes construction and the fuel cycle.

Gas-fired electricity also has emissions beyond the power plant. Methane can escape during gas production, processing, storage and transport. The EIA explains both the combustion CO₂ and supply-chain methane issues. It reports an Environmental Protection Agency estimate that, in 2021, natural-gas and petroleum systems and abandoned oil and natural-gas wells together caused about 33% of U.S. methane emissions and about 4% of total U.S. greenhouse-gas emissions. Those figures cover the combined systems and abandoned wells; they are not shares attributable to power plants or gas-fired generation alone.

What lifecycle comparisons can—and cannot—show

The Intergovernmental Panel on Climate Change’s (IPCC) 2011 assessment presents distributions of lifecycle greenhouse-gas estimates rather than one fixed emission factor for either technology. Its comparison includes 125 nuclear estimates based on 32 references and 83 natural-gas estimates based on 36 references. Those are counts of estimates and underlying references, not counts of plants. The spread reflects differences in technologies, study methods and system boundaries, so it should be read as a synthesis of assessment-era literature, not a precise emissions value for a particular modern plant.

  • Keep direct operational CO₂ separate from upstream methane and other lifecycle emissions.
  • When comparing lifecycle figures, check what stages and gases each study includes and whether its boundary is consistent with the other estimate.
  • Do not assign the EIA-reported national methane shares to gas-fired electricity alone.

Are SMRs as reliable as natural-gas power plants?

There is no universal empirical forced-outage winner established by the evidence cited here. Reliability is a bundle of grid services, not a single annual utilization number. A high capacity factor—the share of time a plant generates relative to its maximum possible output—does not by itself show how quickly a unit can change output, whether it is available at peak demand or how vulnerable its fuel supply is.

NREL’s ATB tracks nuclear characteristics including capacity factor and ramp rates, while its fossil-generation methodology accounts for operating range and emissions rates. EIA’s separate reporting of gas combined-cycle plants and combustion turbines is another reason to avoid making a single claim about “gas reliability.” The meaningful comparison is between specified plant configurations doing a specified job.

Compare the reliability factors that matter to the grid

  • Dependable capacity and capacity credit: how much output can the grid count on during the hours it needs most?
  • Flexibility: what are the ramp rate, minimum stable load and start time for the particular design?
  • Outages and maintenance: what are the planned-maintenance schedule and forced-outage performance? The sources reviewed do not establish a universal SMR-versus-gas forced-outage ranking.
  • Fuel security: how exposed is the plant to interruption or price changes in its fuel supply, and what refueling needs apply?
  • Seasonal performance: does the resource meet the grid’s needs during the relevant seasonal peaks and operating conditions?
  • System location and services: can the plant provide the firm capacity, energy or ancillary services needed at its point on the network?

Can SMRs replace gas plants for firm power?

That depends on the gas plant’s role and the SMR design and project in question. A replacement decision needs to compare firm capacity, energy, flexibility, fuel security, operating schedule and network needs—not simply annual generation or LCOE. Combined-cycle and combustion-turbine units should not be treated as interchangeable baselines.

SMRs may offer potential advantages where smaller unit sizes, smaller site requirements or service to a smaller grid are useful. DOE identifies these as potential benefits and points to factory fabrication, standardization and manufacturing scale as central to the economic proposition. They are possibilities, not guarantees of lower delivered electricity costs or proof that a given project can substitute for a particular gas unit.

How mature is SMR deployment?

Commercial SMR deployment is emerging, and expected cost reductions depend in part on repeated construction and manufacturing learning. The International Energy Agency’s (IEA) 2025 nuclear analysis describes capital intensity, long construction lead times, technical complexity and financing challenges as issues facing nuclear projects.

The IEA presents 40 GW of SMRs by 2050 in its Stated Policies Scenario and 120 GW in a rapid-growth scenario with aligned support, regulation and delivery. These are scenario outcomes, not committed projects, guaranteed deployment or observed operating capacity. They describe possible pathways under specified conditions, not evidence that factory-scale cost reductions have already been achieved.

What to verify before comparing two projects

  1. Specify the units: identify the SMR project and whether the gas alternative is combined-cycle or a combustion turbine.
  2. Align the service: state whether the comparison is for steady energy, peak capacity, flexibility, or a combination.
  3. Use a common cost basis: identify geography, currency year, financing, construction period, fuel prices, capacity factor, lifetime and included end-of-life obligations.
  4. Label project maturity: separate lead-unit estimates and scenario assumptions from costs demonstrated by operating projects.
  5. Separate emissions boundaries: report plant-site combustion separately from lifecycle emissions, including upstream methane where relevant.
  6. Test system value: consider firm capacity, ancillary services, network location and fuel-price exposure in addition to LCOE.
  7. Check the evidence date: historical estimates can explain cost drivers, but they are not current bids; scenario projections are not commitments.
