Should You Buy the Dip After a Global Tech Selloff? Key Questions to Ask

Maybe—but a lower price is not evidence that the decline is over. Buying after a global technology selloff can suit a long-term investor who has emergency reserves, manageable debt, a diversified portfolio and the capacity to withstand another large loss. It is a poor fit if the money is needed soon, the investor is already dependent on technology stocks for income or employment, or a further fall would force a panic sale.

Use the selloff to test valuation, earnings durability, leverage, concentration and your own balance sheet. A broad fund and a pre-committed schedule can reduce single-stock and single-day timing risk, but neither removes market risk.

What a technology selloff does—and does not—tell you

A price drop answers only one question: what investors are willing to pay today. It does not establish that earnings will hold up, that financing will remain available or that the next decline will be smaller.

A valuation reset is one possible explanation

The BlackRock Investment Institute’s July 2026 analysis described the Philadelphia Semiconductor Index falling 20% in less than a month, its fastest correction since the 2000 technology bubble. In the same analysis, technology earnings estimates were still being revised upward. The cited sector data showed forward 12-month earnings estimates up 40% and sales estimates up 25% (figures reported for that July 2026 analysis). If profits and cash generation remain intact, a correction can leave investors paying a lower multiple for similar fundamentals.

That is a scenario, not a conclusion. Estimates can be revised down after the share price falls, especially when customers defer orders or capital spending proves uneconomic.

Fundamental deterioration can hide behind a headline percentage

Check whether the businesses you would own still have growing revenue, recurring cash flow, adequate margins and customers able to pay. A company whose price is 30% below its peak may still be expensive if its expected profits fall 50%. Conversely, a smaller decline can be serious when debt maturities, customer concentration or a broken product cycle threaten the balance sheet.

Another leg down is plausible

The Federal Reserve has identified AI valuation concerns, debt-funded capital expenditure, persistent inflation and energy or geopolitical shocks as potential correction triggers. The IMF has also described interconnected AI-related firms and circular financing that can transmit a shock through correlated returns and spillovers. No reliable indicator establishes the bottom in advance, so treat “the dip” as a range of possible entry prices rather than a confirmed turning point.

First decide whether adding equities fits your life

The Securities and Exchange Commission advises investors to review their financial roadmap, goals, risk tolerance and overall circumstances before changing an allocation. Apply that principle before analyzing a ticker or fund.

Run this suitability checklist

  • Cash reserve: Keep an emergency fund appropriate to your household’s income stability and essential expenses. Money needed for near-term bills should not be exposed to a volatile sector.
  • Debt: High-interest revolving debt can create a guaranteed drag that is difficult for a risky investment to overcome. Address that obligation before increasing equity exposure.
  • Time horizon: A long horizon gives you more time to recover from a drawdown. Investor.gov notes that younger savers generally can hold more stocks, while investors approaching withdrawals typically hold more bonds.
  • Income and job exposure: Technology employees, contractors and business owners may already depend on the same industry through salary, stock compensation or customers. That exposure belongs in the portfolio calculation.
  • Taxes and account rules: Selling a holding to rebalance can create a taxable gain, while retirement-account transactions may follow different rules. Check the rules for your jurisdiction and account before acting.
  • Loss capacity: Write down the largest temporary loss you could tolerate without abandoning your plan. If a decline beyond that amount would cause a forced sale, the proposed allocation is too large.

How to tell whether technology stocks are actually cheap

Compare a company or fund with its own cash flows and with realistic alternatives. A low price-to-earnings ratio is not enough when the “E” is based on optimistic AI spending or peak margins.

Question What to examine Warning sign
Are profits durable? Forward earnings revisions, operating margins and the difference between accounting profit and cash flow. Analysts are cutting estimates, or reported earnings are not converting into free cash flow.
Is growth funded safely? Capital expenditure, free cash flow after investment, cash balances and debt maturities. Debt-funded data-center or AI spending requires repeated refinancing.
Are customers concentrated? Revenue dependence on a few cloud, enterprise or government buyers. One customer can delay orders and materially change the forecast.
What assumptions are priced in? Expected adoption, pricing power, utilization and the time required for AI projects to earn returns. The valuation requires uninterrupted growth despite rising competition or energy costs.
How much correlation is embedded? Exposure to the same chip, cloud, financing or index factors across holdings. Several apparently different shares fall together because they depend on one spending cycle.

Use forward earnings and sales estimates with their date and source. The 40% earnings and 25% sales figures cited by BlackRock are sector estimates from July 2026, not guaranteed outcomes or a valuation target. Also compare free-cash-flow yield, net debt and interest coverage with historical ranges, while recognizing that a historical average can be misleading after a structural change.

Concentration is the hidden risk in a “diversified” portfolio

Broad indexes can be diversified by company count while remaining concentrated by market value and economic theme. The IMF’s October 2025 Global Financial Stability Report reported that information technology represented about 35% of the S&P 500 and the so-called Magnificent 7 about 33% at that time; weights change as prices and index rules change.

Measure exposure at several levels:

  • Company: Add direct holdings, index-fund look-through exposure and employer stock.
  • Sector: Include software, semiconductors, hardware, communications and companies whose revenue depends heavily on technology investment.
  • Geography and currency: A global fund can still have a large U.S. allocation; foreign holdings add currency and political risk.
  • Account: Combine taxable, retirement and education accounts rather than reviewing each in isolation.
  • Economic driver: Identify whether several holdings rely on AI capital expenditure, low interest rates or a small set of customers.

