Signal is the better default for people who put data minimization ahead of reach. Its messages and calls are always end-to-end encrypted, and Signal says it is designed not to collect or store sensitive information or monetize personal data. WhatsApp also end-to-end encrypts personal messages and calls, using the Signal protocol, but it documents broader service-data handling, including phone numbers, group associations, IP addresses and general-location estimates. If your family, workplace or community already lives in WhatsApp, that network advantage can outweigh Signal’s stronger privacy posture. The right choice depends on whether your primary risk is platform data collection or being unable to reach the people you need.
The short answer
Both apps protect the contents of personal chats and calls from the service itself. The meaningful difference is what surrounds that content: account information, delivery data, group relationships, backups and the number of people you can reach without persuading them to switch.

| Decision factor | Signal | |
|---|---|---|
| Personal message and call content | Always end-to-end encrypted; Signal says it and other third parties cannot access the content. | End-to-end encrypted with the Signal protocol; WhatsApp says neither WhatsApp nor Meta can read personal messages. |
| Service data and metadata | Designed not to collect or store sensitive information; says it does not sell, rent or monetize personal data. | Documents handling phone numbers, group membership relationships, IP addresses and general-location estimates for features or legal compliance. |
| Phone number | Required to register. | Used for account identity and message delivery. |
| Encrypted backups | Optional Secure Backups; free archive includes text and the last 45 days of media. Expanded-media plan is documented at $1.99 per month as of October 18, 2026. | Optional encrypted backups in Google Drive or iCloud, protected by a password or a 64-digit key. |
| Recovery risk | The 64-character recovery key is never shared with Signal and cannot be restored by Signal if you lose it. | You must retain the backup password or 64-digit key you selected. |
| Reach | No comparable current official user total is established here. | WhatsApp reported more than 2 billion users and over 100 billion protected messages per day in a 2021 announcement; that is a dated company figure, not a 2026 count. |
Choose Signal when reducing the provider’s access to information about your communications is the priority and the people you need can join. Choose WhatsApp when existing groups, international contacts, businesses or family coordination make availability the deciding factor. Either way, use encrypted backups deliberately rather than assuming the default migration experience has the same privacy properties as a live chat.
What end-to-end encryption protects
Both services protect personal chat content
End-to-end encryption (E2EE) encrypts a message on your device and is intended to let only the participants’ devices decrypt it. Signal states that its messages and calls are always end-to-end encrypted, private and secure, and cannot be accessed by Signal or other third parties. WhatsApp says it protects personal messages with end-to-end encryption using the Signal protocol, securing them before they leave your device, and says neither WhatsApp nor Meta can read them.

That protection applies to the content of personal messages and calls. It does not mean the provider knows nothing about your account or the delivery operation. A service still has to register accounts, route traffic, handle abuse and make features work. Treat “can’t read the message” and “doesn’t process information about the communication” as separate claims.
Encryption does not cover every surface
Notifications, screenshots, forwarded copies, compromised devices and an unlocked phone can expose content outside the encrypted channel. A recipient can also copy or disclose a message. E2EE is therefore a strong confidentiality control, not a guarantee that a conversation can never be seen.
Is Signal really more private than WhatsApp?
For most privacy-focused users, yes—but “more private” refers mainly to data minimization and governance, not a different grade of encryption for ordinary personal chats. Signal’s stated design goal is to collect and store as little sensitive information as possible. Its terms and privacy policy say, “Signal does not sell, rent or monetize your personal data or content in any way – ever.”

WhatsApp’s personal-chat encryption is also strong, yet its own privacy explanation describes service data that must be processed around those chats. WhatsApp says it knows which phone numbers belong to which groups so it can deliver messages to the right place. It also says it uses phone numbers and IP addresses to estimate general location for features or legal compliance. Those facts do not show that WhatsApp reads message text; they show that encrypted content and surrounding metadata are different privacy questions.
What metadata can reveal
Metadata can indicate who has an account, which groups are associated with a number, when a service is contacted, what IP address connected and an approximate region. Even without message text, these relationships can be sensitive for journalists, activists, clients, patients or anyone trying to keep a contact network private. The importance depends on your threat model: a casual family chat and a confidential professional network do not face the same consequences if account data is retained or disclosed.

