A broad selloff can lower entry valuations, yet the right decision depends on why prices fell, whether earnings and free cash flow remain durable, how sensitive the company is to interest rates and the economic cycle, and how much technology exposure your portfolio already has. For most investors, a diversified fund, a predefined position limit and staged purchases are more reliable than trying to call the exact bottom.
What a market decline does—and does not—tell you
A falling index tells you that investors are accepting lower prices for a broad set of assets. It does not tell you that every IT company has become inexpensive or that the decline is over.

Pullbacks are a normal feature of equity investing. Fidelity’s data through December 31, 2025, show that the S&P 500 fell at least 5% in 93% of calendar years since 1980 and at least 10% in 48% of those years. Despite those recurring declines, the index’s average calendar-year return over 1980–2025 was 13.3%. Institutional portfolio manager Naveen Malwal, quoted by Fidelity, describes the pattern this way: “Since 1980, the S&P 500 Index has experienced a decline of about −14% on average in any given calendar year.”

Those figures describe the broad US market, not a forecast for a particular technology stock. An IT share can fall much farther than the index, recover later, or continue declining if its business outlook has changed permanently.

First identify why the market is falling
The same price chart can reflect very different situations. Before buying, classify the decline; your response should differ by cause.
Broad valuation reset
Investors may be reducing risk across many sectors because share prices had outrun expected profits. This can create opportunities if a company’s competitive position and cash generation remain intact, but a lower price is not proof that the valuation is attractive.
Interest-rate shock
Higher expected rates reduce the present value of profits expected far in the future. Software and other “long-duration” growth shares can therefore fall even when current revenue is still rising. A rate-driven selloff may reverse if rates stabilize, but the timing is unknowable.
Recession or corporate-spending risk
Businesses often delay hardware purchases, cloud migrations, consulting projects and other discretionary technology spending when the economy weakens. Fidelity’s business-cycle guidance says information-technology stocks tend to lag the broader market when investors anticipate an economic slowdown, while defensive sectors may outperform.

Industry disruption or regulation
A new architecture, an open-source alternative, export restriction, antitrust action or changing privacy rule can permanently reduce a company’s addressable market or margins. Buying solely because the share price dropped can expose you to a value trap.
Company-specific deterioration
Falling bookings, customer losses, accounting problems, excessive dilution or a weakened balance sheet are different from a temporary market panic. If the investment thesis is broken, averaging down increases risk rather than improving your odds.
How to test whether an IT stock is actually cheap
Use valuation and operating evidence together. A single price-to-earnings ratio rarely answers the question.

- Forward P/E: price divided by the next 12 months of analyst-estimated earnings. Check whether those estimates are realistic.
- Normalized P/E: values the company using profits adjusted for a full cycle rather than an unusually strong or weak year.
- Free-cash-flow yield: annual free cash flow divided by market value. It helps reveal whether accounting earnings convert into cash.
- Enterprise-value measures: useful when debt, cash or large stock-based compensation makes equity P/E misleading.
The Federal Reserve has reported that equity forward P/E ratios were near the high end of their historical range, driven substantially by the largest companies. That observation argues for checking assumptions rather than treating a market-wide dip as an automatic discount.

Stress-test the earnings case
Write down a base, bear and optimistic scenario for revenue growth, operating margin, capital spending and dilution. Ask what earnings and free cash flow would look like if technology budgets slowed for two years, a major product launch slipped, or pricing competition intensified. A high-quality growth business can still be a poor purchase at an extreme multiple; a low multiple can signal deteriorating economics.
Check the balance sheet and durability
- Review net cash or net debt, maturity dates and interest expense.
- Separate recurring subscription or maintenance revenue from one-time projects.
- Track gross-margin and operating-margin trends, not just sales growth.
- Measure stock-based compensation and share-count growth so per-share value is not overstated.
- Look for switching costs, ecosystem advantages, patents, distribution or other durable defenses that competitors cannot quickly copy.
Why IT stocks react strongly to rates and the business cycle
“IT” is not one economic exposure. Semiconductors, hardware, software and technology services respond to different demand signals.
Semiconductors and hardware
Chip and equipment companies can experience sharp inventory cycles. Customers may over-order during shortages and then cut orders when inventories normalize. Hardware vendors also depend on replacement cycles and corporate capital budgets.
Software and internet businesses
Subscription models can provide recurring revenue, but valuation often assumes many years of growth. That makes the share price sensitive to discount rates and to any evidence that customer acquisition, retention or pricing power is weakening.

