What reopened in Fountain Square?
BusinessIndy reported on October 1, 2026, that the Indianapolis Department of Public Works had completed the drainage project and Shelby Street reopened the week before. The Indianapolis Business Journal had reported on August 28 that parts of Shelby Street had been closed since January for the project.
The confirmed reopening in the current report is Shelby Street. It does not establish that every nearby road, bridge, ramp, or interstate connection is open. Check a current city or Indiana Department of Transportation closure notice before choosing a route; the available reporting does not verify the status of all surrounding connections.
What did the drainage project include?
The reported $14 million project included a storm sewer intended to reduce the amount of water flowing into the combined sewer system during high-water events, along with landscaped rain garden medians along Shelby Street. Those are the project’s stated purpose and features; the reporting does not provide measurements showing that flooding or sewer flows have been reduced.

What are businesses reporting about sales and customer access?
Nine Lives Cafe & Cat Lounge
Manager Lisa Latham told BusinessIndy that sidewalk access and parking were limited for much of the roughly six-month construction period, and that foot traffic fell. She reported more customers and walk-ins after Shelby Street reopened.
Rooftop Fruit and nearby closures
In an October 3, 2026, Indianapolis Star story, Rooftop Fruit owner Jessie Eskew reported that the business’s monthly revenue was nearly halved and attributed the slowdown in part to months of construction. The story also reported that Rooftop Fruit’s storefront closed and mentioned nearby restaurant closures, including Magdalena and Parkside Public House. These are attributed accounts; the reporting does not establish that construction was the sole cause of any closure.

Do these reports show a neighborhood-wide sales decline?
No. The available coverage describes individual businesses’ experiences, not a representative survey, audited financial data, or a measured neighborhood-wide trend. Nine Lives Cafe reported a post-reopening increase in customers and walk-ins, while the Rooftop Fruit revenue figure is the owner’s account of one business’s monthly revenue. They should not be combined into an area-wide statistic.
The reports also describe different businesses and measures: one concerns foot traffic and walk-ins around the reopening; the other concerns a reported monthly revenue decline and a storefront closure. They offer context about how construction may affect access and local commerce, but they do not establish a common sales measure across Fountain Square.