What Signal’s claim does—and does not—mean
Signal’s minimization position is a design and policy claim, not a promise that your phone number disappears or that no operational data exists. Signal still requires a number for registration, and your device, mobile carrier, operating system and recipients create information outside Signal’s control. Its advantage is that the service says it is built not to collect or monetize sensitive information, rather than claiming that encryption alone solves every privacy issue.
Phone numbers, identity and discoverability
Signal requires a phone number
You need a phone number to register a Signal account. That requirement is about account creation and identity, not access to the text of your encrypted conversations. The number can still be a meaningful link between your real-world identity and your Signal account, especially if contacts already know it.
WhatsApp also centers the phone number
WhatsApp uses phone numbers for account identity and message delivery. In both apps, changing numbers, losing access to a number or relying on a shared number can create account-recovery and impersonation risks. Protect the mobile account itself with a carrier account PIN or equivalent safeguards, and be cautious when a message asks you to disclose a verification code.
Registration privacy is separate from content privacy
A phone-number requirement does not defeat E2EE, and E2EE does not make a phone-number account anonymous. Decide these questions separately: can the provider read the content, what account and delivery data does it process, and can someone who knows your number find or contact you?
Backups and moving to a new phone
Backups are where a privacy comparison becomes practical. A live encrypted chat can be inaccessible to the provider while a backup, recovery key or unlocked cloud account becomes the weak point. Both services offer optional encrypted backups, but their workflows and failure modes differ.

Signal Secure Backups
Signal’s Secure Backup archive is end-to-end encrypted and protected by a cryptographically secure 64-character recovery key that is never shared with the Signal service. Current support documentation says the free archive contains text messages and the last 45 days of media. An expanded-media plan is listed at $1.99 per month as of October 18, 2026; price and availability can change.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →- Turn on Secure Backups in Signal’s backup settings before replacing or resetting your phone.
- Generate or display the 64-character recovery key and copy it exactly.
- Store the key in a password manager or another protected location that you can reach during phone setup, not only on the phone being replaced.
- Restore the archive on the new device when Signal offers the recovery option, then verify that the expected conversations and media are present.
Signal cannot recover the archive if you lose the key. That is intentional: a key that Signal could reset for you would give the service a route to the backup. The trade-off is clear ownership of recovery and a higher risk of permanent loss caused by poor key storage.
WhatsApp encrypted backups
WhatsApp supports optional end-to-end encrypted backups in Google Drive or iCloud. The 2021 announcement describing the feature says a backup can be protected with either a password or a 64-digit encryption key. The cloud provider stores the encrypted backup, while the chosen password or key is needed to unlock it.
- Open WhatsApp’s chat-backup settings and enable end-to-end encrypted backup.
- Choose a strong password or generate the 64-digit key offered by WhatsApp.
- Save that credential in a secure password manager or another independent location.
- Confirm that a recent backup exists before deleting the old installation or wiping the old phone.
- Restore the backup on the replacement phone and check that the account is using the intended number and cloud account.
WhatsApp’s cloud-backup ecosystem can be more familiar when a household already uses Google Drive or iCloud, but convenience does not remove the need to protect the password or key. Anyone who obtains the credential may be able to restore the encrypted archive, while losing it can make restoration impossible.
Which backup approach is better?
Signal gives you a deliberately narrow, privacy-first archive and makes you solely responsible for the recovery key. WhatsApp offers a more established cloud workflow tied to the platforms many people already use. Pick Signal if minimizing retained media and provider access matters more than a frictionless migration; pick WhatsApp if dependable restoration across a family’s existing devices is the practical requirement. In both cases, test that you can locate the recovery credential before you need it.

Everyday controls and convenience
WhatsApp’s breadth of controls
WhatsApp documents locked chats, disappearing messages, controls for online status, spam and unknown-caller screening, and encrypted backups. These features address different problems: locked chats reduce casual access on a shared phone, disappearing messages limit how long a conversation remains in the app, status controls reduce presence information, and caller screening reduces interruptions from unknown numbers. None of them changes the fact that recipients can copy content or that service metadata still exists.
Signal’s privacy-first trade-offs
Signal emphasizes privacy-first defaults and now offers Secure Backups. Its strongest benefit is the service’s stated data-minimization posture rather than a longer list of convenience integrations. The cost is that people who do not already use Signal must install it, verify a number and remember the recovery key if they enable backups.
Groups, work and international contacts
A private app is useful only when the people you need are reachable there. WhatsApp’s established presence can matter more than a theoretical privacy advantage for a family emergency group, a neighborhood association, a school community or relatives spread across countries. Signal becomes the better operational choice when the participants are willing to use it consistently and the consequences of exposing relationship metadata are high.

