In The Sims 2, the practical difference is what a download changes: custom content (CC) adds or replaces assets such as hair, clothing, furniture, skins, lots, and Sims, while a mod changes behavior, rules, tuning, autonomy, interactions, careers, or another game system. Both are commonly distributed as .package files, so the extension alone cannot tell you which one you have.
The safest approach is to identify a file by its creator description and dependencies, install each format in the location intended for it, inspect .sims2pack archives before installation, and test new downloads in a backed-up neighborhood. Expansion-pack requirements, conflicts, load order, and game edition matter more than a download’s filename.

Mods and custom content answer different questions
What custom content changes
Custom content is player-made material that adds an asset or replaces an existing visual asset. Typical examples include hairstyles, clothing, makeup, genetic skins, furniture, build objects, terrain paint, walls, floors, Sims, pets, houses, and complete lots. A recolor that gives a chair a new fabric pattern is CC; so is a new mesh that adds a chair the original game did not ship with.

CC usually changes what you can see, buy, wear, build, or place. It normally does not rewrite the rules governing how a Sim behaves. A replacement texture can make an object look different while leaving its interactions unchanged.

What a mod or hack changes
A mod, often called a hack in the Sims 2 community, changes game behavior or data. It can alter autonomy, motives, careers, relationships, aging, pregnancy, object interactions, townie generation, menus, prices, or the way an existing system calculates a result. Some mods add an interaction or a pie-menu option; others work invisibly by changing tuning in the background.
Because a behavior mod edits resources the game already uses, it may have no catalog thumbnail or obvious object preview. A creator may require a particular expansion-pack combination, a separate controller or mesh, a specific load order, or removal of an older version before installation.
Why the categories overlap
The labels describe function, not a file extension. A decorative recolor is CC, but a package that changes the recolor’s interactions is a mod. A new object can be both: its mesh and textures are CC, while a package that gives it a new autonomous action is a mod. Read the creator’s description, required files, and compatibility notes instead of classifying a download from its name.

.package and .sims2pack serve different technical purposes. Archives such as .zip and .rar are containers used for downloading; they are not runtime files and should be extracted first.

Mod The Sims’ file-type guideline summarizes the exception this way: Sims 2 content should be uploaded as package files, except for: Sims and pets, which must be uploaded as .sims2pack files.
In practice, exported lots and houses are also commonly distributed as Sims2Packs because they need an installer to assemble their contents.
Where files go and how to install them
On a standard Windows installation, standalone packages belong in Documents/EA Games/The Sims 2/Downloads, or the equivalent user-data folder created by your edition. The exact parent folder can differ between the original releases, the Legacy Collection, and Mac editions, so use the folder that your game actually uses for its user data.
- Back up first. Copy the entire user folder to another location, with special attention to the
Neighborhoodsfolder and your saved games. Keep this untouched copy until the new files have been tested. - Read the creator’s instructions. Record required expansion or stuff packs, meshes, CEP or other supporting files, load-order rules, and any files that must be removed before updating.
- Extract the download. Open the zip or rar and look at the contents. Do not put the compressed archive in Downloads.
- Install standalone packages. Move the extracted
.packagefiles into Downloads. Subfolders make large collections easier to manage, but follow any creator-specific depth or load-order instruction. - Process Sims2Packs separately. Open each
.sims2packwith Package Installer or Sims2Pack Clean Installer rather than copying it into Downloads. - Inspect before committing. In Clean Installer, review every listed package, deselect unwanted hacks or unrelated CC, and install only the components you understand.
- Enable custom content. Start the game, open the custom-content settings, enable user-made content if it is disabled, and restart when the game requests it.
- Test in a disposable neighborhood. Load a backed-up or test neighborhood, check the downloaded object or interaction, and verify that existing families and lots behave normally before using the files in a main save.
How to handle Sims2Packs without importing surprises
A Sims2Pack can contain more than the house, Sim, or lot shown on its download page. Existing Downloads content can become attached to a lot or Sim when that item is packaged. The uploader may not have intended to redistribute every attached file, yet the installer can still present those resources for installation.
This is why an installer that exposes the package list is safer than opening a Sims2Pack blindly. Look for unfamiliar hacks, duplicate objects, recolors you did not request, and files whose names suggest a global replacement. Leave those items unchecked unless the creator explicitly identifies them as required. Install the lot or Sim only after you understand which dependencies it needs.