An IMF analysis published in April 2026 estimated that correlation reinforcement accounted for about 7 percentage points of an approximately 12-percentage-point rise in AI-circle-firm returns from early September through the end of December 2025. It linked that structure to roughly $40 billion in additional average market capitalization from a starting base of about $2 trillion. The estimate illustrates how correlated enthusiasm can add to gains—and later amplify losses; it is not a forecast for the next move.

Choose the exposure that matches your purpose

There is no universally correct “dip” purchase. The choice depends on whether you are seeking a specific business, a sector allocation or broad growth exposure.

Choice Concentration Geographic exposure Main sensitivities Best suited to
Individual technology stock Highest; company-specific risk can dominate. Usually one country and business. Product execution, customers, debt and management decisions. An investor able to research and monitor one company and accept a possible permanent loss.
Technology-sector fund Lower than one stock but concentrated in one sector and its largest constituents. Depends on the fund mandate; check the prospectus. Sector valuation, AI spending, rates and index concentration. A deliberate, limited sector tilt within an otherwise diversified plan.
Broad global equity fund Generally lowest single-company and single-sector concentration among these choices. Spreads holdings across U.S. and international companies. Global equity, currency, political and economic risk. An investor seeking diversified long-term equity exposure rather than a narrow technology bet.

Investor.gov identifies funds and exchange-traded funds as practical diversification mechanisms and notes that international funds can spread exposure across foreign and U.S. companies. Diversification reduces unsystematic risk; it cannot prevent a global equity market from falling.

Should you invest all at once or phase purchases?

A lump-sum purchase puts the intended allocation to work immediately. It can outperform a staged approach when markets rebound quickly, but it also exposes the full amount to the next day’s decline. Dollar-cost averaging spreads purchases over a preset period. The SEC explains: “By making regular investments with the same amount of money each time, you will buy more of an investment when its price is low and less of the investment when its price is high.”

Approach Advantage Trade-off Implementation guardrail
Lump sum More time invested if the expected long-run return is positive. Maximum immediate timing regret if the selloff continues. Use only money already allocated to equities and keep the target allocation unchanged.
Staged contributions Reduces single-day timing risk and can make the plan easier to follow emotionally. Cash may earn less than equities if prices rise before later installments. Set dates, amounts and an end date in advance; do not wait indefinitely for a perfect bottom.

For a staged plan, choose a schedule that fits your cash needs—for example, equal installments on predetermined dates—and rebalance toward the intended allocation rather than increasing the amount because a headline feels frightening. Neither method guarantees a profit.

Do not assume bonds will always offset a stock selloff

Traditional 60/40 thinking relies on stocks and high-quality bonds moving in opposite directions during stress. An IMF blog by Tobias Adrian, Johannes Kramer and Sheheryar Malik states: “Since 2020, both stocks and bonds tend to sell off concurrently in response to rising market stress.” Inflation surprises and rapidly changing interest-rate expectations can pressure both asset classes at once.

Test your whole portfolio under at least three conditions: equities down with bonds up, equities and bonds down together, and a technology-specific decline while other sectors are relatively stable. Include cash needs, rebalancing capacity and the timing of withdrawals. A diversified mix can still experience a larger drawdown than a stock-only history suggests when correlations rise.

Long-run assumptions also deserve humility. Vanguard’s 2026 Capital Markets Model projected a 4.2%–6.2% annualized 10-year return for U.S. equities, down from its prior 4.9%–6.9% range. This is a model forecast, not a promised result and not a signal that a particular day is attractive.

Write an if/then rule before you buy

A written rule prevents a falling index level from becoming your only decision signal. Tie the rule to the investment thesis:

  • If earnings revisions turn persistently negative, then pause new purchases and reassess the expected cash flows.
  • If debt-funded AI investment raises refinancing or interest-coverage risk, then reduce the assumed growth rate and review the balance sheet.
  • If inflation keeps rates high, then test whether the valuation still works with a higher discount rate.
  • If an energy or geopolitical shock tightens financial conditions, then check liquidity, suppliers, customers and your own emergency reserve before adding risk.
  • If a holding pushes technology or one company above your target weight, then rebalance according to the plan instead of letting recent gains dictate the allocation.

These are review triggers, not automatic sell orders. The purpose is to determine whether the original reason for owning the asset remains valid.

A practical decision sequence

  1. Define the money’s job. Separate emergency cash and near-term spending from long-term capital.
  2. Map existing exposure. Include direct shares, funds, employer stock, compensation and business income.
  3. Set a maximum allocation. Choose a percentage you can hold through a severe drawdown without changing course.
  4. Compare fundamentals. Review earnings revisions, sales, free cash flow, leverage, customers and AI-spending assumptions.
  5. Select the vehicle. Use a single stock only when company-specific risk is acceptable; otherwise consider a sector or broad global fund that fits the plan.
  6. Choose the contribution method. Decide on lump sum or fixed installments before watching daily prices.
  7. Document review triggers. Record the if/then conditions and a rebalancing date so news does not rewrite the strategy.

What current market activity can—and cannot—signal

The IMF Global Markets Monitor reported on February 19, 2026, citing secondary reporting from Citadel Securities, that retail net buying was about 25% above the 2021 peak and roughly double its 2020–2025 average. That is a description of reported flow, not proof that retail investors are right about the bottom or that a rebound is imminent. Heavy buying after a decline can coexist with further losses.

The central decision remains personal: add only when the valuation and business case are credible, the portfolio is not dangerously concentrated and the money can remain invested through an uncertain path.
