A shopping agent cannot make a trustworthy per-unit comparison until it knows three things: what the buyer intends to purchase, which exact variant is being priced, and how many sellable units that variant contains. It must then keep the listed price separate from the delivered total, because shipping and tax may still be unknown.
That sounds obvious, but search results routinely mix substitutes and accessories, show “starting at” prices for one of several options, and omit the final destination-specific cost. Treat unit definition as a gate: if any required field is unknown, the agent should preserve the unknown rather than rank the offer.

Why “one unit” is a prerequisite, not a finishing detail
Per-unit math is meaningful only after the numerator and denominator describe the same thing. If a result advertises a tissue holder, for example, its price cannot be compared with a tissue refill merely because both contain the word “tissue.” The holder is an accessory; the refill is the consumable the buyer may have intended.

A title may cover several pack sizes, colors, materials, or bundles. A low “from” price can apply to the smallest option while the search result displays images or text associated with a larger one. Dividing that starting price by a pack count chosen from the title creates a precise-looking figure that has no established meaning.

DEV Community author seasonkoh, who identifies as working on WebAZ, states the governing rule plainly: “Before calculating a per-pack price, establish the exact option and what one sellable unit contains.” The rule applies whether a human is checking a comparison or software is preparing a ranking.
The three facts an agent must establish
1. Intended use and substitute status
First determine what the buyer is trying to obtain. A related term is not proof of a substitute relationship. A tissue refill, a box of tissues, a dispenser, and an under-cabinet tissue-and-lid organizer may all appear for the query “tissue,” yet they solve different problems.
A result can be ranked with the requested products only when its intended use is equivalent. If the result is an accessory, mark it as such and remove it from the consumable comparison. If the title is too vague to decide, record “substitute status unknown” instead of guessing from a keyword.
2. Exact variant and contents
Next identify the option that the quoted price actually buys. Capture the option name or selector value, size, material, color when it changes the product, and any bundle description. Then record the contents of that selected option: packs, rolls, sheets, pieces, or another declared measure.
A listing title and an opening price do not establish either item by themselves. The agent should not infer that every option contains the same quantity, nor assume that a displayed pack count belongs to the cheapest option. If the selected option cannot be identified, the price-per-unit field remains unavailable.
3. Delivered cost for the destination
Finally distinguish catalog price from what the buyer will actually pay. Destination, estimated handling, or a delivery note may appear in a result without establishing shipping and tax. A price can therefore be valid as a listed amount while still being insufficient for a claim such as “cheapest delivered option.”
Use a delivered-total comparison only after the destination-specific shipping and tax are known and attached to the same variant price. Otherwise label the figure “listed price; delivery and tax unconfirmed.”
What the September 7, 2026 example does—and does not—show
Seasonkoh reports one anonymous webaz_search call on September 7, 2026. The query was “tissue,” the destination was Singapore, the response resolved that destination to SG, results were sorted in ascending price order, and the limit was three. The service returned three results from six matches.

- Stainless steel platform with wide LCD screen
- Weighs up to 11 pounds (2 grams minimum, up to about 5000 grams); displays results in pounds, ounces, grams, fluid ounces, and ml
- Tare button for measuring just the food, minus the container weight

The returned examples included two tissue listings and an under-cabinet tissue-and-lid organizer. The response displayed option ranges and estimated handling or delivery information. It did not establish the final shipping-and-tax total or identify which precise option the starting price purchased. The author did not choose an option, reserve stock, or buy anything.
Those boundaries matter. This is a small, read-only observation of a catalog response, not a benchmark of a shopping system, a product recommendation, a checkout test, or evidence that the checks are already enforced automatically. The sample prices and pack counts are a dated catalog snapshot, not current offers or quotations a buyer should rely on today.
A practical review fixture for every comparison
Before an agent ranks two or more offers, make each offer pass the same fields. A manual reviewer can use the following fixture; software can represent the same questions in its own data model. This is a proposed review format, not an API schema.
| Field | Question to answer | Acceptable state before ranking |
|---|---|---|
| Buyer intent | What job is the buyer trying to accomplish? | Written in concrete terms, such as “tissue refill,” not just the search keyword. |
| Substitute status | Is the result the requested product, a meaningful substitute, or an accessory? | Requested product or explicitly approved substitute; accessories separated. |
| Selected variant | Which option does the quoted amount purchase? | Specific option, size, and bundle identified. |
| Contents | How many units are in that sellable option? | Quantity taken from the selected option, not inferred from the title. |
| Variant price | Is the price attached to that exact option? | Yes, with currency and any “starting at” qualifier retained. |
| Destination | Where would the order be delivered? | Destination recorded, such as Singapore resolved as SG in the example. |
| Shipping and tax | Are both included or separately established? | Included in a verified total, or clearly marked unknown. |
| Comparability | Are the compared units equivalent in meaningful ways? | Same intended use and a stated basis for comparing quantities. |
If any row is unknown, retain the offer as incomplete data. Do not silently substitute a title-level quantity, the lowest option price, or an estimated delivery amount.
How to calculate a valid per-unit figure
Use the selected option as the denominator’s source
Once the variant and its contents are established, calculate the listed per-unit amount with:
listed price per unit = price of the selected option ÷ units in that selected option
For a delivered comparison, use the verified destination total instead:

Keep the two results separate. A listed per-unit amount can be useful for an initial screen, but it is not a delivered-cost claim while shipping or tax is unresolved. Preserve currency, measurement basis, and any one-time or estimated status alongside the number.
Do not manufacture precision from ranges
If a result says an option range runs from one pack size to another but does not connect each size to its own price, the agent cannot determine a valid denominator for the opening price. It should show the range as information and flag the unit calculation as unavailable. The same rule applies when the quantity is visible in an image but not tied to the selected option in text or structured data.
How to handle substitutes and accessories
Search relevance is not product equivalence. Build an intent check before the price check:
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →- State the requested object and use, such as consumable tissue refills for a household dispenser.
- Classify each result as exact match, approved substitute, accessory, or unresolved.
- Exclude accessories from a consumables ranking unless the buyer explicitly asked for an accessory.
- Require a reason for an approved substitute, such as the same function and compatible quantity basis.
An under-cabinet tissue-and-lid organizer may be useful to someone furnishing a cabinet, but its price cannot answer a request for the cost of tissue itself. Keeping that distinction visible prevents a low accessory price from winning a comparison it was never eligible to enter.
How to interpret “starting at” prices
A starting price is a warning label, not a completed price record. It tells you that at least one option may be available at that amount; it does not identify the option, contents, stock status, or destination total.
When a listing exposes several options, an agent should:
- Open or read the option data tied to the listing.
- Identify the option selected by the buyer’s requirements.
- Confirm the quantity in that option’s sellable package.
- Capture the price attached to that same option, including currency and qualifiers.
- Recalculate delivery and tax for the buyer’s destination if those costs are not already included.
If the system cannot complete one of these steps, it should return an explainable “cannot compare” state rather than a falsely exact ranking.

Price comparisons often fail at the boundary between catalog and checkout. A catalog response may provide an item amount and an estimated handling or delivery note. That is not equivalent to a final total. Taxes can depend on destination, product category, seller, or the final order value; shipping can depend on service level, eligibility, and quantity.

Use labels that expose the evidence level:
- Listed price: the amount shown for the identified variant before unconfirmed charges.
- Estimated delivery: a forecast or range that has not been converted into a final charge.
- Delivered total: variant price plus confirmed shipping and tax for the stated destination.
- Delivered total unknown: one or more destination charges are missing.
Only the third label supports a “cheapest delivered” conclusion. The September 7 Singapore response did not reach that state, so its ascending-price order should be read as catalog ordering, not as a delivered-cost ranking.
Why official unit-pricing rules do not solve the feed problem
The European Commission’s pack-size overview places unit pricing under Directive 98/6/EC within a broader set of consumer-protection rules, alongside unfair-commercial-practice and food-labelling measures. That context explains why showing quantity and a comparable price matters to shoppers.
The Commission also describes an EU prepacked product as one placed in packaging without the purchaser present, in a fixed quantity that cannot be changed without opening or modifying the package. Its overview says Directive 76/211/EEC establishes a harmonised method for filling prepackages.

These legal-metrology definitions concern prepacked goods and how quantities are measured. They do not prove that a marketplace feed identifies the selected online option, connects its price to that option, or includes destination-specific charges. An agent still has to validate the actual listing data it receives.

The result matches a keyword but not the intent
Symptom: a holder, organizer, or other accessory appears beside consumables. Response: classify it separately and do not include it in the requested product ranking.
The cheapest price belongs to an unknown option
Symptom: the listing shows a range of options and a low opening amount. Response: request or retrieve the exact option and its contents; leave unit price unknown until both are connected.
The pack count is visible but not attached to the price
Symptom: a title or image mentions a quantity while the price is labeled “from.” Response: treat the quantity-price pairing as unproven. Do not divide.

Delivery or tax is estimated or absent
Symptom: handling or delivery information appears, but no final destination total is given. Response: report listed price only and mark delivered cost unconfirmed.

The system presents the check as automated without evidence
Symptom: a single successful response is used to claim that safeguards always run. Response: describe the observation narrowly. One read-only response cannot establish enforcement across searches, sellers, variants, or checkouts.
A compact implementation sequence
For developers building a comparison workflow, the safest order is qualification before arithmetic:
- Parse the buyer’s intended product and acceptable substitutes.
- Filter out accessories and unresolved intent matches.
- Resolve the exact variant required by the buyer.
- Read the quantity contained by that variant’s sellable unit.
- Attach the price to that same variant and retain all qualifiers.
- Resolve destination, shipping, and tax; distinguish estimates from confirmed charges.
- Calculate listed and, when supported, delivered per-unit figures.
- Rank only offers with equivalent intent and established comparison fields; expose unknowns for the rest.
This sequence also makes explanations easier. When an offer is not ranked, the system can say whether the missing fact was intent, variant, quantity, price linkage, or delivered cost instead of returning an opaque failure.
What a careful buyer should ask
When reviewing an agent’s result, four literal questions catch most unit-pricing errors:
- What does one unit mean?
- Does that price apply to this pack size?
- Is this a substitute or just an accessory?
- Is that the delivered price, including shipping and tax?
If the answer to any question is “unknown,” treat the comparison as unfinished. A transparent unknown is safer than a ranking built on mismatched products or an unverified denominator.
Scope of the example
The reported Singapore search is useful because it exposes the exact ambiguities a comparison workflow must resolve: two tissue listings beside an organizer, option ranges, an opening price, and estimated handling or delivery. It is not evidence about current stock, current prices, checkout behavior, or the performance of shopping agents generally. No option was selected and no purchase was made.
Use the example as a review fixture: inspect intent, variant, contents, price linkage, destination, shipping, tax, and equivalence before allowing arithmetic. That discipline is what turns a search result into a defensible comparison.