WhatsApp’s official 2021 encrypted-backups announcement reported more than 2 billion users and over 100 billion protected messages per day. Those figures are dated and should not be presented as a current 2026 user count, but they explain why WhatsApp is often the default for existing groups and international contacts.

No comparable current Signal user total is established here. Instead of relying on a global-user comparison, audit your own network:
Best Value
- List the people and groups you must reach during an ordinary week.
- Mark which already use Signal and which would realistically install it.
- Separate one-to-one conversations from large groups, business contacts and emergency channels.
- Decide whether you can maintain two apps without missing messages.
Running both apps is reasonable. You can reserve Signal for contacts who accept its privacy model while keeping WhatsApp for groups that cannot move. The downside is divided attention, duplicate notifications and uncertainty about which app contains the latest conversation.
Choose by threat model, not by a single privacy slogan
| Your situation | Better fit | Why |
|---|---|---|
| You want the provider to collect and monetize as little sensitive information as possible. | Signal | Its stated design minimizes sensitive data collection and rejects selling, renting or monetizing personal data. |
| Your close contacts already use WhatsApp and will not switch. | Availability prevents missed messages and keeps existing groups usable; enable encrypted backups and review privacy controls. | |
| You coordinate large family or community groups. | Usually WhatsApp | The documented network effect and established groups reduce coordination friction. |
| You handle sensitive professional conversations and can require a common app. | Signal | Its data-minimization posture reduces the amount of relationship and service data the provider says it retains. |
| You frequently replace phones and want a familiar cloud migration. | Optional encrypted backups in Google Drive or iCloud fit common device ecosystems. | |
| You want the smallest possible encrypted archive and can protect a recovery key. | Signal | Secure Backups are opt-in, and the recovery key remains under your control. |
| Your main concern is whether either service can read personal message text. | Either | Both state that personal messages and calls are end-to-end encrypted. |
Practical setup checklists
If you choose Signal
- Register with a phone number you control and keep the number’s mobile account protected.
- Tell important contacts which app you will use; a private account is not useful if nobody checks it.
- Enable Secure Backups only after deciding where the 64-character recovery key will be stored.
- Record the key in a secure password manager or another protected location independent of the phone.
- Before a phone reset, confirm that the backup is current and that you can retrieve the key.
- Explain to sensitive contacts that E2EE protects the channel, not screenshots, forwarded copies or compromised endpoints.
If you choose WhatsApp
- Register with a phone number you control and secure the associated mobile account.
- Enable end-to-end encrypted backups rather than leaving cloud backups with weaker protection.
- Choose a unique password or save the generated 64-digit key in a password manager.
- Review locked-chat, disappearing-message, online-status, spam and unknown-caller settings for your needs.
- Before changing phones, verify a recent backup and confirm access to the correct Google Drive or iCloud account.
- Remember that encrypted message content does not erase the service data WhatsApp documents around accounts, groups, IP addresses and location estimates.
Common misconceptions
“WhatsApp can read all my messages because it is part of Meta.”
WhatsApp says personal messages and calls are end-to-end encrypted with the Signal protocol and that neither WhatsApp nor Meta can read them. That statement concerns content. It does not mean the service has no account, delivery or group-related data.
“Signal is anonymous because it is private.”
Signal requires a phone number to register. Privacy-oriented service design and anonymity are different properties.
“An encrypted backup is automatically recoverable.”
No. Signal says it cannot restore a Secure Backup without the 64-character key. WhatsApp also requires the password or 64-digit key selected for its encrypted backup. Store the credential before you need it.
“Disappearing messages prevent permanent copies.”
They limit retention inside the app but cannot stop screenshots, photographs of the screen, exports or a recipient repeating the content elsewhere.
“The app with more users is safer.”
A large network reduces missed communication; it does not by itself minimize metadata. Safety depends on the threat you are trying to reduce and whether participants use the protections consistently.
Bottom line for everyday chats
Use Signal as your default when your priority is reducing the provider’s collection and monetization of information around conversations, and when the people who matter will join you. Use WhatsApp when reach, existing groups and a familiar cloud-backup workflow are more important than minimizing service metadata. Both protect personal message and call content with end-to-end encryption. The decisive difference is what happens around that content—and whether your actual contacts are willing and able to use the app you prefer.
