Smart App Control is Windows 11’s default-deny app execution feature. It combines Microsoft’s cloud app-intelligence verdicts with Windows code-integrity checks. Safe, recognized software can run; malware, potentially unwanted apps, and unknown unsigned code are blocked in enforcement mode. The trade-off is compatibility: developer builds, older utilities, scripts, mods, and corporate tools may not run, and changing the feature’s mode can require a Windows reset or reinstall.

What Smart App Control does

Smart App Control controls whether an application or other executable code is allowed to start. Microsoft describes it as an execution-control feature that combines app-intelligence services with Windows code-integrity protections. It is not merely a warning screen: when enforcement is active, Windows can prevent a file from launching.

The feature is designed for a common Windows risk: a user downloads a program that has not previously built a trustworthy reputation. Instead of allowing every program and relying only on antivirus scanning after launch, Smart App Control places an additional gate in front of execution.

Its policy is effectively default deny for three categories: malware, potentially unwanted apps (PUA), and unknown unsigned code. A file that is unfamiliar to Microsoft’s service is not automatically treated as malicious, but it must meet the signature requirement described below before it can run.

Requirements and availability

Smart App Control is not a feature that can be added to Windows 10. Microsoft Support documents it for new Windows 11 installations, while Microsoft Learn lists Windows 11 version 22572 or later as the documented baseline.

Requirement or condition What it means
Operating system Windows 11; Microsoft Support says Smart App Control is unavailable in Windows 10.
Build Version 22572 or later is the documented requirement in Microsoft Learn.
Installation state A clean Windows installation is required. Microsoft explicitly counts a device reset as a clean install.
Regional availability The feature is enabled only in certain regions; Microsoft says additional regions may receive it over time.
Edition and hardware The cited Microsoft requirements do not establish a separate processor, memory, or Windows edition threshold beyond the Windows 11 and installation conditions above.

These conditions explain why two otherwise similar Windows 11 PCs may show different Smart App Control options. A machine upgraded from an older Windows installation may not qualify, while a freshly installed or reset machine can enter the feature’s evaluation process if the region is supported.

How Smart App Control decides whether an app can run

Microsoft documents a four-stage decision sequence. The service’s prediction is considered first; code signing is the fallback when the prediction is not confident.

  1. An app starts. Windows sends the relevant app information into the Smart App Control decision process.
  2. Cloud app intelligence makes a safety prediction. If the service has enough information to classify the app as safe, Smart App Control allows it. If it predicts malware or a potentially unwanted app, Windows blocks it.
  3. Uncertain cases move to signature checking. When the service cannot make a confident prediction, Windows checks whether the app has a valid certificate-based signature.
  4. The signature determines the fallback result. A valid signature from a certificate authority in the Trusted Root Program allows execution. An unsigned or invalidly signed app is treated as untrusted and blocked.

This is why a program can be blocked even when you have used it safely before: a locally trusted file is not automatically trusted by Smart App Control if it lacks a signature and the cloud service cannot issue a confident verdict. Conversely, a signed file is not granted an unlimited security exemption; the service can still identify known malicious or unwanted software.

The three Smart App Control modes

Evaluation

Evaluation mode runs in the background while Windows observes how the device is used. It is intended to determine whether the computer’s software mix is compatible with enforcement before Windows commits to actively blocking applications.

Microsoft warns that legitimate corporate, developer, and other advanced workflows can look incompatible. Self-built programs, internal tools, test binaries, and other specialized software may produce the pattern that causes Windows to decide the feature is not a good fit.

On (enforcement)

In the On state, Smart App Control actively applies its execution policy. An app must either receive a safe verdict from Microsoft’s app-intelligence service or carry a valid certificate-based signature accepted through the Trusted Root Program. Malware, potentially unwanted apps, and unknown unsigned code are blocked by default.

Off

Off means Smart App Control is not applying that execution gate. Your other security controls continue to operate, but Smart App Control itself will not block an unknown executable under its documented rule.

Mode What Windows does Important consequence
Evaluation Observes activity while deciding whether enforcement suits the device. Windows may automatically turn the feature off after detecting an incompatible workflow.
On Blocks malware, PUA, and unknown unsigned code unless the app receives a trusted verdict or valid signature. Unsigned and unfamiliar software can fail to launch.
Off Does not apply Smart App Control’s execution policy. Returning to evaluation may require resetting or reinstalling Windows.

What can be blocked or disrupted

Smart App Control is most predictable on a PC that runs mainstream, signed applications. Problems are more likely when software is produced or modified outside a normal signed-release process.

  • Unsigned utilities: Small tools distributed without a certificate signature can be blocked when the cloud service has no confident verdict.
  • Developer builds: Locally compiled programs and test binaries often do not have a production certificate, so they may fail the fallback signature check.
  • Scripts and automation: A script may be allowed to open, yet an unsigned executable or helper that it launches can be blocked. The practical issue is the executable code in the workflow, not simply the file extension.
  • Older applications: Legacy installers or programs that predate modern signing practices may be treated as untrusted.
  • Corporate and internal tools: Line-of-business software, internal utilities, and custom deployment packages can be affected if they are unknown to the service and unsigned.
  • Mods and plug-ins: Game modifications, plug-ins, and community tools frequently come from small publishers or individual developers and may not carry a certificate accepted by the policy.

A valid signature helps with the uncertain-verdict path, but it does not promise that every signed program will be allowed. A known malicious or potentially unwanted app can still be blocked based on the cloud prediction.

