If you are considering one because you do not want to rely on a commerce platform or pay for a licensing service, the key question is not just how to issue keys. It is whether you want to operate the system that decides when customers are allowed to use your software.
What a license server has to do
A license server manages the relationship between a product and a customer’s entitlement. Issuing a key is only one part of that job. Depending on the software, the system may also need to record activations, enforce a limit on devices, expire or revoke access, identify eligible product versions, and protect downloads.

Payment and licensing are related, but they are not the same function. A checkout platform can notify a licensing service that a purchase happened—or that a refund occurred—while the licensing service handles activation and access checks. Before choosing a platform, find out exactly how those events travel between systems and what happens when a purchase is refunded, a key is revoked, or one service is unavailable.
What offline license checks can—and cannot—enforce
One design uses a digitally signed license. The server signs it with a private key, and the application verifies the signature using a public key embedded in the client. If the signature and expiration data check out, the client can validate that license without contacting the server. The Keymaster project documents this approach with Ed25519 signatures and signed receipts for offline runs; that is the project’s documented design, not an independent security test. Authenticity is different from current authorization. An offline client can verify that a token was signed by the holder of the matching private key, but it cannot learn that the license was revoked later or check the user’s current device count. The Keymaster documentation recommends pairing fast local checks with periodic online check-ins and a grace period when an application needs up-to-date revocation and seat information. That trade-off should be a product decision, not an implementation surprise. A strict online check can enforce current status but makes use depend on network and server availability. Offline validation can keep software usable without a connection, but the client is acting on information that may have become stale.

Private-key custody becomes your responsibility
The signing private key is not an ordinary configuration file: clients that trust its public key depend on signatures made with the corresponding private key. Keymaster warns that losing the signing key can prevent the operator from issuing licenses accepted by already-shipped clients. Keysat separately warns that losing its persistent volume invalidates issued licenses. These project-specific warnings illustrate why key custody and recovery need to be part of the design. - Restrict access to signing material and store protected backups separately from the live service.
- Test restoring the key and the license database, not just creating a backup file.
- Plan key rotation before shipping clients that trust a particular public key; a rotation can require a client update or a deliberate transition mechanism.
- Document how you will recover customer entitlements if the server or its persistent storage is lost.
These are operational recommendations, not claims that any particular project has been independently audited or tested.

Self-hosted does not mean one standard architecture
The inspected projects illustrate different approaches, rather than a single blueprint. Keymaster documents a Node.js and SQLite service with signed keys, activation handling, protected downloads, and webhooks. Keygate describes a Go and PostgreSQL platform with broader licensing and usage-metering features. Keysat is packaged for StartOS and documents BTCPay integration and offline verification. Deployment and licensing terms matter as much as feature lists. Keygate describes its license as AGPL-3.0. Keysat describes its terms as source-available, with restrictions on redistribution and public hosting. Read the current license terms directly if you plan to modify, redistribute, or offer a system as a hosted service; the names “open source” and “self-hosted” do not by themselves settle what you may do.

There is no broadly applicable cost figure established here for building, hosting, or buying a license system. Compare current pricing for your specific needs against the engineering and operating work you would take on; do not treat a project README’s cost comparison as a market-wide result.
When building one may be worth the work
A custom or self-hosted service is most compelling when you need control over entitlement rules, data handling, or deployment—and have the capability to keep that service reliable. It is less attractive when the main goal is simply to avoid a monthly fee: an apparently free server still requires engineering time, backups, monitoring, incident response, and customer support.
- Choose a build when your licensing rules are unusual and you can own long-term maintenance.
- Choose an existing self-hosted platform when its documented features and license terms fit, and you want to avoid implementing every component yourself.
- Choose a managed service or commerce platform when reducing operational work is more valuable than controlling every part of the stack.
For any option, trace the customer journey from payment through license issuance, activation, refund, revocation, and recovery. A platform that handles only checkout does not necessarily enforce software access; an activation API does not necessarily handle payment or customer support.

What to verify before shipping
- Define whether the application must work offline and how long it may rely on cached authorization.
- Decide what activation limits mean, how device changes are handled, and how customers can recover access.
- Confirm the refund and chargeback path updates entitlements as intended.
- Review the project’s license and deployment requirements, plus any checkout integration you depend on.
- Back up and test restoration of signing material and persistent license data.
- Assess the service’s availability and support needs from the customer’s perspective, especially if activation is required to launch the product.
