Shield AI says it will build its planned X-BAT aircraft in Des Moines, Washington, with production targeted to begin in 2029. GeekWire reported the company expects about 4,000 workers in the Seattle region by the early 2030s. That figure is distinct from Shield AI’s broader estimate of about 8,000 regional jobs supported by the program, which also counts supplier work and employment supported by local spending.
Where Shield AI plans to build X-BAT
In a September 30, 2026 announcement, Shield AI named X-Forge 3 in Des Moines, just south of Seattle, as the production home for X-BAT. The company says production is planned to start in 2029 and reach full rate in the early 2030s. These are company plans, not confirmation that production has begun.

The other sites have different roles. Shield AI says X-Forge 2 at Newton City-County Airport in Kansas will handle development and acceptance flight testing, customer acceptance flights, and fleet maintenance, repair and overhaul. X-Forge 1 in Frisco, Texas, remains the company’s prototyping location. Shield AI’s site announcement describes the locations and planned schedule.

What the 4,000 and 8,000 job figures mean
GeekWire reported Shield AI expects about 4,000 workers in the Seattle region by the early 2030s. Its report also describes a planned 420,000-square-foot facility in Des Moines. Shield AI’s own announcement gives a different, broader measure: about 8,000 jobs supported in the Seattle-Tacoma-Bellevue region in the early 2030s, rising to about 27,000 by 2046.

The 4,000-worker report and 8,000 supported-job estimate should not be treated as interchangeable or added together: they use different scopes, and the public figures do not fully explain the basis of the 4,000 count. All are forward-looking estimates tied to the program proceeding as planned, not guaranteed hires. Shield AI also estimates roughly $73 billion in Seattle-Tacoma-Bellevue regional economic impact through 2046 and roughly $5 billion in the Newton area over that period. The company says the projections use IMPLAN’s 2024 data year; the reviewed sources do not provide independent validation of the employment or economic-impact model.
What X-BAT is—and what is planned
Shield AI introduced X-BAT in October 2025 as an AI-piloted vertical-takeoff-and-landing aircraft intended for expeditionary and maritime missions in contested environments. The company describes it as able to operate from ships, remote islands, and austere forward bases, with its Hivemind autonomy software designed for denied, degraded, or disconnected conditions. These are company descriptions of intended capabilities, not independently demonstrated operational results. The unveiling release quotes Shield AI co-founder and president Brandon Tseng calling X-BAT “the next part” of the company’s plan to expand U.S. and allied warfighting capacity through a runway-independent aircraft.

Shield AI’s product page lists a 39-foot wingspan, maximum range of more than 2,000 nautical miles, and maneuver load factor greater than 4g. The page schedules first VTOL flights for 2026, mission capability for 2028, and production for 2029. These specifications and milestones are company-published and may change. Customer interest is not an order
GeekWire quoted Armor Harris, Shield AI’s senior vice president of aircraft, saying customer interest could lead to production rates higher than fighter jets have reached “in a really long time.” The comment reflects the company’s view of potential demand; it is not evidence of signed orders or a production commitment. The site announcement and reported workforce expectations likewise describe a planned program, with production still targeted for 2029.