Technology services
Consulting, outsourcing and implementation providers are exposed to corporate hiring and project approvals. A recession can delay contracts even when long-term digitization trends remain favorable.
When rates rise or a slowdown is anticipated, investors may reduce the multiples assigned to all three groups. Evaluate the company’s specific demand cycle rather than assuming that a sector rebound will lift every constituent equally.
Does cheap relative valuation improve the odds?
It can, but it cannot identify the bottom. Fidelity’s third-quarter 2025 analysis found that, since 1990, technology stocks in the riskiest group tended to outperform over the following 12 months when they ranked in the cheapest relative-valuation quartile. This is an historical association, not a promise. “Cheap” securities can remain cheap or become cheaper when earnings estimates fall.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Use relative valuation as one input alongside cash flow, balance-sheet quality and competitive durability. A stock that is inexpensive compared with its technology peers may still be expensive compared with its own normalized cash generation or with the return available from less cyclical assets.
Best Value
Choose the implementation that fits your risk
Your choice is not limited to buying one company. Each route carries a different concentration and control trade-off.
| Implementation | Main exposure | Primary advantage | Main risk or limitation |
|---|---|---|---|
| Individual IT stock | One company and its technology niche | Full participation if that business executes better than peers | Company-specific product, balance-sheet and management risk |
| IT-sector ETF | A basket concentrated in information technology | Spreads single-company risk across multiple holdings | Still concentrated in one industry and may overlap heavily with existing funds |
| Broad-market fund with an IT tilt | Technology plus other sectors | Adds technology exposure while retaining wider diversification | Less control over which IT companies receive the largest weights |
| No additional exposure | Your current asset allocation | Avoids adding risk during uncertain conditions | Could miss a recovery if your existing allocation is already below target |
Investor.gov warns that a narrowly focused mutual fund or ETF may not provide diversification. Vanguard likewise advises resisting performance chasing and maintaining diversified exposure. An IT-sector fund can reduce single-stock risk while leaving you highly exposed to the same rates, corporate budgets and industry regulation.
How much technology is too much?
There is no universal percentage. Set a maximum before you buy by examining the technology exposure already embedded in broad funds, retirement plans and employer stock.

- List every holding and estimate its technology-sector weight.
- Add direct IT stocks, sector funds and technology-heavy broad-market funds to find your effective exposure.
- Choose a ceiling that would not force you to sell in a severe drawdown.
- Define a rebalancing band—for example, a target weight and a maximum deviation—before prices move.
- Direct new contributions toward underweight assets rather than automatically adding to a falling technology position.
Concentration is not only the number of tickers. Several companies can depend on the same cloud provider, chip supplier, advertising market or corporate budget, so their prices may fall together.
A practical staged-buying plan
Staging purchases manages timing risk; it does not eliminate investment risk. Use a written schedule instead of reacting to headlines.
- Protect liquidity first. Keep an emergency reserve and meet near-term spending needs before making a tactical sector purchase. Pay down expensive debt where that is the higher-confidence use of cash.
- Set the final allocation. Decide the maximum IT weight and the amount that would be invested if prices never fall further.
- Divide the commitment. Schedule several equal or deliberately weighted purchases over a defined period. Do not add extra installments merely because the price keeps dropping.
- Use objective checks. Before each purchase, revisit earnings estimates, free cash flow, debt, dilution and the reason for the decline.
- Rebalance rather than chase. When the position exceeds its ceiling after a recovery, trim toward the target; when it is below target and the thesis remains intact, use the next scheduled contribution.
Investors with a long horizon, stable income, emergency reserves and tolerance for substantial drawdowns are better positioned to follow such a plan. If you need the money soon or cannot tolerate further losses, preserving liquidity and maintaining a suitable asset allocation matter more than a tactical IT bet.
When an individual stock is preferable—and when it is not
Consider an individual stock when
- You can explain the company’s revenue model, competitive advantage and principal failure risks.
- You have reviewed debt, cash flow, dilution and realistic downside scenarios.
- The position remains small enough that a single-company failure will not derail your plan.
- You are willing to monitor results and sell if the investment thesis changes, not merely if the price is volatile.
Prefer a diversified fund when
- You want technology exposure without forecasting which company will win.
- Your existing portfolio already contains several large technology holdings.
- You lack the time or expertise to evaluate accounting, product and competitive developments.
- You want scheduled contributions and periodic rebalancing to do most of the work.
Common mistakes during a market selloff
- Calling a bottom: No cited evidence identifies a guaranteed low point. Markets can fall in several waves.
- Confusing a lower multiple with a bargain: If expected earnings decline, the stock may not be cheaper in economic terms.
- Ignoring overlap: Owning a broad index, a technology fund and several megacap shares can create one large correlated bet.
- Averaging down without a thesis: More shares do not repair a broken business model.
- Using money needed soon: A drawdown can last longer than your spending deadline.
- Chasing the previous leader: Past outperformance does not establish future returns; Vanguard’s 2024 outlook projected annualized US equity returns of 3.7%–5.7% over the next decade.
A decision checklist before placing an order
- What specific event caused the decline, and is it temporary or permanent?
- What are forward and normalized P/E and free-cash-flow yield under conservative assumptions?
- How would two years of slower demand affect margins, cash flow and debt service?
- Does the company have net cash, manageable maturities and limited dilution?
- How much technology exposure do you already own through funds and employer stock?
- What is your maximum position or sector weight?
- What is the purchase schedule, rebalancing rule and tax consequence?
- Can you tolerate a further 30%–50% decline without abandoning the plan?
Bottom line: buy the plan, not the dip
A broad-market fall can improve the odds of attractive IT valuations, but only when the underlying business remains healthy and the price compensates you for rate, cycle and execution risks. Start with the cause of the decline, test cash-flow and balance-sheet durability, account for your existing concentration, and choose an implementation that matches your horizon. If those conditions are not met, waiting or maintaining your current diversified allocation is a valid investment decision.
