No: Singapore’s Monetary Authority of Singapore (MAS) has not imposed a blanket requirement for an external independent review of every financial-sector AI use case. Its final AI risk management guidelines, issued on 7 October 2026, call for institutions to identify and assess their AI use and apply governance and lifecycle controls proportionate to risk. They also set expectations for independent oversight and challenge within institutions’ governance structures.
What MAS’s final AI guidelines require
The Guidelines on Artificial Intelligence Risk Management for Financial Institutions apply to all financial institutions and all forms of AI technology. The framework covers institutions across areas including banking, insurance, payments, capital markets, fund management and financial advice.

Institutions are expected to identify AI use across relevant business functions, including material third-party services with embedded AI, and maintain inventories with attributes suitable to each use case. They should assess the materiality of each use and apply relevant controls across its lifecycle. MAS identifies areas including data governance, testing, human oversight, cybersecurity, monitoring and change management.
The approach is proportionate rather than uniform: institutions calibrate implementation to their size, risk profile, and the scale and nature of their AI use. For a use whose poor performance or unavailability is unlikely to materially affect the institution, customers or other stakeholders, MAS permits basic policies and procedures.

What “independent review” means in the guidelines
The guidelines describe independent oversight by designated control functions, independent challenge from the second line, and independent assurance from internal audit. These are governance roles within the institution; they are not a direction that every AI use case must be sent to an outside reviewer before deployment.
That distinction matters. The central question is not simply whether a use case has been reviewed, but how its assessed materiality and potential impact shape the institution’s governance and controls. A consequential customer-facing or decision-making system may warrant more scrutiny than a low-materiality assistive tool. The guidance does not prescribe the same maximum level of review for every use.

Third-party AI remains the institution’s responsibility
Using a vendor or an embedded AI service does not transfer the financial institution’s accountability for AI used in services it provides. Institutions should obtain sufficient assurance about third-party systems, assess whether they are suitable for their intended use, and add compensating controls where assurance is incomplete.

This makes vendor assurance and ongoing risk management important parts of the institution’s own framework, rather than a substitute for it.

What financial institutions should do next
- Find and record AI use across business functions, including relevant vendor products and embedded services.
- Assess each use case’s materiality and intended purpose, then match governance and controls to its risks and impact.
- Establish appropriate internal oversight, independent challenge and assurance roles; do not treat those expectations as a universal external-review mandate.
- For third-party AI, seek sufficient assurance, assess suitability, and use compensating controls or reconsider the service if risks remain outside appetite.
- Plan implementation against the applicable section deadlines, with Sections 3 and 4 due from 7 October 2027 and Sections 5 and 6 allowed until 7 October 2028.