Mod The Sims warns that Sims packaged on lots can cause major issues for downloaders and can even ruin an entire neighborhood. The warning is especially important for lots that were saved with modified Sims, global hacks, or poorly packaged character data. If a Sims2Pack contains a package you cannot identify, do not install it into a neighborhood you cannot afford to replace.
On Mac editions, EA and Aspyr guidance says to process a Sims2Pack with Package Installer so it becomes a package that can be placed in Downloads. Mac and Super Collection releases do not expose exactly the same expansion packs as Windows editions, so confirm that the lot or Sim was built for the packs available in your installation.
Compatibility depends on dependencies, not appearance
Expansion-pack and stuff-pack requirements
A download can look like a base-game object and still require an expansion pack. Cloned objects inherit technical resources from the object used as their clone source; if that source came from an expansion, the new object may need that expansion even when its catalog appearance is simple. Treat “base-game-looking” as a visual description, not a compatibility guarantee.
Check the creator’s stated game version and required packs before installing. If a required pack is missing, the item may fail to appear, appear with missing parts, throw an error, or cause a catalog or lot problem. Do not assume that owning a similarly named pack from another edition satisfies the requirement.

Meshes, recolors, and supporting files
Many clothing, hair, and object recolors depend on a separate mesh. The recolor package supplies colors or textures, while the mesh supplies the shape. Install the mesh identified by the creator before testing the recolor. A missing mesh often produces invisible clothing, flashing blue objects, or an item that never appears in the catalog.
Some object downloads also require the Color Enable Package (CEP) or another shared resource. Read the installation notes and keep a record of every dependency so you can reproduce the setup after a reinstall.
Conflicts and load order
Two packages can edit the same game resource. One may override the other, or the combination may trigger an object error, repeated error dialogs, broken interactions, or behavior that changes from one launch to the next. A file that works for another player can fail on your computer because your Downloads folder contains a conflicting override, a damaged package, or a different expansion set.

Some mods intentionally load after or before another file. Follow the creator’s naming or folder instructions exactly; do not rename files that use a documented load-order convention. Never install two versions of the same hack together unless the author says they are designed to coexist.
Legacy Collection and Mac differences
The Legacy Collection and Mac/Super Collection can use different folder paths, pack combinations, and game behavior from older Windows installations. EA’s Legacy Collection support places responsibility on individual mod creators to make their mods work with the new version. That means an old compatibility claim is not enough: look for a creator note that covers your edition and patch level.

- Resource conflicts: overlapping overrides can cancel an intended change or produce errors that appear only when a particular object or Sim is used.
- Hidden bundled content: a Sims2Pack may carry hacks or unrelated CC attached to a lot or Sim. Installing everything in the list can change more of the game than expected.
- Neighborhood damage: improperly packaged Sims on lots can introduce corrupted character data. EA’s Legacy Collection support notes that a corrupted save may require starting over because the game cannot repair it.
- Edition mismatch: a mod built for a different expansion set or release may fail even when the filename and installation path look correct.
- Archive and installer security: third-party archives and installers are outside the game’s own trust boundary. Download from established creators, scan files with your security software, retain the readme, and avoid executables that the creator did not document.
A backup protects the neighborhood data, not just the Downloads folder. If a mod changes a global system and you save after the change, removing the file later may not undo every change already written to the neighborhood.
Diagnosing a broken download

Use a 50/50 test instead of guessing
When the cause is not obvious, remove the newest batch of downloads and launch the game with a known-good set. If the problem disappears, divide the suspect files into two groups and test each half. Keep narrowing the failing group until one file or a small combination is responsible. This 50/50 method is faster and safer than deleting random files from a large collection.

Body Shop files have their own common trap
Body Shop projects are work-in-progress sources, not finished in-game content. The completed export must come from the SavedSims folder. Leaving a project in Projects, changing its extension, or copying an unfinished source can make Body Shop appear to work while the game cannot load the result. Preserve the .package extension and check that Body Shop and the game point to the same user-data folder.

A maintenance routine that keeps a large Downloads folder manageable
- Keep separate folders for hacks, build and buy objects, clothing, hair, genetics, lots, and test files.
- Save each creator’s readme with the download so dependencies and removal instructions remain available.
- Record which expansion packs and edition a mod requires before you install it.
- Add a small batch, test it, and only then move it into your permanent collection.
- Retain an untouched backup of your neighborhoods and saves outside the Sims 2 user folder.
- When removing a mod, follow the author’s removal guidance and avoid opening and saving a neighborhood that still contains unresolved errors.
- Periodically review duplicate meshes, obsolete versions, and packages you can no longer identify.
The central rule is simple: classify a download by what it does, not by what it is called. Packages are the normal runtime files for both CC and mods; Sims2Packs are installer archives that deserve inspection. If you verify dependencies, respect edition differences, isolate conflicts methodically, and protect your neighborhoods before testing, you can expand The Sims 2 without turning an unknown download into a permanent save problem.
