There is no universally cheaper choice: compare the total cost of getting and spending the destination’s currency. Before exchanging cash or loading a prepaid forex card, check the exchange rate, any margin built into it, and every applicable fee. A card may be convenient for purchases, while cash can matter where cards or ATMs are hard to use; a backup payment method helps cover either gap.
First, check whether you actually need U.S. dollars
“Buy U.S. dollars” is useful advice only if USD is the currency you will spend or can use at your destination. If the destination uses another currency, compare the full conversion route to that local currency. Carrying dollars does not by itself establish that you will get a better rate or be able to spend them easily. Compare the total cost, not just the advertised rate
An exchange provider may build a margin into its quoted rate and may also charge a separate commission. The Australian Competition and Consumer Commission advises comparing the amount you receive, which helps account for both exchange margins and explicit charges: Foreign currency and money exchange.

Check whether the card will work—and what it will charge
A prepaid card is not automatically usable abroad or fee-free. The U.S. Consumer Financial Protection Bureau warns that some prepaid cards cannot be used outside the United States and that foreign-transaction and ATM-related fees may apply. Check the cardholder agreement and confirm international use before relying on a card: What types of fees do prepaid cards typically charge?

Look up the exact issuer’s current terms rather than assuming that all forex cards work alike. Fees can differ by card and may cover ATM withdrawals, reloads, or transactions in a currency other than the one loaded. ICICI Bank’s Forex Prepaid Card FAQs and fee schedule illustrate the kinds of card-specific terms to inspect; they are not a guide to the fees or eligibility of other issuers.
Account for local acceptance and cash access
Card acceptance and ATM availability vary by destination. Some merchants may prefer cash because accepting cards can impose costs on them, according to Government of Canada travel guidance: Travelling and money. Conversely, carrying cash may be less practical where it is hard to exchange or keep secure.

The U.S. Department of State advises travelers to learn their bank’s policies and consider alternatives if ATM service is insecure or unavailable. Before leaving, ask your bank or card issuer about international use, currency conversion, foreign-transaction charges, ATM fees, partner networks, and security controls. Keep a backup payment method; the right amount of accessible cash depends on the destination and your plans, not a universal rule.
Make the decision for your trip
- Identify the spending currency. Check whether you need local currency, USD, or more than one currency.
- Get a cash quote. Ask for the amount of destination currency you would receive after the exchange rate and all charges.
- Read the card terms. Confirm international and destination support, conversion rules, foreign-transaction charges, ATM and reload fees, and any cross-currency charges.
- Compare realistic use. Estimate the cost of a purchase and any cash withdrawal you expect to make, including fees charged by the foreign ATM where applicable.
- Plan for the fallback. Choose a backup payment method and carry accessible cash if local acceptance or ATM access makes it prudent.
Without your residence, destination, offered cash rate, card issuer, and expected spending or withdrawals, no specific option can be named as cheapest. Compare the actual amount received or spent under the terms available to you.