How to check the status and change the setting

Use the built-in Windows Security interface rather than looking for a separate Smart App Control application.

  1. Open Windows Security.
  2. Select App & browser control.
  3. Open Smart App Control.
  4. Read the displayed state: Evaluation, On, or Off.
  5. If Windows presents the control, choose the desired state and confirm the change.

The available choices depend on the device’s installation history and current mode. A newly installed, supported Windows 11 system may begin in evaluation. A system that has completed evaluation or has had the setting manually changed may not offer a path back to evaluation.

Why Smart App Control can turn itself off

Automatic shutdown is a documented behavior of evaluation mode, not necessarily evidence that Windows detected malware. Evaluation watches the software and tasks used on the machine. If the observed pattern suggests that enforcement would interfere with legitimate work, Windows can turn Smart App Control off.

Common compatibility signals include frequent use of self-built code, unsigned internal applications, developer tools that generate executables, older business software, or specialized utilities. The purpose of evaluation is to identify this conflict before enforcement causes repeated launch failures.

Once the feature is off, review which applications and workflows are essential before attempting to reset Windows. If the device depends on unsigned tools, forcing Smart App Control back on can recreate the same interruptions after setup.

Can you turn Smart App Control back on without reinstalling Windows?

For the Windows versions covered by Microsoft’s support documentation, the answer is generally no after evaluation has completed or after you manually switch Smart App Control on or off. Microsoft says returning to evaluation requires resetting or reinstalling Windows.

A reset qualifies as a clean installation for the requirement. That means you do not always need a bootable USB drive, although installation media remains useful when you want to perform a controlled reinstall from outside the existing Windows environment.

Before resetting or reinstalling

  • Back up personal files to storage that will not be erased.
  • Export browser data, password-manager vaults, software settings, and license information you will need after setup.
  • Confirm that installers for essential applications are available from their publishers.
  • Identify any unsigned or custom programs that may be incompatible with enforcement.
  • Make sure you know your Windows sign-in and activation details.

After the reset or clean install

Install Windows 11, apply updates, and open Windows Security > App & browser control > Smart App Control. If the region and installation meet Microsoft’s conditions, the feature can enter evaluation. Let that period observe normal use instead of immediately installing every unusual tool; the evaluation is intended to judge the real software mix on the computer.

Smart App Control versus antivirus and other application controls

Smart App Control is an additional execution gate, not a replacement for endpoint security. Microsoft says it works alongside Microsoft Defender and third-party antivirus products. Keep antivirus, security updates, account protection, and sensible download practices in place.

Control type Primary decision Unknown unsigned code by default Developer and legacy compatibility Can it replace antivirus?
Smart App Control Cloud app-intelligence prediction plus Windows signature and code-integrity checks. Blocked in enforcement when there is no confident verdict and no valid signature. Potentially disruptive to self-built, unsigned, older, corporate, mod, and plug-in workflows. No. Microsoft positions it as working alongside antivirus.
Conventional antivirus Malware detection, blocking, and remediation; exact handling of unknown files varies by product and configuration. Not a universal default-deny rule; behavior depends on the product. Usually broader compatibility, but potentially unwanted or malicious software can still be detected or quarantined. No single control removes the need for layered security.
Application-control policy Rules defined by an organization or administrator, such as publisher, path, hash, or allowlist conditions. Depends on the policy; an allowlist can be stricter or more permissive than Smart App Control. Requires deliberate rule management for internal and legacy software. No. It addresses execution policy rather than the full antivirus function.

The practical distinction is policy style. Smart App Control makes a cloud reputation decision and then uses signing as the fallback for uncertain files. Antivirus focuses on detecting and responding to malicious behavior or content. An organization may also deploy its own application-control rules. These controls can coexist because they answer different security questions.

Who should keep Smart App Control enabled?

A good fit

  • The PC mainly runs well-known, signed applications.
  • You want unknown downloads blocked by default rather than merely scanned after launch.
  • You rarely install niche utilities, mods, plug-ins, or software built locally.
  • You can accept reinstalling or resetting Windows if a future mode change requires it.

Use caution

  • You compile applications or test unsigned builds every day.
  • Your work depends on internal corporate tools whose signing status you do not control.
  • You maintain older applications, scripts that launch custom binaries, or specialized hardware utilities.
  • You need to run community modifications or plug-ins that are not signed through a recognized certificate chain.

For a mixed-use computer, let evaluation finish before making a permanent choice. It is specifically designed to reveal whether ordinary work will collide with the enforcement policy.

Limitations and what the published documentation does not establish

Microsoft’s documentation explains the decision model, installation conditions, modes, and reset requirement. It does not provide an independent block-rate, false-positive rate, or performance benchmark for Smart App Control. You should therefore treat the feature as a policy mechanism, not as a guarantee that every threat will be stopped or every legitimate application will be recognized.

The feature also depends on the distinction between a confident cloud prediction and a valid signature. A file that is neither confidently recognized nor properly signed can be blocked even when the user believes it is safe. That limitation is intentional: the feature favors preventing unknown code from running over maximum compatibility.

Practical bottom line

Smart App Control is worth keeping on a Windows 11 PC that uses mainstream signed software and benefits from default-deny protection against unknown downloads. Its value is lower—and its compatibility cost higher—on developer, corporate, legacy, modding, or heavily customized systems. Check the mode under Windows Security, allow evaluation to observe normal use, and remember that once evaluation has ended or the setting has been changed, Microsoft’s documented route back may be a Windows reset or reinstall.
