Should universities use AI detection tools to investigate student work?

Universities should not treat an AI-detection score as proof that a student used generative AI, and should never use a score alone to open or decide a misconduct case. Where institutional policy permits a detector, its result can be no more than a preliminary prompt for a human review that considers the assignment rules, the work itself, other evidence, privacy and intellectual-property obligations, accommodations, and the student’s response.

That distinction matters because these systems estimate whether linguistic and structural patterns resemble machine-generated text. They do not identify an author, reconstruct how a document was produced, or determine whether a particular use of AI violated a course rule. Universities also differ sharply in whether they allow or reject such tools, so the applicable institutional and course policies control.

What an AI detector actually reports

An AI-writing detector analyzes features such as word choice, sentence structure and statistical patterns, then produces a probability-style estimate. That is different from a conventional plagiarism or text-similarity system, which may match passages against published or previously submitted material. A detector is not retrieving an original source or proving who typed the words.

Turnitin’s AI Writing Report, for example, estimates the share of qualifying long-form prose that its model considers likely to be AI-generated or AI-generated and later altered. Turnitin warns that the model can misidentify human-written, AI-generated and AI-paraphrased material, and says the report should not be the sole basis for adverse action. Its guidance calls for further scrutiny, human judgment and the institution’s own procedures.

The AI percentage and a text-similarity score are independent measures. They answer different questions and should not be combined into a single “plagiarism” number. In current Turnitin reports, numeric AI scores and highlights are suppressed when the result is above 0% but below 20%; the report shows an asterisk instead. Turnitin says its testing found a higher incidence of false positives in that 0–19% range. This is a vendor reporting convention, not a universal evidentiary threshold: a result above 20% is not automatically correct, and an asterisk is not evidence that no AI was used. Reports created before July 8, 2024 may still display a number in that range.

“Our AI writing detection model may not always be accurate (it may misidentify human-written, AI-generated, and AI-paraphrased text), so it should not be used as the sole basis for adverse actions against a student.” — Turnitin AI Writing Report guidance, page accessed October 13, 2026.

Turnitin’s review guidance makes the practical boundary explicit: “No tool can replace the educator’s judgment combined with other data points to determine whether such a conversation is needed.” A report can therefore be a lead for a conversation under an approved policy, not a finding about authorship or intent.

Why a score is unreliable evidence of authorship

Both false positives and false negatives occur

Human writing can resemble the patterns a model associates with AI, while AI-generated passages can be edited to look more human. A detector can consequently flag an entirely human paper or miss text produced with a chatbot. Reliability changes with document length, the amount and type of human editing, mixed human-and-AI passages, the writer’s language background and attempts to evade detection. Short documents provide less text for a model to analyze and are especially difficult to classify.

TEQSA, Australia’s higher-education regulator, describes detectors as probability estimates from linguistic and structural patterns rather than proof based on a stored original. Its guidance notes that “humanising” add-ons and other modifications can bypass detection. The agency also warns that false positives can create serious stress for students and says the evidence on accuracy is mixed.

What one empirical evaluation found

A 2024 study by Perkins and co-authors tested six detectors on 805 samples, including evasion-oriented modifications. In that study’s design, the tools achieved 39.5% accuracy on unmodified machine-generated samples and 17.4% after manipulation.

Study condition Reported accuracy How to interpret it
Unmodified machine-generated samples 39.5% Result for the study’s 805-sample evaluation, not a universal rate for every detector or current version.
Samples after evasion-oriented manipulation 17.4% Shows how substantially performance fell under the study’s manipulation conditions.

The authors concluded that the tested detectors could not then be recommended for deciding whether an academic-integrity violation occurred. They identified a possible non-punitive role in learning support, but the figures should not be presented as a permanent rating of every commercial product or as a prediction of performance on a particular student’s paper.

University policies are not uniform

Institutional examples illustrate a range of approaches rather than a global rule. The geography and date of each policy matter, and a local course handbook may impose additional requirements.

Institution or authority Location Stated approach Practical implication
California Institute of Technology (Caltech) United States Guidance last updated September 19, 2025 strongly discourages generative-AI detectors for student writing, describing them as unreliable and not an aid to academic-dishonesty investigations. Instructors should use other ways to evaluate learning and investigate concerns.
Queen’s University Canada Guidance says third-party AI-detection tools should not be used because of reliability, privacy and intellectual-property concerns. Sending student work to an outside detector conflicts with this institutional position.
University of Saskatchewan Canada States that no detection tool has been approved for its use. An instructor should not assume that a commercially available service is institutionally authorized.
TEQSA Australia Cautions that detector scores alone are insufficient and discusses assessment and process evidence that can verify learning. Any permitted use must remain subordinate to a fair, evidence-based process.

Queen’s also illustrates a complementary policy choice: course materials should state whether and how AI may be used. Its guidance says existing academic-integrity procedures apply when a student uses agentic AI without authorization and that course-level decisions must account for accommodation obligations. These examples do not establish the law or policy at every university; they show why staff and students must read the rules that govern their own course and jurisdiction.

Fairness, privacy and intellectual-property risks

Language and disability fairness

A mistaken flag can place a student in a high-stakes process. The University of Saskatchewan identifies particular concern for people writing in additional languages, whose legitimate prose may be more likely to resemble a detector’s learned patterns. Institutions also need to consider approved accommodations and any duty to adjust assessment or communication for a disabled student. A model’s confidence score does not resolve either question.

