There is no single allow-or-block setting for AI crawlers. Decide separately whether you want a provider’s search or retrieval features to discover your pages, whether you want crawled content considered for model training, and whether user-directed page fetching is acceptable. A crawler’s purpose and your content rules matter more than the label “AI bot.”

What does “allow AI crawlers” actually mean?

Different crawlers can serve different purposes, and one provider may offer separate controls for them. A robots.txt rule can express a preference for a named crawler, but it is not the same as technically preventing access.

Control or crawler Documented purpose What a site owner should know
OpenAI OAI-SearchBot Used to surface websites in ChatGPT search features. OpenAI says opting out means a site will not be shown in ChatGPT search answers, though it may still appear as a navigational link. OpenAI’s crawler documentation.
OpenAI GPTBot Crawls content that may be used to train OpenAI foundation models. Disallowing it signals that site content should not be used for that training purpose. Its setting is independent of OAI-SearchBot’s.
OpenAI ChatGPT-User May fetch pages for certain actions initiated by a ChatGPT user; it is not used for automatic web crawling. This is not the documented control for appearing in ChatGPT search. OpenAI says robots.txt rules may not apply to these user-initiated requests.
Google-Extended A standalone robots.txt token for specified Gemini training and grounding uses. It does not have a separate HTTP request user-agent string: Google says crawls use existing Google user-agent strings. It is distinct from Googlebot rules that affect Search. Google’s crawler documentation.
Googlebot Google’s standard crawling user agent. Rules affecting Googlebot can affect Search and other Google search features. Do not use its rules as a substitute for the separate Google-Extended content-use control.

These are provider-documented semantics, not a guarantee that every AI provider separates search, training, and user-directed fetching in the same way.

Should you allow AI crawlers?

Choose based on the outcome you want, rather than treating all AI-related access as one decision. Allowing a search crawler may make a site eligible for a provider’s discovery surface; refusing a training crawler communicates that content should not be used for the specified training purpose. The available documentation describes these controls, but does not establish a typical traffic, citation, revenue, or licensing payoff for allowing a crawler—or a predictable penalty for blocking one.

Allow discovery and training crawlers

This may fit a publisher that wants its pages available to relevant discovery products and accepts the provider’s documented content uses. Review the rules for each provider and each content category rather than assuming one allow directive has the same effect everywhere.

Allow selected discovery agents; disallow selected training agents

This is a supported policy pattern where a provider offers independent controls. For example, OpenAI says OAI-SearchBot and GPTBot settings are independent. A site can allow the former for ChatGPT search inclusion while disallowing the latter to signal refusal of training use. This does not establish that every provider offers an equivalent split.

Disallow named crawlers and add technical restrictions where needed

This may suit sites that do not want particular crawling or need a stronger access restriction. A robots.txt directive alone is voluntary; crawlers can ignore it. Use authentication or appropriate server, CDN, or WAF controls when actual access prevention is required.

Should you block AI crawlers in robots.txt?

Robots.txt is useful for communicating crawler preferences, not for protecting content from access. Cloudflare describes the Robots Exclusion Protocol as voluntary and not access control. Cloudflare’s explanation of robots.txt and its managed controls also describes options such as managed robots.txt and blocking crawlers that do not respect it. Those are examples of available capabilities, not requirements for every site.

Separate your objectives before editing rules:

  • Search inclusion: Identify the exact search or answer product and its crawler.
  • Training or grounding: Check whether the provider has a specific token for those uses.
  • User-directed fetching: Determine whether a user-initiated request is distinct from automatic crawling and whether the provider says robots.txt applies to it.
  • Access restriction: Use a technical gate if the content must not be accessible to a crawler; do not rely on a voluntary preference signal alone.

Will blocking GPTBot affect ChatGPT search?

OpenAI documents GPTBot as a crawler for content that may be used to train its foundation models and OAI-SearchBot as the crawler used to surface websites in ChatGPT search. Their settings are independent. Blocking GPTBot alone is therefore not the documented way to opt out of ChatGPT search; OpenAI says blocking OAI-SearchBot means the site will not be shown in ChatGPT search answers, though it may still appear as a navigational link. Check OpenAI’s current crawler documentation before changing site policy.

How do I stop AI bots from scraping my website?

Start with robots.txt if your aim is to state a preference to compliant crawlers. If you need to restrict access, configure controls at the origin or edge as well—such as authentication, rate limits, or appropriate CDN/WAF rules. The right control depends on the content and the threat you are addressing; a robots.txt entry cannot guarantee that a crawler will stop requesting pages.

How to implement and audit a crawler policy

  1. Write down the outcomes you want. Separate search inclusion, training refusal, user-initiated fetching, and technical access restriction.
  2. Map each outcome to the provider’s current token. For OpenAI, OAI-SearchBot and GPTBot have independent settings; ChatGPT-User is not the search opt-out mechanism. For Google, Google-Extended is a content-use token, while Googlebot rules affect Search.
  3. Review the served robots.txt. Inspect crawler groups and path-specific rules, including any CDN-managed additions, and test the publicly served file rather than checking only the source configuration.
  4. Add technical controls if a preference signal is insufficient. Review origin and CDN/WAF rules. Cloudflare documents managed robots.txt and separate blocking for crawlers that do not respect robots.txt as examples of such capabilities.
  5. Audit requests and verify identities. Review server and edge logs, and use provider-published verification methods where available. A user-agent string can be spoofed; Google-Extended will not appear as a separate request agent.
  6. Keep a policy record. Note the rationale, owner, affected paths, last review date, and process for assessing new crawler tokens. Revisit the policy when provider behavior, site economics, contracts, or technical controls change.

What do crawler statistics tell publishers?

Cloudflare’s figures are observations from its own samples, not a census of websites or a measure of the value a crawler delivers to an individual publisher.

Cloudflare’s 2025 crawler observations.

What should publishers weigh before deciding?

  • Discovery surface: Decide whether you want a specific search or answer product to reach your pages; “AI visibility” is not one crawler or one use.
  • Content-use preference: Decide separately about training, search retrieval, grounding, and user-directed fetches, then check the provider’s current documentation.
  • Content and rights: Public articles, licensed material, user submissions, paywalled pages, and sensitive sections may need different treatment. Legal consequences depend on jurisdiction, rights, contracts, and provider practices; the crawler controls alone do not resolve them.
  • Enforcement: Determine whether a voluntary robots.txt signal meets the goal or whether the site needs a technical gate.
  • Operations and evidence: Make sure the team can maintain the crawler list, inspect logs, validate provider identity, and confirm which rules are served at the origin and edge. Google warns that user-agent strings can be spoofed.
