Combine both items in your inventory to get a working flashlight.
Where to find the flashlight
On the ground floor of Zoe’s House, search the drawer beside or just to the left of the organ box. The item is listed as Flashlight (No Batteries), so it cannot be used until you find the separate battery item. See the PowerPyx Part 1 collectible guide or the Zoe’s House flashlight guide for the location.

Where to find the AA Batteries
Go upstairs and check the small cabinet drawer in the second room on the left. That is the location specified by the focused item guides, including Townfall Guide’s Zoe House power-card guide.
There is a discrepancy in one longer walkthrough, which acknowledges a report placing the batteries in the first room on the left. If the second-room drawer is empty, check the nearby left-hand room before leaving the upstairs area. The longer route is covered in the Silent Hill Townfall walkthrough.