What happens when work is sent to a third party

Submitting an essay to an external service can raise privacy and intellectual-property issues. Queen’s and Saskatchewan guidance treats those concerns as material to the decision about whether a service may be used, not as paperwork to handle after a case begins. Before uploading work, an institution should establish the service’s data handling, retention, access and reuse terms; identify the legal and policy basis for processing; and determine whether student notice or permission is required in the relevant jurisdiction. The sources do not establish one universal legal answer.

Do not confuse transparency with consent to punishment

Publishing a detector’s existence in a syllabus does not turn an uncertain estimate into proof. Students need clear notice of permitted and prohibited AI uses, what evidence may be reviewed, how a concern is handled and how they can respond. Transparency supports due process; it does not eliminate the need for reliable evidence.

If policy permits a detector, use this investigation sequence

The following sequence keeps a detector in a limited, review-oriented role. If institutional rules prohibit the tool, stop before uploading the work and follow the approved alternative process.

  1. Check the governing rules first. Read the institution’s academic-integrity policy, the course’s AI instructions and any privacy, intellectual-property or accommodation requirements. Confirm that the particular service and use are authorized.
  2. Preserve the original context. Keep the submitted file, assignment prompt, rubric, citation requirements and submission timestamp. Do not alter the student’s work while testing it, and record the detector version, date and settings if policy permits testing.
  3. Treat the result as a signal, not a conclusion. Record the report without translating a percentage into “probability the student cheated.” Do not use the 20% display convention, a high score or highlighted passages as a legal or institutional threshold.
  4. Review the work and assignment together. Look for evidence relevant to the actual rule: unsupported claims, fabricated citations, missing required process work or a mismatch with the task. A stylistic impression alone does not establish unauthorized AI use.
  5. Seek independent process evidence where available. With appropriate safeguards, review verifiable version histories from Google Docs, Microsoft 365 or Overleaf, or records from writing platforms that capture drafts or paste events. Such records can show how a document developed, but they are not automatically conclusive proof of misconduct.
  6. Invite the student’s explanation. Tell the student what concern is being examined, provide the evidence the procedure allows them to see and give a genuine opportunity to explain drafting, editing, translation, assistive technology or permitted AI use. Do not demand disclosure of private information beyond what the policy requires.
  7. Apply the established procedure. A trained decision-maker should weigh all admissible evidence, account for accommodations and fairness duties, and follow the institution’s appeal and record-keeping rules. The detector output should not be the sole basis for an allegation, finding or penalty.
  8. Document the reasoning. Keep a clear record of the assignment rule, evidence considered, the student’s response and why the outcome follows the published standard. This makes later review possible and discourages score-led decisions.

Assessment designs that reduce dependence on detection

Make AI permissions explicit before submission

Assignment instructions should identify whether generative AI is prohibited, allowed for specified tasks, or allowed with acknowledgment. Explain what “use” includes, such as generating prose, translating, brainstorming, coding or editing, and state what documentation students must retain. Clear rules let an instructor evaluate compliance with a known standard rather than infer intent from style.

Verify learning through the work process

TEQSA discusses verifiable version histories and platforms that capture drafts or paste events. These records can support feedback about how an argument developed and can help an instructor ask focused questions. They should be interpreted alongside the assignment and the student’s explanation, not treated as an automatic authorship certificate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a two-lane assessment model

TEQSA describes separating assessments by purpose. Some tasks are secured and resourced so the institution can verify that students achieved the learning outcomes under controlled conditions. Other, more open tasks can permit generative AI when its use is acknowledged. This approach aligns the level of control with the outcome being measured instead of applying an unreliable detector to every paper.

Focus on demonstrated understanding

When an instructor needs clarification, a discussion of the student’s choices, sources and revisions can test understanding more directly than a model-generated percentage. Any such conversation should be part of the published academic-integrity process, applied consistently and adjusted for approved accommodations.

A decision framework for instructors and administrators

Question If the answer is “yes” If the answer is “no”
Does institutional policy expressly permit this detector and this use? Continue only within the stated limits and safeguards. Do not upload the work; use the approved investigation route.
Was the AI rule clear before the assignment was submitted? Assess the student’s conduct against that specific rule. Resolve the ambiguity fairly; do not infer a breach from a score.
Is there corroborating evidence tied to the assignment or process? Evaluate it together with the student’s response. A detector result alone is insufficient for an adverse finding.
Can the student inspect and answer the evidence under the procedure? Provide that opportunity and document the response. Pause the case until due-process requirements are met.
Have privacy, intellectual-property and accommodation issues been addressed? Proceed in accordance with the applicable safeguards. Resolve those issues before using an external service or escalating the matter.

What students should do when a detector flags their work

  • Ask which course rule is alleged to have been violated and request the evidence the procedure allows you to inspect.
  • Provide drafts, notes, version history, source files and citation records that document your writing process, while keeping private material limited to what the policy requires.
  • Explain any permitted AI, translation, accessibility or editing assistance accurately and identify where it was used.
  • Use the institution’s response and appeal channels, and request accommodation support if a disability or language-related issue affects the process.
  • Do not assume that a displayed percentage is a universally accepted accuracy measure or a final decision.

The central policy choice is therefore not whether a university can display an AI score. It is whether the institution can protect learning, fairness and due process without mistaking an uncertain pattern estimate for proof of authorship. The cited guidance and study support a cautious, non-determinative role at most, with clear rules and assessment practices doing the primary work.
