Find Isao beneath the red bridge at Mistfall Harbor after dark. To finish his fishing quest, catch the Drowned Lure at a nearby rocky ledge, bring Isao the fish he requests, then fish from a downstream waterfall ledge with the Drowned Lure equipped. Guides disagree on whether the hand-in requires three or four fish, so follow Isao’s current dialogue and quest counter rather than relying on a fixed count.
Unlock fishing and get the required gear
Recent third-party guides report that fishing unlocks at level 45 through a permit quest from Dock Master Sofen near the shrine at Mistfall Harbor. Follow the objective currently shown by the game: guide descriptions of the permit errands may not remain accurate after an update. Once fishing is available, Fisherman Jeso sells the Basic Fishing Rod; one guide lists its price as 3,500 Wen, so check the in-game shop for the current cost.

Keep the Basic Rod for the Drowned Lure step. Although an upgraded rod may be useful for catching Isao’s requested fish, the guides specifically call for the Basic Rod when obtaining the lure.
Stage 1: Catch the Drowned Lure
Where to fish
At night, go to the red bridge near Mistfall Harbor and look for the water spout. The fishing spot is described as a rocky ledge on the cliff across the water from it.

Rod, bait, and catch count
- Equip the Basic Fishing Rod.
- Leave the bait slot empty.
- Fish from the rocky ledge and complete the fishing minigame successfully. Two guides report that five successful catches produce the Drowned Lure; count completed catches, not casts.
The Drowned Lure is described as reusable. Keep it for the final stage, and make sure it is selected as bait before fishing there.

Isao’s location and timing
Return to the red bridge after dark and speak to Isao beneath it. Guides identify the requested fish as Crustadon and Krathulon, but they do not agree on the quantities:

No official game documentation in the available sources resolves the discrepancy. Treat Isao’s live dialogue and the quest counter as authoritative. Avoid selling or consuming fish needed for the active request, and finish his dialogue after turning them in so the next stage registers.
A guide says other rods and bait can be used to collect the requested fish. It also describes an optional Rare Rod upgrade costing five Golden Fish plus 10,000 Wen; verify both availability and cost with Fisherman Jeso in-game before pursuing it.

Stage 3: Fish at the waterfall ledge
Reach the spot and equip the lure
Follow the river downstream from the bridge toward the waterfall area. Guides place the fishing ledge near a tree, above the water on a rocky or grassy bank, but their route landmarks vary. Use Isao’s clue and any in-game progress cue to identify the correct spot.
- Select the Drowned Lure in the bait slot; carrying it is not the same as equipping it.
- Fish from the ledge by the waterfall and complete the catch.
- Check for the location confirmation or quest-progress message reported by a guide. If the stage does not register, recheck the ledge and confirm the lure is equipped before trying again.
Rewards and reported item stats
Guides report that the quest grants the reusable Drowned Lure during the opening stage and awards the Legendary Fishing Rod and Legendary Fisherman title at the finish.

Quick troubleshooting
- The Drowned Lure does not appear: Check that it is nighttime, the Basic Rod is equipped, and no bait is selected. Complete five successful catches rather than counting casts.
- Isao does not accept the fish: Re-read his active request and check the quest counter. Published guides conflict on the quantities.
- The waterfall catch does not advance the quest: Verify that the Drowned Lure is equipped as bait and use the game’s progress feedback to confirm the spot.
- The next stage has not appeared: Complete Isao’s dialogue after the hand-in, then follow his clue or the updated quest cue.
