Estimate how much hot water your household may use in that hour, then compare the estimate with each candidate model’s first-hour rating (FHR). For a tankless heater, use a different measure: gallons per minute (GPM) at the temperature rise your home requires.
What size water heater do you need?
There is no dependable one-size-fits-all answer based only on household size. The right capacity depends on the type of heater, how much hot water you use during your busiest period, whether uses overlap, and what your home can support for fuel, electrical service, venting, space, and local code.

If your current storage heater usually meets your needs, its labeled capacity is a useful starting point when shopping for a replacement. Still, compare the first-hour rating of the exact replacement model: two tanks with similar stated capacity can deliver different amounts of hot water. How to size a storage water heater
- Choose a demanding, realistic hour. Think of a normal or unusually busy day and identify the hour when showers, bathing, dishwashing, or other hot-water uses are most likely to overlap.
- Estimate the hot water used in that hour. Add the likely draws rather than assuming that every household member uses hot water at a separate time. The timing and combination of uses matter.
- Find the candidate model’s FHR. Look in the product specifications or EnergyGuide materials for the exact model. FHR estimates how much hot water a fully heated storage heater can supply in its first hour.
- Compare demand with FHR. The U.S. Department of Energy’s older Water Heating: Technology Fact Sheet recommends choosing a model whose FHR is within about two gallons of estimated peak one-hour demand. Treat that as a rule of thumb, not a code requirement or a universal guarantee; check current manufacturer guidance and local requirements.
Tank capacity is the volume held in the tank; FHR is a delivery estimate for the first hour starting with a fully heated tank. They are not interchangeable. ENERGY STAR’s criteria page defines FHR measurement at a 125°F outlet temperature in its UEF test method; that is a test condition, not a recommended household setting.

How to size a tankless water heater
Tankless models are sized by flow rate, not by storage-tank FHR. Add the GPM demand of fixtures likely to run at the same time, then check whether the model can provide that flow at the temperature rise needed to reach your intended use temperature. ENERGY STAR defines GPM for instantaneous units at a specified test temperature rise, so a GPM figure without its temperature-rise context is not enough to compare models. Verify the exact model’s rating and installation requirements in ENERGY STAR’s criteria and the manufacturer’s specifications.
What to check for a heat-pump water heater
Use the local plumbing code’s minimum FHR requirements and the manufacturer’s sizing recommendations. ENERGY STAR’s Heat Pump Water Heater Guide says: “Follow the local plumbing code’s minimum first-hour rating (FHR) requirements and manufacturer recommendations for tank sizing.”

A larger tank can provide more stored heat for high-demand periods and may reduce reliance on auxiliary resistance heating when the unit operates in hybrid mode. The guide flags households with concentrated high draws—for example, homes where teenage children or a preference for baths can contribute to heavy demand—as cases where more thermal storage may help. A larger tank is not automatically the right choice: confirm the model’s size, operating conditions, installation requirements, and fit for your household.
Compare candidate models on more than gallons
- Delivery capacity: use FHR for storage heaters and GPM at the required temperature rise for tankless models.
- Peak-use pattern: account for showers, baths, and appliances that could draw hot water at once or in a cluster.
- Energy source and installation fit: check fuel, electrical service, venting, dimensions, available space, and local installation requirements for the specific home and model.
- Efficiency and operating conditions: UEF is the current overall-efficiency measure identified by ENERGY STAR. For heat-pump models, consult the model guidance for conditions and installation needs that affect performance.
- Replacement continuity: if the existing heater usually supplies enough hot water, use its nameplate or EnergyGuide label as a starting point, then compare the replacement’s FHR and installation requirements. Why a household-size chart can mislead
A person count does not tell you whether showers happen back-to-back, whether a bath is common, or whether hot-water appliances run during the same hour. No dependable current household-size-to-tank-size table is established here, so a fixed gallons-per-person rule would be a poor substitute for checking actual demand and the model’s rating.

To identify a particular capacity or model, you also need details the household-size estimate cannot supply: peak-hour draws, incoming-water temperature, fuel and electrical service, venting, installation space, local code, and budget. When those factors are uncertain, use the rating and manufacturer recommendations to narrow options, then confirm suitability with a qualified local installer.
